Indonesia is planning to build a nuclear power plant to meet soaring demand for energy. Opposing this policy, an anti-nuclear alliance is emerging from grassroots groups driven by distrust of the government's ability to handle high-risk technology. This article explores the contemporary politics of Indonesia's nuclear power program.

This article observes the competition between two groups of technocrats in Indonesia during the New Order era that has hitherto afflicted national policy making. The first group is the engineers who advocate technology-based development strategy. The other group is the market-oriented economists who promote a comparative-advantages approach in development policies. The rivalry between these technocratic groups occurs in the arenas of policy-making process and bureaucratic structure. To explain how such a clash has emerged, this article offers a notion of disunity of technocracy to examine different logics, rationalities, and argumentations used by each group. It emphasizes that this confrontation is rooted in the epistemological foundations of technocratic expertise.

This article discusses high-technology development in Indonesia. Focusing on the Indonesian Aircraft Industry (IPTN), it critically examines how nationalism becomes an impetus for technological development and addresses the implications of nationalism in the pursuit of high technology. Situated in the NewOrder regime, influential elements of the regime's economic and political systems that accommodate the idea of technological leapfrog are traced. It is argued that the failure of the leapfrog idea is because of overreliance on a technological determinist view and the practice of strong technocracy. Furthermore, it is posited that technological nationalism is a rhetorical strategy used by technological elites to legitimate the high-technology policy and to absorb ample economic and political resources that unexpectedly produce farreaching implications in society.

AbstractThis article presents the concept of sociotechnical resilience by employing an interdisciplinary perspective derived from the fields of science and technology studies, human factors, safety science, organizational studies, and systems engineering. Highlighting the hybrid nature of sociotechnical systems, we identify three main constituents that characterize sociotechnical resilience: informational relations, sociomaterial structures, and anticipatory practices. Further, we frame sociotechnical resilience as undergirded by the notion of transformability with an emphasis on intentional activities, focusing on the ability of sociotechnical systems to shift from one form to another in the aftermath of shock and disturbance. We propose that the triad of relations, structures, and practices are fundamental aspects required to comprehend the resilience of sociotechnical systems during times of crisis.

Purpose– The purpose of this paper is to present a concept of informational capital to explain the interplay between social capital and information technology in community-based disaster management. It aims to discuss the role and formation of informational capital in community disaster resilience.Design/methodology/approach– Based on an exploratory case study focusing on the 2010 eruption of Merapi volcano in Central Java, Indonesia, the paper seeks to analyse the emergence of disaster response fully organized by grassroots groups in Yogyakarta. In advancing the concept of informational capital, this paper analyses how the grassroots groups were able to mobilize resources for disaster mitigation, through which social capital became the foundation of community-based disaster response and recovery. Furthermore, the mobilization of social capital was significantly enhanced by mutual interactions facilitated by the use of information technology. This is evident in the role of Jalin Merapi, a web-based organization formed to respond to the crisis after the volcano eruption.Findings– The concept of informational capital revolves around the ways in which social capital and information act as crucial assets when a disaster strikes. Through informational capital, strong community bonds and ties are transformed into organized information that effectively facilitates collective action to face the emergency crisis.Originality/value– This paper presents a new concept of informational capital and highlights its key role in facilitating disaster management processes and contribution to community disaster resilience.

For the past three decades or so, the field of Science and Technology Studies (STS) has shed light on the interrelationship between modern science and technology, on one side, and contemporary society, on the other. A majority of this knowledge and insights are situated in the context of Western societies, or more precisely, in economically and technologically advanced societies in Western Europe and North America. However, STS has much to offer to the discourse of science and technology in the Global South, a territory characterized by developmental processes. Insights from different schools of thoughts in STS are arguably not only relevant but also applicable to unveil the root cause of problems that many developing societies are facing today. To make this possible, an STS-informed framework is developed to replace the Triple Helix model, which is currently a dominant perspective that prompts how science, technology, and innovation are structurally organized in the developing world. Two steps are taken in this agenda. First, limitations of the Triple Helix are exposed, and second, a new approach drawing on STS concepts is offered as an alternative model that takes into account structural, cultural, and epistemological features of technoscience.
