Open government is a form of permanent open communication between the administration and citizens, based on transparency from the administration, working with civil society and business. We present one of the key points that are being used to achieve this objective of participation: the open data movement. In Europe, its origins lie in the issuance of Directive 2003/98/EC of the European Parliament and the Council on access to and reuse of public sector information. Open data projects described here provide access to government data according to the recommendations of the W3C. The structure and open format allows data to be reused to provide new services to citizens and businesses. Numerous projects and visualization applications have been developed that realize the potential of this movement. The situation in Spain is emerging and even in a short period of time many initiatives are maturing. This offers us the opportunity to ask what role information managers will take on in this new scenario.

This paper discusses the current state of computerization of health information in Spain, where the priorities include the establishment of an electronic medical record that integrates all information about patients, makes it universally accessible and ensures the ethical use and confidentiality of the information as well as the privacy of individuals. To implement this change, it is imperative to combine the existing information systems of different health areas that perform in isolation. Although the Spanish government has launched an online health project to achieve this goal, there are still difficulties due to the lack of resources and infrastructure and a few barriers between the Spanish autonomous communities that must be overcome.

Trabajo presentado a la 15th International Society of Scientometrics and Informetrics Conference, celebrada en Estambúl (Turquia) del 29 de junio al 4 de julio de 2015. ; In recent years, there has been a growth in the number of papers that synthesize empirical research studies on gender and sex inequalities in academic statements. Furthermore, these studies can comply with European requirements of equalities since the Treaty of Amsterdam of 1999 enacted that equality between men and women should be included in all policies (Fernández Álvarez, 2014). Theses are the research papers by excellence and a good indicator to elucidate the lines and research trends in a field of science, since this work must be original and specialized and are subject to a rigorous academic assessment (Delgado López Cózar et al., 2006). Las tesis doctorales son trabajos de investigación, originales e inéditos, elaborados por un doctorando/a bajo la supervisión de un/a director/a con experiencia investigadora acreditada. Involucran a otros miembros de la comunidad científica en la fase de defensa, quiénes se encargan de calificar el trabajo. Este estudio presenta un análisis de género de las personas involucradas en las tesis doctorales sobre documentación, documentación automatizada y bibliometría defendidas en universidades españolas entre 2006 y 2021. La fuente de la que se han extraído los datos ha sido TESEO, obteniéndose 657 tesis. Se realiza el análisis de género de los distintos actores involucrados: las mujeres defienden más tesis doctorales que los hombres. Se observa que casi dos tercios de estos trabajos han sido dirigidos por hombres. Apenas existe diferencia de género en los comités evaluadores, gracias a los reglamentos universitarios que exigen cumplir con criterios de paridad.
The Covid-19 pandemic has introduced challenges throughout the world and is endangering people's prosperity. To these health, economic, political, and social challenges have been added those related to the management and dissemination of information, mainly concerning its exponential growth, veracity, and dissemination. Providing objective evidence-based information contributes to meeting these challenges. Social media and social networks are playing a key role in informing society about the evolution of the pandemic and progress towards its eradication. However, social networks are also a vehicle for the transmission of biased or false news that can endanger people's health. Information professionals play a key role in correcting misinformation if they are able to filter out untruthful information and make resources with proven quality available to the population. In addition, they must manage scientific information about the pandemic, which is advancing at an accelerated pace. Currently, China is the leader while Spain is in fifth place in the development of research projects and scientific publications. The scientific research focuses on epidemiological aspects, respiratory diseases, drug treatments, and diagnostic tests. Many journals, databases, repositories, and other information systems have made their publications and other information resources available in record time to encourage the progress of such research.

If these data were accessible and reusable, researchers could examine them and generate new knowledge. Currently, the barriers to data sharing are phased out and public research organizations are demanding ever more insistently that publications resulting from publicly funded projects and data that support them should be published in open (Savage & Vickers, 2009). [ES] El open government o gobierno abierto es una forma de comunicación abierta, permanente y bidireccional entre la administración y los ciudadanos, basada en la transparencia por parte de la administración, la colaboración con la sociedad civil y las empresas y en la participación. Se expone uno de los puntos clave que se están utilizando para alcanzar esta participación: el movimiento open data o datos abiertos. En Europa sus orígenes se sitúan en la Directiva 2003/98/CE del Parlamento y del Consejo Europeos sobre el acceso y la reutilización de la información del sector público. Se describen proyectos open data que facilitan el acceso a los datos de la administración de acuerdo con las recomendaciones del W3C. La estructura y formatos abiertos permiten que los datos puedan reutilizarse proporcionando nuevos servicios a ciudadanos y empresas. Se han llevado a cabo numerosos proyectos y aplicaciones de visualización que ya dan cuenta del potencial de este movimiento. La situación en España es incipiente aunque en un corto período de tiempo están apareciendo numerosas iniciativas. This article belongs to the Special Issue Data Reuse for Sustainable Development Goals. ; [Background]: The availability of research datasets can strengthen and facilitate research processes. This is specifically relevant in the emergency medicine field due to the importance of providing immediate care in critical situations as the very current Coronavirus (COVID-19) Pandemic is showing to the scientific community. This work aims to show which Emergency Medicine journals indexed in Journal Citation Reports (JCR) currently meet data sharing criteria. ; [Methods]: This study analyzes the editorial policies regarding the data deposit of the journals in the emergency medicine category of the JCR and evaluates the Supplementary material of the articles published in these journals that have been deposited in the PubMed Central repository. ; [Results]: It has been observed that 19 out of the 24 journals contained in the emergency medicine category of Journal Citation Reports are also located in PubMed Central (PMC), yielding a total of 5983 articles. Out of these, only 9.4% of the articles contain supplemental material. Although second quartile journals of JCR emergency medicine category have quantitatively more articles in PMC, the main journals involved in the deposit of supplemental material belong to the first quartile, of which the most used format in the articles is pdf, followed by text documents. ; [Conclusion]: This study reveals that data sharing remains an incipient practice in the emergency medicine field, as there are still barriers between researchers to participate in data sharing. © 2021 CSIC. ; [EN]: The open publication of articles involves processing costs known as an «article processing charge» (APC). The aim of this paper is to determine the total cost for articles published in Open Access via APC by Spanish authors in five areas of the social sciences. To do this, Spanish papers indexed in the thematic categories of Humanities (Multidisciplinary), Sociology, Information Science & Library Science, Education & Educational Research, and Communication in the Web of Science Core Collection during the period 2012-2019 will be analyzed, and the publishing journals, funding institutions and APCs will be identified. The articles were published in 223 journals and the most published were Communication & Society (41), Comunic ar (34), and Profesional de la Información (20). The total APC was 481,120.40 euros and the average cost was 1,129 euros. The journals with the highest expenditure were Computers & Education (34,416 euros), Scientometrics (30,380 euros) and IEEE Transactions on Learning Technologies (26,026 euros). The most frequent publication models were DOAJ Gold (54%), Green Published (32%), and Green Accepted (28%). In 53% of the articles it was stated that funding came from the Spanish Government (mainly through ministries), in 25% from regional governments, in 21% from the European Union, and in 20% from universities. The average cost of APCs in the journals in which Spanish authors published is within the normal amounts worldwide, with APCs being more expensive in journals with higher impact and in the areas of Information Science & Library Science and Sociology. This study can be used to guide policy and institutional support on open access and the cost of APCs, since academic institutions and those responsible for managing academic resources need to be aware of these costs. ; [ES]: La publicación en abierto de los artículos conlleva unos gastos conocidos como cargos por procesamiento de artículos (APC, en sus siglas en inglés). El objetivo de este trabajo es determinar el coste de los artículos publicados en abierto mediante APC de autoría española en cinco categorías temáticas de las ciencias sociales: Humanities (Multidisciplinary), Sociology, Information Science & Library Science, Education & Educational Research y Communication de la Colección Principal de la Web of Science (WoS) durante el periodo 2012-2019. Se han identificado las revistas, las instituciones financiadoras y los modelos de publicación más frecuentes. El estudio indica que de las 223 revistas que publicaron artículos con APC las que más lo hicieron fueron Communication & Society (41), Comunicar (34) y el Profesional de la Información (20). El gasto total en APC fue de 481.120,4 € y el coste medio de 1.129 €. Las revistas con mayor coste fueron Computers & Education (34.416 €), Scientometrics (30.380 €) y IEEE Transactions on Learnig Technologies (26.026 €). Los modelos de publicación más frecuentes fueron DOAJ Gold (54%), Green Published (32%) y Green Accepted (28%). En el 53% de los artículos constaba que la financiación procedía del gobierno de España (principalmente a través de ministerios), en el 25% de gobiernos autonómicos, en el 21% de la Unión Europea y en el 20% de las universidades. El coste medio de los APC de las publicaciones estudiadas está dentro de las cantidades habituales a nivel mundial, siendo más caros los APC en revistas con impacto más alto y en las áreas Information Science & Library Science y Sociology. Conocer los APC puede orientar las políticas y el apoyo institucional al acceso abierto y mejorar de los recursos académicos.
