Purpose This study explores how social partners contribute to the successful return to work (RTW) of individuals affected by chronic diseases, employing the framework of actor-centred institutionalism.Design/methodology/approach This paper adopts a comparative case study methodology to assess the role of social partners in the workplace (re-)integration of people with chronic disease in Belgium and Italy, both of which represent well-developed industrial relations systems yet having different institutional and policy frameworks on RTW.Findings Institutional factors are found to affect the type and degree of social partners' commitment and contribution to RTW. Differences in their commitment can be explained by their varied degrees of integration in public policy formation, which explain their different preferred stages of interactions in this field: national tripartite social dialogue for Belgium; and sectoral collective bargaining for Italy. Unsatisfactory outcomes of social partners' contribution in facilitating RTW processes are attributed to the fragmentation of the legal framework and uneven development of collective bargaining in Italy. In Belgium, the authors find the presence of cumbersome RTW procedures downplaying the role of the worker representative.Originality/value This paper adds empirical evidence to the limited literature on the role of social partners in facilitating RTW and sheds light on how to improve the current policy context. It suggests involving the social partners in the development of a comprehensive public policy framework, which should allow for an early, flexible and multi-stakeholder (re-)integration procedure following chronic disease.

This article assesses perceptions among national and EU-level social partners of developments in social dialogue since the EU accession of Central and Eastern European (CEE) countries 20 years ago. The analysis evaluates the processes, structures and outcomes of interactions between social partners from CEE countries and the EU level. Social partners from CEE countries see the benefits of interaction with and exposure to EU-level social dialogue. On the other hand, their underdeveloped national structures for tripartite dialogue and sectoral bargaining pose a substantial barrier to capacity building and to voicing their interests at the EU level, undermining their legitimacy in EU-level structures. Even 20 years after enlargement, there is a perceived duality and internal competition between 'Western' and 'Eastern' social partners at the EU level, criticisms of the ability of EU-level social dialogue structures to deliver effective outcomes, and a diversity of actors' preferences concerning binding and non-binding provisions.

PurposeThis paper makes a conceptual contribution by intersecting two strands of literature (return to work following health issues and industrial relations) to facilitate our understanding of the potential role of social dialogue in supporting return to work (RTW) following the diagnosis of a chronic illness. It conceptualises the levels and channels through which various actors and their interactions may play a role in RTW facilitation within the actor-centred institutional framework.Design/methodology/approachThe paper uses an exploratory design based mainly on desk research but is also informed by roundtable discussions done in six countries as part of a larger project.FindingsThe conceptual and analytical framework (CAF) is developed to explain how various actors interact together in ways shaped by the RTW policy framework and the industrial relations systems, resulting in a continuum of RTW facilitation situations.Originality/valueThere is limited research on return-to-work policies following diagnosis of chronic illness from a comprehensive actor-oriented perspective. The existing literature usually focusses on just one stakeholder, overlooking the role of social dialogue actors. By bridging the two streams of literature and incorporating all potential actors and their interactions in a unitary model, the proposed framework provides a valuable tool to further discuss how successful RTW after a diagnosis of chronic illness can be facilitated.

Abstract
This paper describes the Longitudinal Survey on Rural Urban Migration in China (RUMiC), a unique data source in terms of spatial coverage and panel dimension for research on labor markets in China. The survey is a collaboration project between the Australian National University, Beijing Normal University and the Institute for the Study of Labor (IZA), which makes data publicly available to the scientific community by producing Scientific Use Files. The paper illustrates the structure, sampling frame and tracking method of the survey, and provides an overview of the topics covered by the dataset, and a review of the existing studies based on RUMiC data.

How can the responsibility for refugees be distributed more fairly – globally and within the EU? And how can we curb irregular migration while expanding legal immigration to the benefit of all concerned? The large number of refugees and other migrants who have come to Europe over the last two years has caused the EU member states that received most of the asylum seekers, to reach their capacity limits. With a view to new arrivals and their long-term integration, it is now necessary to develop new and, above all, common strategies to address the migration flows to Europe. The '2017 MEDAM Assessment Report' focuses on two core Messages: - Distribute the responsibility for refugees more equitably. - Extending legal immigration from non-EU Member States into EU member states. ; Wie kann die Verantwortung für Flüchtlinge weltweit und in Europa gerechter verteilt werden? Und wie können wir irreguläre Einwanderung eindämmen und gleichzeitig die legale Einwanderung zum Nutzen aller Beteiligten fördern? Durch die große Zahl an Flüchtlingen und andere Migranten, die Europa in den vergangenen beiden Jahren erreicht haben, wurden insbesondere jene EU-Staaten, die die meisten Asylsuchenden aufgenommen haben, an ihre Kapazitätsgrenzen gebracht. Mit Blick auf weitere Neuankömmlinge und deren langfristige Integration ist es nun notwendig, neue und vor allem gemeinsame Strategien zur Bewältigung der Flüchtlingsströme nach Europa zu erarbeiten. Im Fokus des "2017 MEDAM Assessment Report on Asylum and Migration Policies in Europe" stehen zwei Handlungsempfehlungen: - Die Verantwortung für Flüchtlinge weltweit und in Europa gerechter verteilen. - Die legale Einwanderung von außerhalb der EU in EU-Mitgliedstaaten erleichtern.
