Multiplex Migration and Aspects of Precarization : Sedish Retirement Migrants to Spain and their Service Providers
Exploring the relations between different migrants who meet in Spain, this article discusses issuesof mobility, the globalization of care and service work, and precarization of labor and livelihoods,of crucial importance to welfare states and the future of work and retirement conditions inEurope. A mélange of migratory processes are scrutinized along a Swedish-Spanish North-Southaxis. It analyzes longstanding conditions on the Spanish labor market combined with neoliberalde- and reregulation of work and welfare with a bearing on spatial and social inequalities acrossthe European Union. From a relational approach, the authors examine conditions of Swedishretirement migrants in Spain and of the workers and entrepreneurs who provide care and servicesfor them. Social networks, intermediaries and subcontractors are crucial to organization ofmigration as well as work and services. Der Beitrag untersucht ein Phänomen, das den Übergang vom Ernährermodell zum "adult worker model" zu begleiten scheint: die steigende Zahl von im Haushalt beschäftigten Personen, die dort die Betreuungsarbeit übernehmen. Es wird der Frage nachgegangen, inwieweit die Migration von Frauen zu diesem Phänomen beigetragen hat bzw. beiträgt. Diese Entwicklung provoziert wichtige theoretische und empirische Fragen. Sie zeigt erstens, wie wichtig es ist, jede Analyse des Umbaus des Wohlfahrtsstaats in einen umfassenderen internationalen und postkolonialen Kontext, der auch die Geschlechterverhältnisse betrachtet, einzuordnen. Zweitens wird gefragt, inwieweit die steigende Beschäftigung von Haushaltshilfen nur eine Begleiterscheinung oder nicht doch eines der wichtigen Ergebnisse des aktuellen wohlfahrtsstaatlichen Umbaus ist. Schließlich wird drittens betrachtet, welche kulturellen Veränderungen, aber auch Kontinuitäten, mit der Beschäftigung im Privathaushalt verbunden sind und inwieweit die Fortdauer der traditionellen geschlechtsspezifischen Arbeitsteilung heute durch das erneute Erstarken alter sozialer Unterschiede zwischen Frauen aus unterschiedlichen Klassen und Völkern gefördert wird. Erörtert wird abschließend die These, dass die Beschäftigung von Haushaltshilfen das "western feminism's dirty little secret" ist, also etwas, worüber Feministinnen nicht reden, weil auch sie davon profitieren. Résumé Cet article porte sur la redistribution transnationale des soins — en d'autres termes, la façon dont les politiques de la petite enfance et les politiques migratoires interfèrent sur l'emploi des migrantes, en tant que travailleuses domestiques et assistantes maternelles au sein des foyers européens. Il est centré sur la demande de services concernant la prise en charge des jeunes enfants, en liant cette question à la dimension sexuée de la citoyenneté. Pour ce faire, nous nous appuyons sur une enquête empirique qualitative en Grande-Bretagne et en Espagne, auprès d'employeuses et de femmes migrantes occupant des emplois de domestiques ou de nourrices. Il en découle une série de questions très complexes quant à l'avenir du modèle du travailleur adulte dans l'ensemble de l'Europe et quant à la possibilité pour les femmes, tant des pays riches que des pays pauvres, d'obtenir les droits leur permettant de combiner travail professionnel et responsabilités en matière de soins. 1
