The performance of a bad bureaucracy indicates a bureaucracy is riddled with problems; a pathology which arose not always coming from outside the bureaucratic body, but pathology that has been flourishing and will be exerting influence when the bureaucracy is unhealthy. This research article would like to give an overview of the incidence of the pathological bureaucracy which argumentation pathology can prevent. The phenomenon occurs that the bureaucracy could not deliver good public services and bureaucracy is a den of disease. The specific purpose of this research is focused on finding ways of preventing the pathology of the bureaucracy that comes from a variety of scientific literature. The method in this research article is systematic reviews technique that tries to identify all the written evidence exists regarding research themes. The results of this study reveal that the pathology of the bureaucracy is something to be prevented if we want the bureaucracy to run the task properly, one of the ways that can be done is to do a bureaucratic innovation (an innovation on structure, systems, culture). The innovation of bureaucracy will not only make changes to the organization to prevent the pathology of the bureaucracy but also as an ingredient to do discretion for a government policy especially regional government.

Many studies merely focus on discussing the benefits of open government, but the negative effects of open government in a variety of published literary works are limited. The advantages of open government are for citizens to get easier access to data and government activity, regulation, and policies. A particular purpose of the research explores the conceptual theoretic from a variety of scientific literature and to understand the negative effects of open government. The method in this research article is a synthesis of qualitative research approach to meta-theory analysis. Data in the research is processed deductively from a variety of scientific literature. The results of the research study aim to explain open government, or open data is not necessarily to generate transparency in government activities. Participation and collaboration in some cases are still considered yet they significantly support open government. It is because a concept may not be appropriate in different places that were affected by the characteristics of the socio-cultural, economic, and democracy of a nation.

This study aims to discuss and compare population administration innovations in two different regencies to gain an understanding of how policies can intervene in public service innovations. Innovation is dependent on government policy as a guide for good public service development strategies. Policy intervention in public service innovation gives special attention to the coherent implementation of public service innovations. The policy will affect further innovation development alth o ugh i t c an be exc lud e d f ro m s o me i nnovati o n pro grams . Therefore, this research compares the innovation efforts of population administration in two different regencies to gain a better understanding of how policies intervene in public service innovation. This research was conducted in the Aceh Tenggara and Majalengka regencies in May-June 2019. Qualitative methods were used in this research with a comparative analysis (Qualitative Comparative Analysis). Data was obtained through a cross-sectional study and data analysis using a set and concept technique. With a theoretical guide developed by Hartley (2005), this research provides information that not all regency (government institutions) can innovate for a variety of reasons, and that decision-makers must be transformative leaders for their region in order to bring out the idea of innovation. In addition, managers should be able to translate policy intent and objectives with service programs. Further development of public service innovations and citizen participation is needed as respondents and external supervisors. That way policy interventions can provide opportunities for change in government institutions by reviewing policy goals and objectives, as well as the linkage factor between local and national policies being the main consideration.

The participatory budgeting process through social media has received attention in recent years, aims to increaseg citizen participation in government budgeting. The use of social media in many cases opposes the political practice assumptions of a budget lobbying to decide a specific budget post. Using conceptual article methods, we identified a participatory budgeting framework simulation using social media (Facebook, Twitter, WhatsApp, YouTube, Google+, Telegram) to provide detailed explanations of procedures or techniques, specific instructions, discuss, and describe the participatory budgeting practices determination. Therefore, it required an innovative way, academically claimed to give better budget transparency. This research resulted in some information i.e., with the participatory budgeting model through social media, the citizen can take part in the planning, decision-making, and monitoring budgets democratically. Finally, we consider the weaknesses of our knowledge, suggesting the participatory budgeting that can be tested in future research. Penggunaan media sosial di banyak kasus menentang asumsi praktik politis anggaran dengan cara lobi untuk menentukan pos anggaran tertentu. Dengan menggunakan metode conceptual article, kami mengidentifikasi simulasi kerangka kerja penganggaran partisipatif menggunakan media sosial (Facebook, Twitter, WhatsApp, YouTube, Google+, Telegram) untuk memberikan penjelasan rinci tentang prosedur atau teknik, dan menyediakan instruksi spesifik, mendiskusikannya, dan menggambarkan penentuan praktik penganggaran partisipatif. Oleh sebab itu diperlukan cara yang inovatif, secara akademis diklaim memberikan transparansi anggaran yang lebih baik. Penelitian ini menghasilkan beberapa informasi yaitu, dengan model penganggaran partisipatif melalui media sosial, masyarakat lebih demokratis untuk ikut dalam perencanaan, pengambilan keputusan, dan pengawasan anggaran. Terakhir, kami mempertimbangkan kelemahan pengetahuan kami, menyarankan penganggaran partisipatif yang dapat diuji dalam praktik penelitian masa depan. This research aims to provide additional qualitative evidence of the logical relationship between governance innovation and public policy in public services in Indonesia with adopting the logic model. The logic model is often not adopting in the formulation of policies that resulted in the implementation of public sector innovation such as cannot show more significant results. Also this model is believed to contribute in planning and evaluation of government programs. Most of this article based on the literature study and direct observation. The study also refers to some cases were chosen deliberately and treated as evidence by using a descriptive qualitative approach for developing an argument and conceptual framework accordingly. This research resulted in some information. First, governance innovation will provide multi-benefits, not only for the government but will involve a range of other institutions. Second, public policy is treated as a formal legal basis to keep programs planning and evaluation. That way this article is expected to contribute to the knowledge development of logical relationships among governance innovation and public policy in the different local contexts Indonesia from countries which often becomes a reference in managing public service innovation.

Governance innovation describes elements of the innovation process in government activities. Innovation needs to be well managed to show the results and benefits. Not only driven by using technology, innovation can be in activities that are considered new. This article aims to provide a comprehensive understanding of governance innovation in civil registration records in Indonesian local government. Using qualitative descriptive analysis to describe the characteristics and explore various possibilities of disruption and support factors. The results of the study claim that governance innovation affects providers, users, and recipient of innovation itself. Policy factors, leader's knowledge capacity, authority decentralization, and citizen participation affect governance innovation, also geographical constraints contribute to ineffective use of technology.
