Le tecnologie dell'informazione e della comunicazione, ovvero le tecnologie ICT, hanno avuto un enorme impatto sulle modalità di lavoro e di coordinamento di individui, gruppi, organizzazioni, siano esse pubbliche che private. Con lo sviluppo dei computer, di Internet, e delle reti, le tecnologie ICT hanno aperto ampi spazi di innovazione delle attività produttive che riguardano la creazione di nuovi prodotti e servizi, nuovi modelli di business, e nuove modalità organizzative. Anche nel settore della pubblica amministrazione l'utilizzo delle tecnologie ICT ha aperto nuovi scenari organizzativi e di servizio, abilitando forme di interazione con i cittadini, imprese, e altre pubbliche amministrazioni che vanno sotto i nomi di citizen to government (C2G), business to government (B2G), e government to government (G2G), volte a migliorare l'efficacia, l'universalità, e la trasparenza dell'azione della pubblica amministrazione. L'applicazione dell'ICT nei contesti organizzativi, siano essi pubblici che privati, promette di ottenere benefici dal punto di vista del coordinamento, della gestione dei processi, dei costi, delle opportunità di business, e del vantaggio competitivo. Il conseguimento di questi vantaggi non è ne' automatico, ne' scontato. A lungo si è discusso sull'effettivo contributo che l'ICT poteva apportare alle organizzazioni, arrivando anche a mettere completamente in discussione l'eventuale importanza delle stesse tecnologie, viste a volte come semplici commodity. Nella pubblica amministrazione, inoltre, l'ICT è soggetta a condizioni di contesto differenti rispetto al settore privato, e l'effettiva possibilità di ottenere i benefici previsti deve necessariamente raffrontarsi con le finalità di pubblico servizio che pongono nuove sfide ma promettono anche nuove opportunità. Considerandone però l'importanza e la rilevanza per una migliore efficacia dell'azione della pubblica amministrazione, sia il governo Italiano che l'Unione Europea hanno da tempo agito sul lato delle policy per migliorare la diffusione delle risorse ICT. Per una valutazione sull'attività della pubblica amministrazione è utile riflettere sull'impatto che le ICT hanno sulle organizzazioni.

PurposeThis paper uses dialectical inquiry to explore tensions that arise when adopting Industry 4.0 technologies in a lean production system and their reconciliation mechanisms.Design/methodology/approachWe conducted an in-depth qualitative case study over a 3-year period on an Italian division of an international electrotechnical organisation that produces electrical switches. This organisation successfully adopted Industry 4.0 technologies in a lean production system. The study is based on primary data such as observations and semi-structured interviews, along with secondary data.FindingsWe identify four empirically validated dialectic tensions arising across different Industry 4.0 adoption stages due to managers' and workers' contrasting interpretations of technologies. Consequently, we define the related reconciliation mechanisms that allow the effective adoption of various Industry 4.0 technologies to support a lean production system.Originality/valueThis is the first empirical investigation of tensions in the adoption of Industry 4.0 technologies in a lean production system. Furthermore, the paper presents four theoretical propositions and a conceptual model describing which tensions arise during the adoption of Industry 4.0 technologies in a lean production system and the reconciliation mechanisms that prevent lean production system deterioration.

It is based on a selection of the best research papers - original double-blind peer-reviewed contributions - presented at the annual conference of the Italian chapter of the AIS, held in Genoa (Italy) in November 2014.

Research on ICT and the public discourse often focuses on how ICT can be used to increase citizen participation in political decision-making processes. The Italian Five Star Movement (5SM) represents a novel approach to using ICT to include citizens, and a big challenge for the traditional political actors. The 5SM was initiated outside the established political systems, with the use of Internet tools as cornerstones to promote political actions based on the directly expressed will of citizens. In this paper, based on an exploratory case study approach and informed by the introduction of E-Democracy models, we investigate the role of ICT in various phases of the 5SM, from its birth through the current stage. The focus here is on the transformation from a protest organisation outside the established political processes to being the second most voted party within the Italian parliament.

The digital divide is a phenomenon that affects, with different intensity, several European countries, including Italy. Public policies, at the European and Italian level, play a relevant role in reducing the gap among countries with different level of digital development, and need to cope with its multifaceted nature. Currently both a European strategy for digitalization and an Italian digital agenda have been issued as policies to tackle the problem. This paper analyses from an exploratory perspective the strategies and policies issued by the Italian government to address the digital deployment of ICT infrastructures in the public administration, specifically targeting the education sector, within the background of the European context.

Desempenho e legitimidade são temas clássicos da literatura sobre burocracia. Entretanto, grande parte da produção acadêmica sobre o tema na América Latina baseia-se em referenciais conceituais relacionados ao funcionamento da burocracia em períodos autoritários. A experiência democrática vem se consolidando há mais de duas décadas na região e representa uma rica oportunidade para a realização de novos estudos, principalmente daqueles que buscam extrapolar a análise de um único governo nacional. Nesse sentido, este trabalho propõe, a partir da análise dos casos empíricos chileno e brasileiro, estudar duas formas de composição dos cargos da alta burocracia, entre diversas existentes, por meio dos estudos de caso dos Altos Directivos Públicos no Chile e dos Especialistas em Políticas Públicas e Gestão Governamental no Brasil. As duas dimensões analíticas são: desempenho governamental e legitimidade. A tese apresentada como síntese das análises é a da tecnificação da política, no caso chileno, e da politização da burocracia, no brasileiro, ambas tratadas sob uma perspectiva histórica. O referencial metodológico adotado baseia-se em análise qualitativa exploratória dos casos, operacionalizada por revisão da literatura, análise documental e entrevistas semiestruturadas com burocratas.

Neste trabalho discute-se sobre a experiência de seleção pública para o cargo de Secretário Municipal de Educação de Londrina, no Paraná, enfatizando a relevância de dois aspectos essenciais: o tema da alta direção pública, ainda pouco explorado pela literatura no País, e o sucesso do estabelecimento de um modelo de seleção baseado na aferição prévia das competências de gestão como insumo para subsidiar nomeações políticas de natureza discricionária. Na análise dessa iniciativa pioneira, demonstra-se o diálogo existente entre a experiência de Londrina e a literatura sobre o tema da alta direção pública, explorando três dimensões: o conceito de dirigente ou líder público, a caracterização dos espaços institucionais em que atuam e o papel das competências gerenciais como eixo central para a realização de processos de escolha desses profissionais. No trabalho também se detalham as etapas que constituíram o processo de seleção em Londrina e se indicam os atores envolvidos nesse processo. Em seguida, relacionam-se os principais avanços e desafios que caracterizam um processo seletivo dessa natureza e se oferecem recomendações orientadas a gestores públicos que almejem replicar a iniciativa. To investigate the long-term outcome and prognostic factors of juvenile dermatomyositis (DM) through a multinational, multicenter study.Methods. Patients consisted of inception cohorts seen between 1980 and 2004 in 27 centers in Europe and Latin America. Predictor variables were sex, continent, ethnicity, onset year, onset age, onset type, onset manifestations, course type, disease duration, and active disease duration. Outcomes were muscle strength/endurance, continued disease activity, cumulative damage, muscle damage, cutaneous damage, calcinosis, lipodystrophy, physical function, and health-related quality of life (HRQOL).Results. A total of 490 patients with a mean disease duration of 7.7 years were included. At the cross-sectional visit, 41.2-52.8% of patients, depending on the instrument used, had reduced muscle strength/endurance, but less than 10% had severe impairment. Persistently active disease was recorded in 41.2-60.5% of the patients, depending on the activity measure used. Sixty-nine percent of the patients had cumulative damage. The frequency of calcinosis and lipodystrophy was 23.6% and 9.7%, respectively. A total of 40.7% of the patients had decreased functional ability, but only 6.5% had major impairment. Only a small fraction had decreased HRQOL. A chronic course, either polycyclic or continuous, consistently predicted a poorer outcome. Mortality rate was 3.1%.Conclusion. This study confirms the marked improvement in functional outcome of juvenile DM when compared with earlier literature. However, many patients had continued disease activity and cumulative damage at followup. A chronic course was the strongest predictor of poor prognosis. These findings highlight the need for treatment strategies that enable a better control of disease activity over time and the reduction of nonreversible damage.
