Der Band vereint 17 Beiträge einer Konferenz im Oktober 1999 in Addis Ababa. Die beiden ersten Beiträge schaffen einen konzeptionellen Rahmen für Institutionalisierung (Aredo) bzw. betrachten die Probleme der Institutionalisierung in Äthiopien in historischer Perspektive (Zewde). Unter der Überschrift "property rights" analysiert Admassie das Management von Gemeinschaftsgütern in vier Gemeinden in Zentral-Äthiopien. Kebret versucht unterschiedliche Landbesitzverhältnisse mit landwirtschaftlicher Produktion zu korrelieren. Gabriel argumentiert, dass Märkte, auf denen Land gehandelt wird, nur im Zusammenhang mit anderen Märkten zu verstehen sind. Alemu diskutiert die Bereitschaft von Bauern, für Landsicherheit Geld auszugeben. Unter der Überschrift "civil society and collective action" untersucht Abebe den Begriff der Zivilgesellschaft als theoretisches Konzept; Adal gibt Beispiele für die Bedeutung lokaler Organisationen in der ländlichen Entwicklung. Aredo untersucht die Gründe für die Probleme regionaler Wirtschaftsvereinigungen in Afrika. Unter der Überschrift "governance and institutional reforms" geht zunächst Geda der Frage nach, ob es genügend Kontrollkapazität für den Finanzsektor in Äthiopien nach den Reformen der 90er Jahre gibt. Am Beispiel von East Shewa analysiert Gebre-Egziabher den institutionellen Rahmen lokaler Entwicklung, während Bediye nach Wegen sucht, informelle und formelle Finanzinstitutionen zu verknüpfen. Moges berichtet über die Reformen im Elektrizitätssektor. Unter der Überschrift "rural technology and institutions" untersuchen Demeke/Adugna institutionelle Beschränkungen bei der Vermarktung und Verteilung von Dünger. Am Beispiel kleinbäuerlicher Landwirtschaft diskutiert Ayele die Synergien zwischen Institutionen und technischen Innovationen. (DÜI-Sbd)

Der Zugang zu Informationen und die sich daraus ergebenden Implikationen für die sozioökonomische Entwicklung war das Thema eines Symposiums der Friedrich-Ebert-Stiftung in Äthiopien. Der Band dokumentiert sieben Beiträge, die dem Thema aus unterschiedlichen Perspektive beizukommen versuchen: der der Entwicklungsplanung, der privaten Unternehmen, der der Sozialwissenschaften, der historischen Forschung, der der Frauen und der der Pressefreiheit. Ein Beitrag gibt einen Überblick über die Einführung moderner Informationstechnologien. Es wird deutlich, dass der Zugang zu Informationen in Äthiopien noch immer weitgehend staatlich kontrolliert wird. (DÜI-Sbd)
