En la guerra civil y en la posguerra, decenas de miles de republicanos fueron fusilados y enterrados en fosas comunes sin que se permitiera a sus allegados rendirles ningún tipo de tributo ni ofrecerles una sepultura digna. Tras la muerte de Franco, a pesar de los muchos años transcurridos, el anhelo de los familiares por desenterrar a sus deudos, ofrecerles un funeral y llevarles al cementerio se había mantenido intacto. Incluso podría decirse que se agudizó gracias a las posibilidades que comenzaron a abrirse durante la transición a la democracia. En muchos pueblos los familiares consiguieron localizar las fosas comunes, celebrar funerales multitudinarios y trasladar los restos a los cementerios, pero en ninguna provincia española el proceso se hizo de forma tan organizada y eficaz como en Navarra. En este artículo tratamos de explicar por qué atendiendo a los factores que propiciaron la coordinación de estas audaces iniciativas, sin desatender los muchos obstáculos a los que se hubo de hacer frente.

En este artículo tratamos de explicar por qué atendiendo a los factores que propiciaron la coordinación de estas audaces iniciativas, sin desatender los muchos obstáculos a los que se hubo de hacer frente. ; During the Spanish Civil War and postwar period, tens of thousands of supporters of the Second Republic were shot and thrown into common graves, whereas their friends and relatives were not allowed to pay them tribute or carry out a proper burial. After Franco's death, and despite the killings having happened a long time ago, the desire to dig up those relatives' remains, perform a proper funeral service, and bury them in a cemetery had not changed. It could even be said that the chances opened up once democracy was reestablished heightened such wish. In many towns and villages republican's relatives managed to find out where the illegal graves were, to hold massively attended funeral services, and to move their kin's remains to cemeteries, but no Spanish province witnessed a process of moving and reburial as organized and efficient as Navarra's. Our aim here is to explain why this was so, taking into account both the factors which favored the coordination of such bold initiatives, and also the many obstacles found by their organizers.

The foundation of a stable democracy in Spain was built on a settled account: an agreement that both sides were equally guilty of violence, a consensus to avoid contention, and a pact of oblivion as the pathway to peace and democracy. That foundation is beginning to crack as perpetrators' confessions upset the silence and exhumations of mass graves unbury new truths. It has become possible, even if not completely socially acceptable, to speak openly about the past, to disclose the testimonies of the victims, and to ask for truth and justice. Contentious coexistence that put political participation, contestation, and expression in practice has begun to emerge. This book analyzes how this recent transformation has occurred. It recognizes that political processes are not always linear and inexorable. Thus, it remains to be seen how far contentious coexistence will go in Spain.

Hace tiempo que existe en España un debate sobre si la transición estuvo basada en el olvido y el silencio respecto a la guerra civil y el franquismo o si, por el contrario, hubo un interés manifiesto por ambos asuntos que se vio reflejado en multitud de publicaciones. No hay duda de que el pasado bélico —mucho más que el dictatorial— estuvo presente de diversas maneras en la transición, e incluso se ha constatado que los pioneros de las reivindicaciones de lo que luego se denominó memoria histórica surgieron, precisamente, entonces. Pero lo que aquí se expone es que las acciones encaminadas a reivindicar el recuerdo de las víctimas del franquismo se produjeron, casi exclusivamente, en el ámbito local, y fueron impulsadas por familiares de los fusilados por la dictadura o, en su caso, autoridades municipales en colaboración con estos; casi nunca contaron con el respaldo de las dirigencias regionales —y menos aún nacionales— de los principales partidos y sindicatos de izquierdas. También se subraya que quienes comenzaron a desbrozar este camino tuvieron que afrontar múltiples dificultades e, incluso, en ocasiones asumir algunos riesgos, así como lidiar con una serie de actores aún poderosos que se resistían a la democratización tanto del país como del relato histórico preexistente. Para demostrar estas afirmaciones partimos del caso de Torremejía (Badajoz), cuyo primer alcalde democrático fue objeto de una causa penal por haber ayudado a los vecinos de su localidad a trasladar los restos de los fusilados por los franquistas desde la fosa común al cementerio del pueblo. Hemos accedido, por vez primera, al expediente judicial, a testimonios directos y al archivo municipal. La importancia de este caso trasciende con creces lo meramente local y sirve para ilustrar tanto las posibilidades como los límites de la transición.

For quite a long time Spain has been debating whether its Transition to democracy was based upon oblivion or silence regarding the Spanish Civil War and Francoism, or whether an interest on both issues patently shows on many and diverse publications. Undoubtedly, the war was far more and variedly present that the dictatorship during the Transition, and now it is clear that those who pioneered what in later days would be called historical memory claims began their activities precisely during that period. The purpose of this paper, however, is to show that actions aimed to vindicate the remembrance of Francoism's victims took place, almost exclusively, in local environments and that they were taken by relatives of those executed by the dictatorship or, if anything, local authorities in cooperation with these families. The support of the main regional, and even less so national leftist parties and unions apparatuses was barely non-existent. It is also stressed here that those who began to clear this way were faced with many difficulties, even facing personal risks and confront still powerful actors unwilling to accept the country's democratization and the resultant change in the inherited historical narrative. The case in point used to prove all these claims is the village of Torremejía (Badajoz), whose first democratically elected mayor was sued for having helped some of his neighbors to move the remains of persons executed by Francoists from the common grave they were into the village's cemetery. We have been the first researchers to gain access to the relevant judicial file, direct testimonies, and the village archive. En este trabajo analizamos cómo se combinan en la decisión de voto consideraciones sobre la gestión gubernamental y consideraciones sobre la representatividad de los gobernantes. Hemos seleccionado cuatro Comunidades Autónomas con distintos grados de nacionalismo y distinta composición política en los niveles de gobierno autonómico y central. Los votantes toman decisiones en un espacio de dos dimensiones, ideológica y nacionalista. Determinamos la importancia relativa de cada dimensión y mostramos que la ideología afecta a todos los votantes por igual, mientras que la dimensión nacionalista sólo afecta a los nacionalistas. Mediante un análisis logit condicional de una encuesta del Centro de Investigaciones Sociológicas de 1992, encontramos que: i) hay un efecto de arrastre, de forma que el partido que gobierna a nivel central es premiado o castigado a nivel autonómico; ii) los votantes nacionalistas disculpan en mayor medida que los no nacionalistas una mala gestión del gobierno autonómico, y iii) este efecto es mayor cuanto más excluyente sea el nacionalismo. A nuestro juicio, estos efectos son consecuencia de que los nacionalistas juzguen a los gobiernos más por su capacidad representativa que por su gestión.
