ABSTRACTThis paper aims to investigate the impact of the Covid‐19 pandemic on technological knowledge, wage inequality, and economic growth, by proposing a Direct‐Technical‐Change model with two economies, an Innovative and other Follower. Six hypotheses are considered: (i) decrease in the unskilled‐labor supply, (ii) decrease in the absolute advantage of unskilled labor, (iii) decrease in the intensity of the unskilled sector, (iv) hypothesis (i) combined with a lower decrease in the skilled‐labor supply, (v) hypothesis (ii) combined with a lower decrease in the absolute advantage of skilled labor, (vi) all the variations previously considered. By comparing the steady states before and after the shock, we find an increase in the technological‐knowledge bias that favors the skill‐intensive sector, which positively affects the skill premium. However, in hypotheses (i) and (iv), the decrease in the relative supply of unskilled labor dominates the effect on the skill premium, which thus decreases. The economic growth rate is always penalized except for hypothesis (iii). Hypotheses (ii) and (iv) are undesirable because they increase wage inequality and penalize economic growth. Governments should support innovative activity, the engine of technological‐knowledge progress, and thus economic growth, but with caution not to exacerbate the skill premium.

AbstractTheoretically and numerically, this paper attempts to examine the macroeconomic effects of corruption by using the two-country directed technical change model. At a single-country level, an increase in corruption levels in one country leads to an intra-country decrease in the demand for labor and wages and a permanent slowdown of technological-knowledge progress and economic growth. At the inter-country level, a country-specific increase in corruption enlarges inter-country wage and technological-knowledge gaps. Overall, higher corruption levels in one country are detrimental to global economic growth. Through calibration, it is shown that when the differences between the corruption of non-corrupt and corrupt countries increase: (1) economic growth is mainly stimulated in the corrupt countries India, Mexico, and Brazil; (2) the lowest wage inequality compared to non-corrupt countries is observed in the corrupt countries Greece, Portugal, and Spain.

Two reasons are mainly brought to explain the recent increase in
intra-country wage inequality in favour of high-skilled labour: Skill-Biased
Technological Change (SBTC) and International Trade Liberalisation (IT).
Since few empirical studies have attempted to assess both interpretations
across a comprehensive sample of countries, we have analysed the impact of
both and added some new variables within a unified framework and across 30
OECD countries, between 2001 and 2015. Using panel data, results show that
both explanations are crucial. However, considering all 30 OECD countries,
the IT argument dominates. Further, we show that seven clusters must be
considered in which at least one theory influence the wage gap.

The inability of the European Union (EU) to grow has raised questions regarding the effectiveness of competitiveness and growth policies. To increase efficacy, the EU has determined that regions must undergo an exercise in smart specialization and devise a strategy for the same. However, particularly in follower regions facing severe locked-in problems and structural bottlenecks, the application of smart specialization may require adjustments and a more dynamic vision, especially with regard to the follower regions. Furthermore, many operational issues arise in the programming and policy-devising stages. This article aims to contribute to this debate by proposing a framework to guide the selection of priorities and by applying the proposed framework to the Portuguese North region.

Introduction Intellectual Property Rights (IPRs) are "the rights to use and sell knowledge and inventions" (Greenhalgh and Rogers, 2007: 541), with the aim of guaranteeing adequate returns for innovators and creators. There are different types of intellectual property protection (Granstrand, 2005): old types such as patents, trade secrets, copyrights, trademarks and design rights, and new forms such as breeding rights and database rights. Nonetheless, patents are commonly considered as the most important and representative IPR (e.g., Besen and Raskind, 1991). IPR have a long legal and economic history, since the idea of intellectual property was already present in ancient cultures such as Babylonia, Egypt, Greece and the Roman Empire. Mokyr (2009) discusses the relevance of the late 19th century, when political events created a system which supported an executive that was sufficiently well organised to create a "rule of law" and respect private property rights. This argument emerges, in part, in the context of an Industrial Revolution marked by important technological improvements, whereby IPR began gradually to be accorded more respect. (.)

We develop a R&D-based growth model with productive public expenditure in order to frame the Quadruple Helix (QH) innovation concept, based on four helices: Academia & Technological Infraestructures, Firms, Government and Civil Society. Our motivation stems from acknowledgment that the relationship between these four helices and their joint impact on growth is in need of a theoretical framework. We aim to emphasise the importance to economic growth of innovation systems structured on these four helices. Innovation is the main engine of growth in an increasing number of economies. Innovation economies are, according to the Quadruple Helix (QH) Innovation Theory, sustained by four pilars – Firms, Academia, Government and Consumers –, all operating in a systemic, interactive environment. We provide a model that gives analytical body to the QH theory and links formally innovation to economic growth. We aim to emphasise the equally important roles of the four helices sustaining an innovation economy and its long run growth. We propose a theoretical growth model with which to frame analytically the Quadruple Helix Innovation Theory (QHIT). The aim is to emphasise the investment in innovation transmission mechanisms in terms of economic growth and productivity gains, in one-high-technology sector, by stressing the role played by the helices of the Quadruple Helix Innovation Model: Academiaand Technological Infrastructures, Firms of Innovation, Government and Civil Society. In the existing literature, the relationship between the helices and respective impacts on economic growth does not appear clear. Results are fragiledue to data weakness and the inexistence of a theoretical framework to specify the relationship between the helices. Hence our motivation for providing the QHIT with a theoretical growth model. Our intent is to model the importance of emerging, dynamically adaptive, and transdisciplinary knowledge and innovation ecosystems to economic growth.
