It is held that French colonial relations with the Maghreb countries (Morocco, Algeria, & Tunisia) & the Near Eastern countries (Lebanon, Egypt, & Syria), as well as the particular characteristics of the regions, have conditioned inhabitants' attitudes about Francophony. Egypt, Lebanon, Morocco, & Tunisia speak institutional French & participate with the French Agency of Cultural & Technical Cooperation, while Algeria & Syria decline to do so. It is noted that Algeria's strong role in French colonial trade led it to becoming profoundly francophone, while somewhat hostile to France, so that institutional language guidance is resisted.
