With the coup d'etat of 24 December 1999 and the politico-military conflict that started on 19 September 2002, Côte d'Ivoire broke with its tradition of political stability, which had served as a model in the West African sub-region. It is now facing an unprecedented crisis that is not only jeopardising the continuity of the state, but has also introduced a culture of violence into the society.This study has three objectives. The primary one is to understand the nature of this socio-political crisis, and what is at stake in it. Secondly, the study examines the issue of ivoirité. Finally, it explores the escalation of violence in this socio-political crisis and the catalogue of justifications for that violence.It is argued that the recurrence of military coups d'etat in Côte d'Ivoire signifies the delegitimisation of the modes of regulation built on the tontine system, and calls for a renewal of the political grammar and socio-political regulatory modalities around integrating principles that have yet to be devised. En Côte d'Ivoire, la base fiscale des actions sociales se rétrécit en même temps que se réduisent les possibilités pour l'État de mettre en œuvre une régulation macro-économique et une politique sociale aux coûts maîtrisés. Par ses interventions croissantes, la Banque mondiale insuffle une nouvelle logique de régulation dans un contexte d'effondrement de l'État social et d'absence d'une société civile capable de porter la lutte pour réduire les inégalités.

Der Aufsatz zeichnet nach, wie die strukturell bedingte Wirtschaftskrise des ivorischen Staates dazu geführt hat, dass sich die soziale Ungleichheit verstärkt. Dies wiederum hat zur Abnahme der Legitimität der Regierung Bedie und damit zum Militärputsch im Dezember 1999 beigetragen. Der Autor zeigt aber auch die Grenzen der Politik zur Armutsbekämpfung, die insbesondere internationalen Gebern induziert worden ist, in einem Umfeld auf, wo Selbsthilfemechanismen weitgehend wirkungslos geworden sind. L'objectif de cette étude est d'identifier, après la dévaluation du 12 janvier 1994, les changements intervenus dans la structure alimentaire (style et budget alimentaire) des ménages, de repérer les stratégies d'ajustement développées par les ménages et d'apprécier à travers la consommation des protéines animales, des féculents et des tubercules, les tendances de substitution qu'a engendrées la dévaluation. Dans les milieux populaires on observe un renforcement de la consommation hors domicile via la restauration de rue. La consommation de protéines est en baisse et donne la faveur au poisson séché. L'évolution des prix relatifs riz/vivriers locaux apparaît surtout favorable au manioc. (Résumé d'auteur)

La question alimentaire fait depuis quelques années en Afrique de l'Ouest l'objet d'une attention particulière de la part des pouvoirs publics et des institutions de développement en vue d'une meilleure appréciation de son évolution. Malgré cet intérêt affiché, l'analyse du champ alimentaire présente des disparités. Par rapport aux études consacrées à la production et à la distribution, les études sur la consommation finale restent très marginales. Cette marginalité frappe encore plus la consommation extérieure à laquelle presqu'aucune étude systématique n'a été consacrée si ce ne sont quelques monographies de métier ou quelques efforts isolés de quantification. Pourtant la croissance démographique, couplée à la forte urbanisation en Afrique, complique ce problème de consommation alimentaire qui mériterait plus de suivi afin que les évolutions et les modifications intervenant dans son champ puissent être maîtrisées.
