The Bush Strategic Plan

In part of a colloquium titled "A Consensus on Missile Defence?" the author begins by speculating on possible reactions by Russia, Europe, & the People's Republic of China if the Bush plan for national missile defense is unilaterally implemented. In terms of nuclear stability, threat reduction, & nonproliferation the cost of the Bush plan is considerable. The possibility of preserving the benefits of the existing regulatory regime while transforming deterrence through cooperation with our allies & Russia, President Bush's concept of transforming deterrence should be accepted. We should seek to employ unilateral nuclear reductions as an element of our policy; continue the arms-control process; & continue research, development; & testing of strategic missile defense.
