The teacher education is a period of great moments of rupture, which relate to the need of giving voice and working conditions to the movements of innovation and pedagogical renewal, who pretend to transmit new representations and positive expectations. Train teachers for the millennium and the knowledge society, where combat digital illiteracy is assumed to be urgent concern is a task that motivates educational reform movements that cross the world. However, this reform movement, should also mean that believes not only in the initial training - first step to permanently downgrade - which must be exhausting efforts personal, professional, institutional, political, budgetary and financial these new winds of reformism educational and systemic. Should mean, above all, a commitment to the teacher education, in response to the challenge of breaking the commonplace to recognize in theory its importance but simultaneously attend to the placing of obstacles to its implementation in schools. One of the engineering economics objectives is to do economic analysis of investment decisions. It has quite extensive applications since the investment may come from private companies or government entities. The analysis or evaluation of projects involves a set of techniques that establish feasibility parameters. These parameters are expressed by PBP (Payback Period - number of years to recover the investment), IRR (internal rate of return) or NPV (Net Present Value). Thus, it has an important role on investment analysis or to buy a capital good, checking all technically feasible investment alternatives. This research is based on a case study, namely a project of extension of a micro enterprise, whose data was collected on Bank of Amazon. The Bank of Amazon is an agent for the application of policies and programs of the Federal Government in the Amazon region, as well as its feasibility and the potential to carry out the project. Based on these facts, it was studied the role of engineering economics in the evaluation of investment projects by the Bank of Amazon, located in the northern region of Brazil. It was concluded that the Bank relies on the economic feasibility and engineering economics to analyses the submitted projects, having as a reference a IRR parameter between 4% and 12% and a PBP of 4 to 12 years in the investment projects less or equal to R$ 400,000.00. Resumo: A doença Covid19, resultante da contaminação pelo vírus SARS-CoV-2, causou efeitos na economia, sobretudo no setor agrícola, que se tornou mais suscetível à elevação de custos não percebidos facilmente. Este estudo tem como objetivo analisar o impacto nos custos de aquisição de insumos, ocasionados pela pandemia do Covid-19, em pequenas propriedades rurais familiares, sob a ótica da metodologia Total Cost of Ownership (TCO). A metodologia empregada nesta investigação foi a do estudo de caso genérico em 12 propriedades rurais familiares, situadas na Região Sul do Brasil, com dados coletados entre abril de 2017 e março de 2020. Foram analisados quatro insumos comuns a todas as propriedades. Os resultados demonstraram que houve um acréscimo de 39,47% nos custos de aquisição dos insumos, equivalente a um aumento médio ponderado de 34,7%, o que impactou negativamente no resultado monetário das propriedades familiares. Concluiu-se que as propriedades foram afetadas pelos efeitos da pandemia no que se refere à compra de insumos, principalmente com o aumento dos custos de aquisição, em decorrência do desabastecimento dos suprimentos essenciais para as operações básicas das pequenas propriedades rurais.
