Contrary to the normative emphasis on the rule of equality in the deliberation literature, little has been known about empirical consequences of the rule of equality, especially when applied in online discussions where political disagreement is prevalent. Given that hostile gender-related discussions have been noticeably increasing in South Korea, we investigated whether applying deliberative rules, especially cross-cutting exposure and equality, can improve gender-issue discussion quality and foster mutual understanding and healthy political engagement. For this purpose, we designed an online experiment involving moderated deliberations on the abolition of the national abortion ban via KakaoTalk, the most popular messenger platform in South Korea. The deliberative qualities of online discussions in terms of rationality and civility were assessed in a more objective and unobtrusive way: a content analysis of actual conversation transcripts. Participatory intention for gender issue-related activities and civic attitudes were also measured. Results indicate the equality rule can help to promote normatively desirable outcomes in discussions with disagreeing others while the positive effects of cross-cutting exposure were found limited. When combined with the rule of equality, hearing the other side meaningfully enhanced the deliberative qualities and participatory intentions of discussants.

Abstract
This study examines whether rising polarization in Americans' partisan judgments has positive implications for political participation. Drawing on cross-sectional and panel survey data, we find evidence that polarized judgments are related to pre-election intent to vote, as well as to post-election self-reported voter turnout. Polarized evaluations also predict greater reporting of participation in campaign activities beyond voting. Polarization in candidate evaluations consistently has more of an impact than affective polarization. However, our results suggest that polarization in evaluations of both parties and candidates includes an expressive component that does not necessarily translate into political action. Roughly one-quarter to one-third of the actual change in turnout can potentially be attributed to polarization in evaluations of Republican and Democratic presidential candidates.

Political participation has long been considered a cornerstone of democracy. While most studies on political participation have been grounded on a normative approach, which assumes that political participation is driven by positive civic actions, recent studies suggest that political participation is also driven by negative forces such as overconfidence in knowledge and partisan communication flows. This article builds on the latter line of research by exploring the role of affective polarization on political participation. While this line of research is not new, it suffers from a lack of clear causal order. This study relies on three-wave panel data collected during the 2022 Korean presidential election. To ensure methodological rigor, we utilized both cross-lagged and fixed-effects panel analyses. Our findings show that affective polarization stimulates political participation rather than the reverse path. In addition, we did not observe a reciprocal relationship. Implications for democracy are discussed.
