Every peace process ends up generating a story. Unfortunately, a story is not always easy to construct. In fact, in most cases (let us not forget the end of IRA terrorism) involves a subtle and interested confrontation between perpetrators and victims. Confrontation in which the victims often end up losing and ending up in second place; a place, by the way, undeserved and to which politicians and public opinion contribute more than what is fair and necessary ; Todo proceso de paz acaba generando un relato. Un relato, por desgracia, no siempre fácil de construir y que en la mayoría de los casos, no olvidemos el fin del terrorismo del IRA, supone un sutil e interesado enfrentamiento entre victimarios y víctimas. Enfrentamiento en el que las víctimas muchas veces acaban perdiendo y ocupando un segundo lugar; lugar, por cierto, no merecido y al que los políticos y la opinión pública contribuyen más de lo que sería justo y necesario.

L'article analitza el final de les campanyes terroristes d'ETA i l'IRA en dues de-democràcies liberals europees com Espanya i el Regne Unit. Amb aquest propòsit s'examinen les causes i les conseqüències del cessament de la violència per part de les dues organitzacions terroristes més sanguinàries del continent europeu. S'analitzen així mateix els factors rellevants en les decisions de les dues bandes, entre ells, la debilitat operativa derivada de l'eficàcia de les polítiques antiterroristes aplicades per les autoritats espanyoles i britàniques. També s'avaluen al llarg de l'article les limitacions d'aquestes polítiques, així com la impunitat política, històrica i moral que s'ha consolidat en els dos contextos com a resultat dels rèdits polítics obtinguts pels representants polítics de les organitzacions terroristes analitzades. ; The article analyses the end of the terrorist campaigns carried out by the ETA and the IRA in two European liberal democracies; Spain and the United Kingdom. The causes and consequences of the end to the violence unleashed by the two most vicious terrorist organizations the European continent has known will be examined. The outstanding factors regarding the decisions taken by both groups will be analysed, including the weakening of their operational capacity resulting from the antiterrorist policies put into effect by the Spanish and British authorities. Furthermore, throughout the article, not only will the limitations of the said policies be evaluated, but also the political, historical and moral impunity which was consolidated in both contexts, as a result of the political gains obtained by the political representatives of the terrorist organizations under analysis. ; El artículo analiza el final de las campañas terroristas de ETA y del IRA en dos democracias liberales europeas como España y Reino Unido. Con ese fin se examinan las causas y las consecuencias del cese de la violencia por parte de las dos organizaciones terroristas más sanguinarias del continente europeo. Se analizan asimismo los factores relevantes en las decisiones de ambas bandas, entre ellos, la debilidad operativa derivada de la eficacia de las políticas antiterroristas aplicadas por las autoridades españolas y británicas.
