A generalização do uso de comunicações eletrónicas em todas as esferas das atividades humanas traz a necessidade de uma nova perspetiva legal. Esta necessidade é particularmente sentida a nível da União Europeia com o objetivo assumido de construir um mercado digital único e fiável. O Regulamento 910/2014 foi estabelecido como o principal quadro jurídico europeu destinado a harmonizar o entendimento de instrumentos como identificação eletrónica, autenticação eletrónica, serviços eletrónicos e também outros serviços de confiança da sociedade de informação, como selos eletrónicos, carimbos, serviços de entrega registrada eletrónica e autenticação de sites. No seu conjunto, o Regulamento 910/2014 visa estabelecer um quadro jurídico comum que permitisse aos cidadãos europeus tirarem pleno partido dos serviços digitais num ambiente técnica e juridicamente seguro. ; The generalization of the use of electronic communications in all spheres of human activities brings along a need for a new legal perspective. This need is particularly felt at European Union level with the assumed aim of building a trustable Digital Single Market. Regulation 910/2014 was set as the main European legal framework aimed at harmonizing the understanding of instruments such as electronic identification, electronic authentication, electronic services, and other trust services of information society, such as electronic seals, electronic time stamps, electronic registered delivery services and website authentication. In the whole, Regulation 910/2014 is intended to establish a common legal framework allowing European citizens to take full advantage of digital services in a technically and legally secure environment.

O artigo procura demonstrar como a noção de arquitetura vernacular foi construída pelos arquitetos e inteectuais do Renascimento a partir da recepção do tratado clássico de Vitrúvio, o De Architectura. Por meio de uma análise do vitruvianismo do século XVI e suas relações com as grandes mudanças culturais que marcaram o período, como a conquista da América e o as mudanças no campo artístico, sustenta-se que o relato vitruviano sobre as origens da arquitetura foi reelaborado para dar conta da emergência do conceito de arquitetura vernacular. O artigo analisa também a influência do novo estatuto que as imagens adquiriram no Renascimento nessa mudança cultural.

As oportunidades políticas e econômicas promovidas por capelanias na fronteira das Minas Gerais eram disputadas pelos senhores, como se depreende da conturbada história da criação da freguesia de São Bento do Tamanduá. Um grupo de amigos e parentes, com intentos econômicos, constituiu a capela no sertão do oeste, rota para Goiás. Gaspar Gondim foi o seu pároco encomendado. Ele aliou-se aos interessados no negócio desta rota e tornou-se um ativo defensor do poder da sua freguesia. O partido de Gondim resistiu fortemente a qualquer perda da primazia sustentada por meio da administração da capela. Instituição de poder nessas Minas, inculcando sujeição e civilidade, a capela também funcionou como a primeira instância para confronto dos poderosos.

Este artigo analisa diferenças econômicas, políticas e sociais encontradas entre duas comunidades campesinas, comparadas em referência aos seus níveis de desenvolvimento. Utiliza-se o conceito de capital social para explicar esse fenômeno, a partir das contribuições de Bourdieu, de acordo com as quais o capital social atuaria como mediador entre os atores e a sociedade em geral, sendo condicionado pelas mudanças no espaço social e pelas trajetórias vividas pelos indivíduos.
ATLAS work package 7 presentation at ATLAS 3rd General Assembly Strategic Environmental Assessment (SEA), as set forth, e.g., by EU Directive 2001/42/EC on the assessment of the effects of certain plans and programmes on the environment, stems from the evaluation of transboundary environmental impacts. This accounts for a widely spread practice where SEA is conducted under an impact assessment-based approach, differing from a traditional Environmental Impact Assessment in that its object is a policy, plan or programme (PPP) instead of a project. A different conceptualization of SEA as a strategy-based approach capable of influencing the development and deployment of PPPs and as such, as a process for influencing the decision-making process and driving institutional change, constitutes the opposite end of the gradient from less to more strategic approaches SEA can assume. Impact of SEA on decision-making will be more significant if it is explicitly used as a tool to develop policy, as opposed to merely being used to review predefined proposals, when SEA still has value but its contribution to the decision-making process is strongly reduced and relevant opportunities are lost. Within this conceptual framework, SEA can and should become instrumental in influencing the political decision-making process towards improved environmental performance, thus assuming a major role for an effective sustainable development (cf. UN 2030 SDGs). SEA will be discussed as an approach to answering key questions pertaining to the policy instruments at stake (SEA scope), and reference to its conceptual structure, main aspects and contents, will be made (namely resorting to case studies). Scenarios development under different policy approaches and management options, and their comparative analysis will be debated as the fulcrum of a "truly strategic" SEA together with the corresponding long-term time frames involved. This article has as an elementary starting point the discussion about the importance of the educational psychologist for the development of inclusive education within inclusive schools. The starting point for the analysis of this study revolves around the reflection on the performance of this professional and its importance in the conjuncture. In this way, the main question of this investigation is to analyze the conjuncture of contemporary school inclusion, since we believe that the psychopedagogue tends to facilitate the educational process. The methodology of our research is qualitative, not probabilistic, with external validity. The study is based on bibliographical research to seek historical and current data on the researched object. In the meantime, we infer that through this article the figure of the psychopedagogue can help the school institution to better deal with the dissimilarities, adding new values, inducing teachers and students to trust that together they are capable of studying and learning.

However, it is a key factor that should deserve greater attention both from scientists and policy-makers, since it may severely impair effective management efforts, especially in such dynamic environments as coastal areas. The case of the Tróia peninsula (SW Portugal) is presented to illustrate how (inadequate) legislation effectively impairs management. The need for a new praxis in policy-making is discussed.

In virtually every environment there is the chance that, sooner or later, a dispute will arise. Disputes can take place in the most different scenarios and concern the most different subjects. With the advent of the telecommunication technologies, disputes also started to take place in virtual environments. In order to settle these new disputes, Online Dispute Resolution tools started to emerge. In this paper we present one of such tools, aimed at supporting mediation between two or more parties. Specifically, this tool looks at past known mediation processes and tries to guide the process into a successful outcome.
