Introduction. The investigation is devoted to the issue of a national financial stability and economic growth. The theme of our investigation is topical because of the modern world economy processes. Some countries have been using different monetary, economic, and political instruments to stimulate growth of their national economies since the 2007 - 2009 world economic and financial crisis. Some developing countries began suffering from competitiveness losses of their national produces as a result of quantitative easing implemented by some developed countries such as, for example, the USA and Japan, or foreign exchange intervention by the central bank of Switzerland, in order to devaluate their national currencies. An aggressive monetary policy that aimed competitive devaluation led to the currency wars. Currency war is deliberate policy of manipulating exchange rates downwards to increase domestic competitiveness that takes place in many countries at the same time and can lead to economic crisis. What instruments can be used to manipulate exchange rates in the modern international monetary system? It depends on the exchange rate regime announced by a country. Nowadays developed countries mainly use interest rates as a key monetary instrument, and some of them apply a negative interest rate policy. Use of interest rates and quantitative easing by developing countries might have negative effect on the economy. Moreover, a key interest rate (or discount rate) in developing countries sometimes is just an indicator for banking system rates that can stimulate credit activity in a national economy. Specific objectives of the investigation are: 1) to determine effect of using different instruments of monetary policy by developed and developing countries; 2) to assess the results of implementing currency war methods in order to increase their national competitiveness for different countries. Statistical data has been found in the International Monetary Fund database. We applied indices connected with foreign exchange markets and monetary policy for about 50 countries including more than 20 countries which carry out monetary policy of competitive devaluation. Methods of investigation represent econometric analysis. Cluster and panel data analyses were used to determine groups of similar economies and the most powerful group of countries nowadays and find factors influenced competitiveness of regional and national economies connected with chosen indexes which show monetary policy effect. Results of the investigation are as follows. The methods and instruments of monetary policy are different for countries and they have been changing since 2007. They depend on the national and regional features of economic development. The key instrument for developed economies is supposed to be interest rates; not all of the countries with emerging markets can use them effectively. There are countries which have some advantages of currency wars but the global perspectives are vague. Conclusion is connected with determining of the perspectives of further changing in monetary policy by different countries, applying a negative interest rate policy, and currency wars expansion.

The results of historical and medical analysis are presented: they show the situation related to the famine of 1946-1947 that covered several regions of the USSR and was caused by natural (drought), objective (Second World War consequences), and political (foreign and domestic economic policy of our government) factors. The aim of the study is to analyze the famine causes and consequences and the associated increase in child morbidity and mortality. The archival materials of USSR Ministry of Health fund, the demography department of USSR Central Statistical Office (CSU), USSR State Planning Committee reports, and works of historians, economists, demographers, and children health professional were declassified and studied to cover the issue. The information provided by researchers about human losses during the famine is very contradictory. The resumptive opinion of the demographer V.B. Zhiromskaya indicates that human losses due to famine were about 1 million people in USSR in 1947, including about 0.5 million people in RSFSR. The children population reached more than one third of the total population mortality. Population losses in 1947 exceeded losses in 1946 in RSFSR by 402,480 people according to the authors calculations. Among them almost a half (49.6%) were children aged 0-15 years, and 74.6% of them were infants. The leading causes of children mortality were dystrophy, gastrointestinal diseases, pneumonia, childhood infections, typhus fever, and tuberculosis. The Soviet government has taken several measures to provide medical care for patients with dystrophy, to expand the infant-feeding center network for providing children with food, and to create children's health areas with better nutrition. The implementation of all these measures saved thousands of children's lives from famine and related diseases. However, these measures cannot be considered totally sufficient due to extremely high rate of child mortality in hunger-affected areas. ; Представлены итоги историко-медицинского анализа, отражающие ситуацию, связанную с голодом 1946-1947 гг., охватившим ряд регионов СССР и обусловленным природными (засуха), объективными (последствия Великой Отечественной войны) и политическими (внешняя и внутренняя экономическая политика государства) факторами. Цель работы — осуществить анализ причин, последствий голода и связанного с ним повышения уровня детской заболеваемости и смертности. Для освещения вопроса были изучены рассекреченные архивные материалы фонда Минздрава СССР, Отдела демографии Центрального статистического управления (ЦСУ) СССР, отчеты Госплана СССР, а также труды историков, экономистов, демографов и организаторов детского здравоохранения. Приведенные исследователями сведения о людских потерях во время голода весьма противоречивы. Обобщающее мнение демографа В.Б. Жиромской указывает на то, что в 1947 г. людские потери от голода составили в СССР около 1 млн человек, в т.ч. в РСФСР — около 0,5 млн человек. Детский контингент формировал более 1/3 общей смертности населения. Согласно расчетам авторов данной публикации, по сравнению с 1946 г. в РСФСР в 1947 г. потери населения были больше на 402 480 человек, из которых 1/2 (49,6%) приходилась на детей в возрасте 0-15 лет, а среди них 74,6% — на детей первого года жизни. Ведущими причинами смертности детского населения являлись дистрофия, желудочно-кишечные заболевания, пневмония, детские инфекции, сыпной тиф и туберкулез. Советское правительство приняло ряд мер по оказанию медицинской помощи больным дистрофией, расширению сети молочных кухонь для обеспечения детей продуктами, созданию детских оздоровительных площадок с усиленным питанием. Реализация указанных мер способствовала спасению тысяч детских жизней от голода и связанных с ним болезней. Однако, учитывая крайне высокий уровень детской смертности в пострадавших от голода областях, указанные меры нельзя признать достаточными.

The reasons and dynamics of child mortality in Russian Federation during the XXI century are presented. The data of official statistics from Rosstat, World Bank and World Data Atlas have been analyzed. The following medical statistical regularities have been revealed: reduction of child mortality rate in the structure of total number of deaths in Russian population and infant mortality rate in the structure of child mortality; reduction of regional varieties of infant mortality rates; continued transfer of live births to stillborn births in some regions; external factors are also very significant not only in adolescents but also in infants. Priority areas for further reduction of child mortality in Russian Federation are provided: regional approach in the implementation of measures for reduction of child mortality; preventive measures aimed on reducing of genetic burden in population; full supply on the management of children with rare diseases by the government; establishment of the system for medical and social rehabilitation of children; implementation of the system of effective medical and social care for children with high social risk. ; Представлены причины и динамика смертности детского населения в Российской Федерации в XXI столетии. Проанализированы данные официальной статистики Росстата, Всемирного банка, Мирового атласа данных. Выявлены следующие медико-статистические закономерности: снижение доли умерших детей в общем числе смертей населения России и доли младенческой смертности в смертности детского населения; уменьшение региональных различий между показателями младенческой смертности; продолжение переброса родившихся живыми в мертворожденные в отдельных регионах; внешние причины по своему уровню весьма значимы не только в подростковом, но и младенческом возрасте. Обоснованы приоритетные направления по дальнейшему снижению смертности детского населения Российской Федерации: региональный подход в реализации мер по снижению смертности детского населения; проведение профилактических мероприятий, направленных на снижение генетического груза популяции; полное обеспечение государством лечения детей с редкими заболеваниями; создание системы медико-социальной реабилитации детей; внедрение системы эффективного медико-социального патронажа контингента детей высокого социального риска.

The COVID-19 infection caused by the new coronavirus SARS-CoV-2 has become the real pandemic. Children account for 1–6% of all diagnosed COVID-19 cases. Generally, children have mild disease in comparison to adults, and their mortality rates are extremely low. Despite the fact that all the main efforts of the medical and political community are now focused on preventing the pandemic spread and organizing medical care for patients with moderate and severe COVID-19 course, we still have to remember to implement adequate help for patients with chronic diseases, especially for children with allergic diseases. The pandemic period coincided with natural weather period of dusting of causative plants, that led to annual escalation of both allergic rhinitis and asthma in patient group with specific sensitization to tree pollen. Leading experts of allergology (adapting to modern conditions) have created key guidelines on management of children with allergic diseases during the COVID-19 pandemic. These guidelines are based on the data and results from the Union of Pediatricians of Russia, Russian Association of Allergologists and Clinical Immunologists, European Academy of Allergy and Clinical Immunology (EAACI), European Respiratory Society (ERS), American Thoracic Society (ATS), Global Strategy for Asthma Management (GINA), Initiative on Allergic Rhinitis and its Impact on Asthma (ARIA/MACVIA). ; Инфекция COVID-19, вызванная новым коронавирусом SARS-CoV-2, стала настоящей пандемией. Среди всех диагностированных случаев COVID-19 на долю детей приходится 1–6%. Дети, как правило, имеют более легкое течение заболевания, чем взрослые, показатели смертности у них крайне низкие. Несмотря на то, что основные усилия медицинской и политической общественности в настоящее время направлены на предотвращение распространения пандемии и организацию медицинской помощи больным со среднетяжелым и тяжелым течением COVID-19, нельзя забывать и об адекватной поддержке пациентов с хроническими заболеваниями, особую когорту среди которых составляют дети с аллергическими болезнями. Период пандемии совпал с естественным погодным периодом пыления причинно-значимых растений, что обусловило ежегодное обострение как аллергического ринита, так и астмы в группе пациентов, имеющих специфическую сенсибилизацию к пыльце деревьев. Адаптируясь к современным условиям, ведущие специалисты в области аллергологии составили ключевые рекомендации по ведению детей с аллергией в период пандемии COVID-19, основываясь на результатах наблюдений Союза педиатров России, Российской ассоциации аллергологов и клинических иммунологов, Европейской академии астмы и клинической аллергологии (EAACI), Европейского респираторного общества (ERS), Американского торакального общества (ATS), Глобальной стратегии по достижению контроля над астмой (GINA), Инициативы по аллергическому риниту и его влиянию на астму (ARIA/MACVIA).
