The out-migration of Vietnamese workers seeking overseas employment is the main type of international migration in Viet Nam. There are various government institutions generating data on immigrants and emigrants. The Exit-Entry Department of the Immigration Bureau monitors the outflows of Vietnamese nationals and the inflows of foreign nationals into the country. The General Statistics Office collects data on immigration, but the data collected by the census are not comprehensive. The Ministry of Labour, War Invalids and Social Affairs is responsible for data on contract-based labor migration. The Ministry of Public Security and Border Guard Command are potential information providers on irregular migration into and from Viet Nam; however, the collected data are not made public. Commercial banks do not differentiate remittances transferred by overseas Vietnamese workers and other remittances. The scarcity, availability and accessibility of international migration data are areas in need of improvement.

Like other countries in the region, the relationship between forced migration and security has emerged as one of the most challenging and pressing migration-related policy concerns in Vietnam. While knowledge about internal and international migrations continues to grow in the country, not much is known about forced migration in Vietnam. This paper attempts to provide historical and contemporary perspectives on forced migration in Vietnam. It reviews different forms of forced migration since the transition from war to peace 30 years ago. Forced migration has confronted Vietnam during the post-war and reform periods. In terms of policies, political will and economic resources are crucial in responding to forced migration.

This article considers the nature and patterns of labor migration in Vietnam since the introduction of market reforms or Doi Moi in 1986. Using data from the 1989 census, the article examines provincial or area characteristics and human capital resources in determining migration. Migration was found to play a role in providing human resources to labor-scarce areas and it has also become a means for people to improve their life chances. Among others, the findings indicate the selective impacts of market reforms on the migration propensities of men and women. Possible explanations for the findings and their policy implications of the results are discussed.

Commitments of joint-venture investment in Vietnam expanded rapidly during 1988-93 as foreign firms eagerly took advantage of the economy's opening. This investment concentrated heavily in the metropolitan core regions; nevertheless, investors remained sensitive to human capital considerations, controlling for income. They committed greater capital to provinces with higher levels of literacy, and poorer provinces outside the core also gained disproportionately. (DSE/DÜI)

The research that has been conducted to date on Vietnamese adolescents has focused on unprotected and unsanctioned sexual activity and its health consequences, specifically abortion and sexually transmitted diseases, especially HIV. The question we pose in this article is whether this concern is warranted. Is the population community justified in limiting research on this population to early sexual activity and HIV risk? Even if the sexual behavior of young people can be considered problematic, are there perhaps other aspects of young peoples' lives to which more attention should be devoted? The literature on adolescent sexual behavior in Vietnam is reviewed and data on premarital sex and reproductive behavior are analyzed from a 1999 survey conducted in six provinces among nearly 1,500 adolescent boys and girls aged 15–22. Descriptive data on schooling and work are included in order to put the information on sexual activity in perspective. The data analysis reveals that, at least currently, the sexual behavior of unmarried adolescents in Vietnam is not what jeopardizes their health and well‐being.
