The recent problems in the euro area seem to confirm this view. However, in the Netherlands, the law explicitly stipulates that local governments which are unable to balance their books will receive a bailout grant. Surprisingly, this does not seem to create problems. Few local governments apply for bailout, and the amounts they receive are modest. We analyse the Dutch case and investigate possible explanations for this apparent anomaly. Our results challenge the dominant view in the literature. It is possible to avoid fiscal irresponsibility by means other than a no-bailout policy.

The wide-ranging empirical support for the flypaper effect in local public finance remains a puzzle in spite of various theoretical explanations. We exploit a reform of the fiscal equalization system in the Netherlands to show that the resulting change in grants to municipalities was fully capitalized into local house prices. Nevertheless, only a small fraction was passed on to residents through property taxes, indicating local public service provision as the main adjustment channel. As the marginal homebuyer was apparently willing to pay for these services, capitalization makes rent seeking by local politicians or bureaucrats improbable — thus effectively ruling out one class of explanations for the flypaper effect. The absence of a significant effect on municipal staff provides further evidence against a bureaucratic flypaper effect.

We test empirically if voters punish financial mismanagement in local governments, but find no evidence for this hypothesis.

Using a unique 10-year dataset of all 458 Dutch municipalities, we apply a differences-in-differences approach to estimate the effect of unit-based pricing on household waste quantities and recycling. Community-level studies of unit-based pricing typically do not include fixed effects at the local level. We find that failure to do so may substantially inflate the estimated price effect. We also find that unit-based pricing may be endogenous, and use instrumental variables to account for this. Our analysis shows that user fees depend on user fees in neighboring jurisdictions (policy interaction). Our estimate of the garbage reduction per $1 user fee is lower than any previous estimate bar one. The price effect depends on the pricing system: weight-based systems reduce garbage quantities more than volume-based systems. User fees increase recycling, especially of paper, but not nearly as much as they reduce garbage quantities. We find no evidence for waste tourism or illegal dumping.

Using two different data sources--municipal level data and individual data--we consider several hitherto unexplored aspects of the relationship between voting technology and election outcomes. We distinguish between introductory and permanent effects of electronic voting, and between national and municipal elections. We test for a possible asymmetry between the effect of moving from paper ballots to electronic voting, and vice versa, and we control for polling station density. We find a positive but temporary effect of electronic voting on voter turnout, a negative effect on the fraction of residual votes, and no effect on the share of left wing parties. Fiscal decentralization introduces the risk that subnational governments act fiscally irresponsible in the belief that a higher government will bail them out if they run into trouble. The economic literature therefore prescribes a strict no-bailout policy. We survey fiscal rules and fiscal policies concerning subnational governments in 20 European countries, and find wide discrepancies, both between theory and practice and between rules and actual policies. Countries with a no-bailout rule often do bail out subnational governments, sometimes on a large scale, while countries lacking such a rule sometimes do not, or only sparingly. Fiscally responsive behavior of subnational governments seems to depend on a balanced mix of policy measures, notably providing sufficient funding, adequate fiscal supervision, early intervention mechanisms and bailout rules that are sufficiently unattractive. A no-bailout rule is neither necessary nor sufficient.

Local governments can increase size in particular policy fields through cooperation with other local governments. This is often thought to improve efficiency, but there is little empirical evidence supporting this hypothesis. We study the case of the Netherlands, which has been a veritable laboratory of intermunicipal cooperation (IMC), using panel data for 2005–2013. We find no evidence that IMC reduces total spending of the average municipality. Indeed, IMC seems to increase spending in small and large municipalities, leaving spending in mid-sized municipalities unaffected. In one specific field, tax collection, spending may be reduced through IMC. Spending in this field is low, which may explain why total spending is unaffected. Instead of lowering spending, municipalities may have used possible cost savings as a result of IMC to improve public service levels. We do not find evidence substantiating this hypothesis, however.
