Stock prices, exchange rates and portfolio equity flows: A Toda-Yamamoto Panel Causality Test

PurposeThe purpose of this paper is to develop a new framework to test the hypothesis that portfolio model predicts a negative correlation between stock prices and exchange rates in a trivariate transmission channel for foreign portfolio equity investment.Design/methodology/approachThis paper utilizes panel data for eight economies to extend the Dumitrescu and Hurlin (2012) Granger non-causality test of heterogeneous panels to a trivariate model by integrating the Toda and Yamamoto (1995) approach to Granger causality.FindingsThe evidence suggests that stock prices Granger-cause exchange rates and portfolio equity flows Granger-cause exchange rates. However, the overall panel evidence casts doubt on the explicit trivariate model of portfolio balance model. The study shows that Indonesia may be the only case where stock prices affect exchange rates through portfolio equity flows.Research limitations/implicationsThe proposed test does not account for potential asymmetries or structural shifts associated with the crisis period. To isolate the impact of the Asian Financial crisis, this paper rather splits the sample period into two sub-periods: pre- and post-crises. The sample period and countries are also limited due to the use of the balance of payment statistics.Practical implicationsThe study casts doubt on the maintained hypothesis of a trivariate transmission channel, as posited by the portfolio model. Policy makers of an economy may integrate capital market and fiscal policies in order to maintain stable exchange rate.Originality/valueThis paper integrates a portfolio equity inflow variable into a single framework with stock price and exchange rate variables. It extends the Dumitrescu and Hurlin's (2012) bivariate stationary Granger non-causality test in heterogeneous panels to a trivariate setting in the framework of Toda and Yamamoto (1995).
Policy Making of Strategic Plan for Success of Five-Year Development Agenda of Local Governance
The policy making of the five-year strategic plan of its substance, involves participation in the process of policy formulation through Development Deliberation discussion in decentralization of regional autonomy. That is, it delivers the authority of the central government to the autonomous regions in determining the policy (political authority) and implementing the policy (administrative authority), based on local voice and local choice. The local government is expected to identify needs, formulate development goals. The research used qualitative method with ethnography approach by collecting various data from various sources with deep-interview technique. The purpose of the study describes the three things, namely setting agenda, policy formulation and budgeting in a formulation of stakeholders' participation. For contribution: First: participation in development planning in tokenism and elitist party stages, partnerships between communities with bureaucracy and political officials are still subordinate union of partnership. Dialogue held is still pseudo and decision making are not done by bargaining among actors. Second: The quality of planning is still bad, because it has not been able to answer the needs of the community and there is no interconnected substance between documents with one another.

THE CONCEPT OF ETHICS IN LEADERSHIP ACCORDING TO IMAM AL-GHAZALI THOUGHT
Ethics in Leadership are an evolving and important subject to research in the Islamic political studies. This is because ethics in leadership are one of the foundations that deciding the value of good or bad. Many Muslim scholars who have poured his idea to build the concept of ethics in leadership that gives the benefit and happiness in this world and hereafter. Imam al-Ghazali is one of the scholars who has written works on ethics in leadership. His idea of ethics in leadership is built on a solid foundation and has a typical Sufi moral. His Thoughts on ethics in leadership has become a reference and an important example for many leaders in the world until today. This research is library research with the research is a qualitative descriptive approach. The results showed that the concept of ethics in leadership by Imam al-Ghazali oriented to the impact of the soul in the pursuit of happiness in this world and hereafter. Ethics in the thinking of Imam al-Ghazali described as rational and religious science that should be combined in the leadership. The idea of ethics in leadership was not similar to the dominant secular ethics. The requirement to be a leader according to Imam al-Ghazali is focused on aspects of the character and integrity of a leader. The essence is, ethics in leadership should be the path to apply God's law in order to create balance in the world toward eternal happiness in the afterlife. Implementation of Allocation of Village Funds (ADD) Increases Institutional and Ngombakan Village Development Programs Manifest Good Governance
The purpose of writing is to determine the implementation of village fund allocation in rural development towards clean village governance (Good Governance: accountability, transparency and participation) starting from the planning stage, transparency and accountability. The study used a qualitative descriptive method with case studies, describing the implementation of Village Fund Allocation Management (ADD) for development in Ngombakan Village. Then compared with the applicable regulations (Permendagri No. 113 of 2014) and cross-check with the real phenomena that occur in the management of Village Fund Allocation (ADD) in Ngombakan village in realizing good governance, so that conclusions can be drawn. The results of this study indicate that the management of ADD in the village of Ngombakan in general has been accountable, transparent and participatory. However, there are still technical problems. These constraints are a constraint from the regency that is late in making a Regent's Regulations regarding the regulations on ADD and its management. This results in delays in reporting related to the management of ADD in the Ngombakan village. ; Tujuan penulisan untuk mengetahui pelaksanaan alokasi dana desa dalam pembangunan desa menuju pemerintahan desa yang bersih (Good Governance: akuntabilitas, transparansi dan partisipasi) mulai dari tahapan perencanaan, transparansi dan pertanggungjawaban. Penelitian menggunakan metode kualitatif deskriptif dengan studi kasus, mendiskripsikan pelaksanaan pengelolaan Alokasi Dana Desa (ADD) untuk pembangunan di Desa Ngombakan. Pengaruh Terpaan Iklan Media Online Produk Wardah Terhadap Prilaku Mahasiswi Fakultas Ilmu Sosial Dan Ilmu Politik Universitas Islam Makassar
Penelitian ini bertujuan mengetahui bagaimana, Pengaruh Terpaan Iklan Media Online Produk Wardah Terhadap Prilaku Mahasiswi Fakultas Ilmu Sosial Dan Ilmu Politik Universitas Islam Makassar. Jenis penelitian yang digunakan adalah penelitian kuantitatif dengan teknik pengumpulan data melalui survey dan kuesioner google form dengan analisis data menggunakan Analisis Regresi Linear Sederhana bantuan SPSS versi 20. Hasil penelitian menunjukkan bahwa pengaruh terpaan iklan media online produk wardah terhadap perilaku mahasiswi Fakultas Ilmu Sosial Dan Ilmu Politik Universitas Islam Makassar sehingga H0 ditolak karena tidak terdapat pengaruh signifikan dan Ha diterima karena memberikan pengaruh positif yang kuat dan signifikan terhadap minat beli produk wardah, besar pengaruh yang diberikan sebesar 79,8% dengan taraf sig. 0.000<0,005. Sedangkan sisanya sebesar 20,2% dipengaruhi faktor lain.

SOCIALIZATION AND MENTORING ON INCREASING DEMOCRACY AWARENESS AND COMMUNITY PARTICIPATION IN THE IMPLEMENTATION OF VILLAGE LAW IN NGADILUWIH VILLAGE, NGADILUWIH SUB-DISTRICT, KEDIRI REGENCY - EAST JAVA
The uproar on Law Number 6 of 2014 on Village (Village Law) is currently more focused on the issues of village funds. Democracy, which is actually the spirit of the Village Law, does not get much attention. The spirit promoted by the Village Law is paving the way for democracy at the village level after in the past, villages were more often positioned as a sub-ordination of development programs. Rural communities need to be given proper understanding of democracy and the courage to participate so that the goals of community empowerment contained in the Village Law are immediately achieved. The method used in this activity consists of several stages: (1) survey; (2) module making; (3) socialization; (4) mentoring; (5) evaluation. Participants in the activity were: village officials, heads of RT and RW, village heads and community leaders. The results of the activity indicated that after socialization and mentoring: (1) the knowledge and awareness of participants regarding democratic rights, especially those related to the Village Law, increases; (2) Participants have the courage and the skills to convey their aspirations in each discussion forum in the village; (3) The Village Development Work Plan (RKPDes) proposed as a condition for the Village Funds, was made entirely involving community participation so that the programs were expected to be more in line with the needs of the village community, because they were captured from the aspirations of the community.

Protection to the circulation of consumption goods already regulated by government which there is a institution or department which handle about industrial and commercial. One of the task of the institution is supervising the goods that are consumed by society. In this case, there are some consumption goods such as foods and baverages like junkfood, in packing and bottle. One of baverage is supervised by Industrial and Commercial Department is aperatif. In Pekanbaru, aperitif sales necessary orderly which aims to protect the society from aperitif. Based on Peraturan Menteri Perdagangan Nomor 20 Tahun 2014, as the kinds of aperitif products which may merchantability approriate with its place, such as types A, B, and C. The aims of this research are identifying and explaining about supervision circulation of aperitif by Industrial and Commercial Department in Pekanbaru. To knowing obstacle factors in supervising of aperitif by Industrial and Commercial Department in Pekanbaru. Phenomenon that shows lack of supervision conducted by Industrial and Commercial Department in circulation of aperitif, as much circulation of aperitif which is not approriate its place. Still a lot of aperitif sales above 5% are sold independently in society. There are some shops or stalls which sell aperitif that not use a license as by the government. This research use qualitative method. Head of Trade from Industrial and Commercial Department of Pekanbaru as key informant and seller of aperitif as informant. Data collection respondent was done by conducting interviews with informant. Documentation and observation was conducted to see the results of Supervision of Idustrialand Commercial Department in Distribution of Aperitif in Pekanbaru A Case Study at Marpoyan District, Pekanbaru.

The Role of Government Policies in Environmental Management
Humans in meeting the needs of their lives need natural resources, in the form of land, water and air, and other natural resources that are included in renewable and non-renewable natural resources. However, it must be realized that the natural resources that humans need have limitations in many ways, namely limitations regarding their availability in quantity and quality. Certain natural resources also have limitations according to space and time. The government needs to take alternative steps to determine the potential and problems in the use of natural resources. The purpose of this study is to find out how the role of the government through its policies in managing the environment. This research uses the descriptive analysis method. The results of the study indicate that the creation of a fair and firm environmental law enforcement to manage natural resources and the environment in a sustainable manner with the support of quality human resources, the expansion of the application of environmental ethics, and socio-cultural assimilation are increasingly stable.

Economic administration and institutional management in a decentralized regime mode : new insights from environmental resources
Purpose: There are many factors causing deterioration of environmental quality and environmental damage that can be identified from observations in the field. Therefore in this paper we try to be revealed in general as a picture of environmental portraits, especially in relation to environmental management and enforcement of environmental law in the era of regional autonomy. Design/methodology/approach: By using qualitative method, the study was conducted in about six months (February to August of 2018) in West Java Province to observe Indonesian government's policy on environmental law in the era of regional autonomy. Findings: The results found that the decentralization system made environmental policy making and implementation overlapping and not uniform both horizontally and vertically. This management is also not supported by adequate management institutions, so that environmental management has not yet had a positive economic effect on the people. Practical implications: Although public understanding and awareness of the importance of the environment has been increased some people are still weak and must to be improved on this issue. The study can be used as an example to achieve this goal quite effectively. Originality/value: The study seeks to examine public administration of natural resources and management of environmental institutionalization in a state by adopting a decentralized system, which takes Indonesia as a case study using a special region in West Java Province. ; peer-reviewed

Licensing is the main thing about broadcasting arrangements. In a series of broadcasting regulatory process stages, licensing becomes the decision stage of the state (through KPI and KPID) to provide an evaluation (evaluation) whether a broadcasting agency is eligible to be granted or eligible to continue lease rights over the frequency.Indonesia Regional Broadcasting Commission or KPID is an independent state institution in Indonesia established in each province functioning as a regulator of broadcasting in every province in Indonesia. KPID is an institution capable of controlling the media, especially concerning Broadcasting Permit.License of Broadcasting (IPP) is the right granted by KPID to broadcasters to conduct broadcasting. To date there are seven local private television broadcasters in Banten Province (1.Untirta TV; 2. Baraya TV; 3. CTV Banten; 4. TV3 Tangerang; 5. CCNC; 6. Carlita TV; 7. CTV Network) broadcasting to obtain broadcasting licenses.The results of the study said that in the level of requirements that must be met by local private television broadcasters to obtain IPP, KPID has performed its duties optimally. KPID is always proactive towards local private television broadcasting institutions especially in guiding to complete the necessary conditions so that local TV in Banten Province can meet the requirements needed to manage IPP.However, in the implementation of its role related to the phases of acquisition of IPP, KPID has not played an optimal role in performing its duties and functions. This is because in broadcasting there is still a violation by local private TV in broadcasting concerning the content of the broadcasting. In addition, in taking the policy, KPID is still intervened by the local government in the form of broadcast television broadcasting that is in accordance with local government requests, which KPID should not be interfered by any party considering KPID is an independent institution. Human Resources Information System (HRIS) to Enhance Civil Servants' Innovation Outcomes: Compulsory or Complimentary?

The Internet of things (IoT) has oriented organisations digitally in administrating human resources. In line with this trend, Indonesian public sectors are adopting Human Resources Information Systems (HRIS) to boost employee innovation outcomes. However, coercive pressure to implement HRIS has only resulted in fiascos for the technology, which cannot be fully considered to eliminate long, ineffective, and inefficient practices. This study examines the instrumental adoption factors to adopt HRIS in boosting employee innovation outcomes from technological, organisational, people, and social outlooks. The empirical data consisting of 500 valid datasets were obtained from public servants in Indonesia via web-based questionnaires. structural equation modelling (SEM), which was used to examine the relationship among constructs. Technology fit, organisational resources, knowledge, and social influences have positive impacts on technology adoption. However, when treated as a mediation, the negative path from HRIS to innovation outcomes implied that e-HRM reflected in HRIS implementation would not make employees innovative. The scrutinized under ability, motivation, and opportunity (AMO) framework and empirical insights clearly portray that Indonesian's ability to fit into this framework is problematical, making technological innovation in the Indonesian public sector only complimentary, not compulsory. This study suggests that HRM reform in public organisations is a top priority if the country wishes to achieve world-class bureaucracy by 2025.
TANGERANG CITY GOVERNMENT POLICY TO DEVELOP CHILD FRIENDLY CITY
Community service research aims to find out the Policy Development of the City Government (Pemkot) of South Tangerang (Tangsel) in implementing Women's Empowerment and Child Protection of the Republic of Indonesia in accordance with Ministerial Regulation Number 11 of 2011, concerning Child Friendly City Development Policies (KLA) in South Tangerang City Government Banten Province. Using a descriptive qualitative approach research method. That is to explain the phenomenon in depth through data collection. This type of research provides an overview, objectively precise explanation of the actual state of the object under study. Research design in research writing uses the theory of public policy making according to Metter and Horn. The results of the research on the development of South Africa's KLA generally went well. Among them; the achievement of basic health and welfare, the large number of breastfeeding facilities and the ASI corner, the high percentage of complete basic immunization for children, the low prevalence of malnutrition in children under five, the low infant mortality rate (IMR), and the active and successful PIKKRR (Adolescent Reproductive Health Counseling Information Center) .
