Objective: This study examines the challenges and opportunities in impelimenting of International Standard of Auditing 700 (revised 2015) and 701 (new) in Iran in terms of the recent transformations in auditor report and potential impacts of its change on various political, legal and economic environments. Methods: We perform qualitative content analysis and in-depth interview among experienced group of 18 auditors and 15 investors. Results: This study has identified the defects in the present report in Iran (Form, content, presentation of the auditor report) and its roots (economic, legal, the audit profession, corporate reporting, auditing standards and expectations), as well as the challenges (auditor resistance, problems in execution of standards, increase in reporting risks, client resistance and increased probability of confusion and diversity in user perception of Key Audit Matters) Opportunities (promotion of auditor report and the audit profession, enhanced relations, improved investor decision making and management assistance) and the required strategies (training, adequate standard setting performance warrantees and method of performance) for the proper execution of the new audit report. Moreover, Key Audit Matters from the point of view of auditors and investors as well as other informational needs of investors have been extracted from the audit report. Conclusion: According to the findings, the current level of the report is quite different from standard levels being applied, and effective action is required for resolving defects observed in the current auditor report, including increased supervision on the audit profession by related authorities as well as an increase in the quality of the auditor report. In the past decade, In order to develop corporate governance in Iran, regulatory authorities such as the Central Bank of the Islamic Republic of Iran (CBI) and the Securities & Exchange Organization (SEO) have considered the modern internal auditing through issuing guidelines and requirements in this regards. Due to the gradual expansion of the modern internal auditing in Iran, the many challenges surrounding this value-adding profession have been born that limits its effective implementation. On the other hand, many aspects of the internal auditing in Iran, including the internal audit quality (IAQ) and it' S obstacles and barriers, have not been clarified yet. Also, limited areas of the Internal Audit Challenges (IAC) and barriers have been considered in previous research. In order to explain and describe the various aspects of IAC and it' s Improvement Strategies, by using the qualitative approach and grounded theory, internal audit multi-stakeholders (user, executive, regulators and standard setter) were studied for the first time in Iran. In this regard, 33 people were interviewed. In addition, 30 papers and seminars which published in Iranian professional magazines that reflect the viewpoints of the above-mentioned stakeholders were also used and analyzed. The data were analyzed by using the open coding, axial coding & selective coding approach that are specific to the grounded theory and major categories, categories, and subcategories (concepts) were extracted. Using a system model approach that includes inputs, process, outputs, outcomes and contextual factors, the IAC model as an emerged theory was designed. The model incorporates multidimensional of IAC. The findings suggest that there are many challenges in implementing and achieving the IAQ in many aspects for Iranian organization. Due to these, the multidimensional strategies have been introduced at engagement level, internal audit function level, firm level and national level.

Maturity models (MMs) are used as a reference framework in various fields. In the public sector (PS), the principles of good governance have necessitated an evolution in financial reporting. This study aimed to design a model of accounting and financial maturity for PS reporting units. This study has a mixed-methods design. The initial MM was designed using a systematic review and expert panel discussions. Then, five focus group interviews were held over seven sessions. Next, a questionnaire was distributed among Iranian PS experts to validate the components of the MM. Thirty-two people filled out the questionnaire. A binomial test was used to validate the dimensions of the model. The outcome of this study was the design of a MM for accounting and financial reporting in PS units. The model was designed in five levels and includes eight dimensions, namely leadership, budgeting and financial planning, financial leadership and supervision, efficiency and effectiveness, rules and regulations, financial reporting, human capital and information technology. This model can be used as a basis for assessing the performance of PS units and to implement good governance in organizations. This model is applicable to all developing countries that utilize the revised International PS Accounting Standards and seek to establish a new PS management approach and performance-based budgeting.
