Current developments on EU energy policy trigger interest in cross-border auctions. In contrast to national auctions, cross-border auctions are characterised by their openness for participation of projects from more than one country. For example, if country A conducts a cross-border auction that is open to projects in country A as well as projects in country B, competition is created between project developers from both countries. Cross-border auctions will typically result in cross-border flow of support payments. Economic rationales for cross-border auctions: There are several arguments for implementing cross-border auctions: - Better natural resource potential: By tapping into better natural resource potential of a cooperation country, the amount of energy that can be generated per € invested in a certain technology may be higher. - Higher market values: Higher market values compared to the values of domestic RES power plants can lead to a significant decrease in support payments. - Lower cost of capital: Cross-border cooperation can under certain circumstances provide access to lower cost of capital and overall better financing conditions and thus reduce overall investment needs. - Higher competition: Countries can use cross-border auctions to increase competition in their domestic scheme and decrease the risk of collusion.

A range of studies on nationally determined contributions (NDC) of parties to the Paris Agreement disclose, that temperature objectives of the Paris Agreement are not in reach if current NDCs are implemented. A new study, commissioned by German Environment Agency, compares pre2015 and latest levelized cost projections and shows, that certain key mitigation technologies, i.e. power generation from renewables and lithium batteries, will become substantially cheaper by 2025/2030 since the preparation of NDCs. Thus, parties to the Paris Agreement are now in the position to review and strengthen their NDCs by 2020 during the Talanoa Dialog.

The Horizon2020 project AURES II aims at ensuring the effective implementation of auctions for renewable energies in the EU Member States (MS). In recent years, auction schemes for the allocation of support for renewable electricity sources (RES) have been advancing rapidly across Europe. Auctions are considered to have brought down support levels and increased planning capability for RES deployment and state budgets. In some unfortunate cases, they have, however, also resulted in delayed or unrealised projects and increased uncertainty for project developers. A variety of auction designs are still being tested and introduced in EU MS, as well as foreseen by European legislation. Therefore, there is still a need for further assessment and improvement of national auction design and implementation to ensure the future success of RES auctions in Europe. Applying different qualitative and quantitative methods in the various work packages (WPs), the AURES II project partners have already drafted and published a large number of reports and studies. This article aims at comprehensively presenting these results and provide a first overview.
