Une perspective de la construction sociale sert de cadre a l'analyse des controverses sur la gestion des risques qui ont été provoquées à la suite d'un incendie majeur dans une usine de recyclage de matières plastiques à Hamilton, en Ontario. En mettant l'accent sur les processus de réclamation au cœur de l'interaction entre les représen‐tants du gouvernement, les acteurs environnementaux, les experts techniques et les résidants, il a été révélé qu'un accent trop limité aux questions d'ordre technique avait mené a l'exclusion des préoccupations fondées sur la rationalité culturelle ayant ainsi entraine un cadre d'interaction très litigieux divisant profondément. Les conséquences des conclusions empiriques de la thése de la société des risques ainsi que de la théorie sur la communication des risques sont explorées.A social construction perspective is applied in the analysis of the risk management controversies that arose in response to a large toxic fire that occurred at a Hamilton, Ontario plastics recycling facility. By focussing on the claimsmaking processes involved in the interaction of government officials, environmental movement actors, technical experts, and residents, it was found that an overly narrow focus on technical matters led to the exclusion of lay concerns based on cultural rationality, thereby resulting in a very contentious and divisive setting for interaction. Implications of the empirical findings for the risk society thesis and risk communication theory are explored.

L'argument sera que les interactions observées entre expert et profane ainsi que le genre de questions soulevées peuvent être comprises en termes de la thèse de la societéà risque proposée par Ulrick Beck. En particulier, cette étude montrera comment la science de l'impact de l'environnement a été restructurée pour s'occuper des conditions de la sociétéà risque.This paper examines how concerns about environmental risk were treated in an landfill search that was recently conducted in Guelph, Ontario. It is argued that the expert‐lay interactions observed, and the types of issues raised, may be understood in terms of the risk society thesis proposed by Ulrich Beck. In particular, it is shown how environmental impact science was restructured to deal with the conditions of the risk society.

The article examines the discursive and practical convergence of politics and public health regarding post 9/11 security and sociological effects of threats such as SARS sudden acute respiratory syndrome. The author provides background information on the SARS outbreaks in North America, primarily focusing on Canada. As the disease spread from East Asia, quarantine levels rose dramatically, ethnicity was scrutinized, infrastructure disrupted, and health resources were massively overstrained, while it was apparent a second outbreak was on the horizon. The article then studies the new normal and infectious disease as security threats, as per their discursive dimensions, and other arguments through which Nicholas King, the CDC and WHO determined in the Emerging Diseases Worldview. Upon which the topic of neoliberalism enters into the picture, along with the frame of the new normal re the conditions and justified responses; preempting critiques, resonating from outside academic cycles. The article then analyzes the Canadian infrastructure, resources, and preparedness, which are related to infection control response, border management and the ascertaining of the patterns reflected therein. Dans cette étude, nous avons utilisé un cadre théorique relevant de l'écologie politique afin de construire un modèle critique et systémique pour expliquer comment il est possible de gérer une maladie infectieuse émergente, comme le SRAS, dans notre univers mondialisé. Nous espérons qu'un tel modèle contribuera à la mise en place de politiques de gestion des risques plus réalistes. Nous commençons par établir et analyser les interactions qui, dans l'environnement social et humain, ont facilité l'apparition de l'épidémie de SRAS dans un contexte local, celui de Toronto. Ensuite, nous montrons que cette épidémie a mis en lumière les insuffisances profondément ancrées du système actuel de gestion mondiale de la santé. Nous mettons l'accent sur le fait que, en cette ère de mondialisation, il est imprudent de trop concentrer efforts sur le plan local. L'analyse des épidémies doit plutôt se faire dans une perspective mondiale, et doit tenir compte du fait que les liens entre les pays développés et les pays en développement relèvent de l'écologie politique.We adopt a political ecology framework to delineate a critical and systemic model that explains how an emerging infectious disease (EID), such as SARS, is dealt with in our globalized world. It is our hope that such a model will contribute to the development of more realistic risk-management policies. First, we focus on identifying and analyzing particular social and human-environment interactions that facilitated the spread of SARS within a local Toronto context. Second, we describe how the SARS outbreak brought to light the deeply rooted inadequacies involved in the current system of global health governance. We stress that in our globalized world it is unwise to focus too narrowly on the local context. The analysis of disease outbreaks must adopt a global perspective that considers the political ecological nature of the relationships between the developed and developing world.
