AbstractBullying or so-called harassment is an act where one or more people try to hurt or control another person by means of physical violence, such as hitting, pushing, and so on as well as verbal bullying such as insulting, shouting, using harsh words, post things that can intimidate someone on social media or anywhere. Acts of bullying generally occur in school children who are underage. Bullying is a matter that must be considered and needs to be treated seriously, considering that the action can endanger the mental and life of a person if done in an excessive manner as well as each person has a limit on themselves regarding the level of bully that exceeds that limit. The regulation of legislation governing criminal sanctions for children is Law Number 11 of 2012 concerning the Juvenile Justice System. Therefore the bullying action that has a negative impact is a criminal offense and it is necessary to apply sanctions on the bullying child in a strict manner which not only causes a deterrent effect but the sanction is sought in order to improve behavior considering that a child is the nation's next generation as well as the application of action sanctions for children regulated in Article 82 paragraph (1) letter e of Law Number 11 Year 2012 concerning the Criminal Justice System for Children, namely the obliga-tion to attend formal education and/or training provided by the government or private bodies.Keywords: application of sanction actions on children; bullying; criminal justice system for childrenAbstrakBullying atau disebut perundungan adalah tindakan dimana satu orang atau lebih mencoba untuk menyakiti atau mengontrol orang lain dengan cara kekerasan baik menyakiti dalam bentuk fisik, seperti memukul, mendorong, dan sebagainya serta bullying dalam bentuk verbal seperti menghina, membentak, menggunakan kata-kata kasar, memposting hal yang dapat mengintimidasi seseorang di sosial media atau di tempat manapun. Regulasi dari peraturan perundang-undangan yang mengatur sanksi pidana bagi anak adalah Undang-Undang Nomor 11 Tahun 2012 tentang Sistem Peradilan Pidana Anak. Maka dari itu tindakan bullying yang menimbulkan dampak negatif tersebut merupakan suatu tindak pidana dan diperlukan penerapan sanksi pada anak pelaku bullying secara tegas yang bukan saja menimbulkan efek jera namun sanksi tersebut diupayakan agar dapat memperbaiki perilaku mengingat seorang anak adalah generasi penerus bangsa seperti halnya penerapan sanksi tindakan pada anak yang diatur dalam Pasal 82 ayat (1) huruf e Undang-Undang Nomor 11 Tahun 2012 tentang Sistem Peradilan Pidana Anak yaitu kewajiban mengikuti pendidikan formal dan/atau pelatihan yang diadakan oleh pemerintah atau badan swasta.Kata kunci: bullying; penerapan sanksi tindakan pada anak; sistem peradilan pidana anak

This research was taken in Ambon (Latuhalat and Laha) and in Central Maluku Regency (Waai) in May – July 2018. It was aimed at mapping the value chain of small pelagic fish in Ambon through: 1) mapping of product, financial and information flows and 2). analysis of percentage distribution of small pelagic fish caught. The data used in this study was primary and secondary data, and analyzed by using value chain analysis. The results show that small pelagic fish marketing chain in Ambon consisted of six models with five actors. Each chain is formed due to the conditions and situation of market, resulted by the influencing of catches of fishermen and traders' capital. The broker plays an important role in marketing small pelagic fish in the market and obtaining 10% of the fishermen's catch that can be distributed, both to retailers and cold storage. Fish caught by the fishermen is still fresh in general when arrives in the consumers, because the fishing area is not too far, the market distance with the production centers is also quite close and in general fishermen and traders have understood the importance of maintaining product quality. Even so, the role of the Government in providing marketing facilities and infrastructure is needed so that modern market conditions can be applied in marketing fresh fish in Ambon.

This research is aimed to analyze the marketing system of Scad (Decapterus russeli) by analyzing the market structure, behavior, and performance. It was conducted in traditional markets: Mardika and Transit Passo, Ambon from September to December 2014. The method used was survey for 40 of 45 fish traders in these markets, selected in simple random sampling. The analyses used included: 1). Integration of vertical market, 2). Elasticity of price transmission, and 3). Pricing efficiency. The results show: (1) market structure of scad in Ambon is not integrated and leads to oligopoly; (2) change of 1% at the consumers' price level leads to less than 1 % of price change in the fishermen's price level, indicating that scad marketing system is inefficient; and (3) the marketing system of scad in channel 3 is inefficient. The smallest share (89%) was also showed in this channel. Scad market structure was not perfectly integrated for the oligopoly practice by traders. Therefore, dependence of fishermen on traders should be reduced i.e. by giving assistance such as loans with low interest rates especially in no fish season. Communication network should also be expanded so that market information can be transmitted perfectly to all marketing agencies in Ambon. The government should control the price fluctuations by setting the minimum price (floor price) and maximum price (ceiling price) in order to create price stability.Keywords: conduct market, oligopoly market, performance market, scad structure, fish traders

The purpose of the EUNADICS-AV (European Natural Airborne Disaster Information and Coordination System for Aviation) prototype early warning system (EWS) is to develop the combined use of harmonised data products from satellite, ground-based and in situ instruments to produce alerts of airborne hazards (volcanic, dust, smoke and radionuclide clouds), satisfying the requirement of aviation air traffic management (ATM) stakeholders (https://cordis.europa.eu/project/id/723986, last access: 5 November 2021). The alert products developed by the EUNADICS-AV EWS, i.e. near-real-time (NRT) observations, email notifications and netCDF (Network Common Data Form) alert data products (called NCAP files), have shown significant interest in using selective detection of natural airborne hazards from polar-orbiting satellites. The combination of several sensors inside a single global system demonstrates the advantage of using a triggered approach to obtain selective detection from observations, which cannot initially discriminate the different aerosol types. Satellite products from hyperspectral ultraviolet–visible (UV–vis) and infrared (IR) sensors (e.g. TROPOMI – TROPOspheric Monitoring Instrument – and IASI – Infrared Atmospheric Sounding Interferometer) and a broadband geostationary imager (Spinning Enhanced Visible and InfraRed Imager; SEVIRI) and retrievals from ground-based networks (e.g. EARLINET – European Aerosol Research Lidar Network, E-PROFILE and the regional network from volcano observatories) are combined by our system to create tailored alert products (e.g. selective ash detection, SO2 column and plume height, dust cloud, and smoke from wildfires). A total of 23 different alert products are implemented, using 1 geostationary and 13 polar-orbiting satellite platforms, 3 external existing service, and 2 EU and 2 regional ground-based networks. This allows for the identification and the tracking of extreme events. The EUNADICS-AV EWS has also shown the need to implement a future relay of radiological data (gamma dose rate and radionuclides concentrations in ground-level air) in the case of a nuclear accident. This highlights the interest of operating early warnings with the use of a homogenised dataset. For the four types of airborne hazard, the EUNADICS-AV EWS has demonstrated its capability to provide NRT alert data products to trigger data assimilation and dispersion modelling providing forecasts and inverse modelling for source term estimate. Not all of our alert data products (NCAP files) are publicly disseminated. Access to our alert products is currently restricted to key users (i.e. Volcanic Ash Advisory Centres, national meteorological services, the World Meteorological Organization, governments, volcano observatories and research collaborators), as these are considered pre-decisional products. The European Aerosol Research Lidar Network, EARLINET, was founded in 2000 as a research project for establishing a quantitative, comprehensive, and statistically significant database for the horizontal, vertical, and temporal distribution of aerosols on a continental scale. Since then EARLINET has continued to provide the most extensive collection of ground-based data for the aerosol vertical distribution over Europe. This paper gives an overview of the network's main developments since 2000 and introduces the dedicated EARLINET special issue, which reports on the present innovative and comprehensive technical solutions and scientific results related to the use of advanced lidar remote sensing techniques for the study of aerosol properties as developed within the network in the last 13 years. Since 2000, EARLINET has developed greatly in terms of number of stations and spatial distribution: from 17 stations in 10 countries in 2000 to 27 stations in 16 countries in 2013. EARLINET has developed greatly also in terms of technological advances with the spread of advanced multiwavelength Raman lidar stations in Europe. The developments for the quality assurance strategy, the optimization of instruments and data processing, and the dissemination of data have contributed to a significant improvement of the network towards a more sustainable observing system, with an increase in the observing capability and a reduction of operational costs. Consequently, EARLINET data have already been extensively used for many climatological studies, long-range transport events, Saharan dust outbreaks, plumes from volcanic eruptions, and for model evaluation and satellite data validation and integration. Future plans are aimed at continuous measurements and near-real-time data delivery in close cooperation with other ground-based networks, such as in the ACTRIS (Aerosols, Clouds, and Trace gases Research InfraStructure Network) www.actris.net, and with the modeling and satellite community, linking the research community with the operational world, with the aim of establishing of the atmospheric part of the European component of the integrated global observing system. ; The financial support for EARLINET by the European Union under grant RICA 025991 in the Sixth Framework Programme is gratefully acknowledged. 30 pags., 13 figs., 4 tabs. ; We present the inter-comparison of delta slant column densities (SCDs) and vertical profiles of nitrous acid (HONO) derived from measurements of different multiaxis differential optical absorption spectroscopy (MAXDOAS) instruments and using different inversion algorithms during the Second Cabauw Inter-comparison campaign for Nitrogen Dioxide measuring Instruments (CINDI- 2) in September 2016 at Cabauw, the Netherlands (51.97° N, 4.93° E). The HONO vertical profiles, vertical column densities (VCDs), and near-surface volume mixing ratios are compared between different MAX-DOAS instruments and profile inversion algorithms for the first time. Systematic and random discrepancies of the HONO results are derived from the comparisons of all data sets against their median values. Systematic discrepancies of HONO delta SCDs are observed in the range of ±0:3×1015 molec. cm2, which is half of the typical random discrepancy of 0:6× 1015 molec. cm2. For a typical high HONO delta SCD of 2×1015 molec. cm2, the relative systematic and random discrepancies are about 15% and 30 %, respectively. The inter-comparison of HONO profiles shows that both systematic and random discrepancies of HONO VCDs and nearsurface volume mixing ratios (VMRs) are mostly in the range of ∼ ±0:5×1014 molec. cm2 and ∼ ±0:1 ppb (typically ∼ 20 %). Further we find that the discrepancies of the retrieved HONO profiles are dominated by discrepancies of the HONO delta SCDs. The profile retrievals only contribute to the discrepancies of the HONO profiles by ∼ 5 %. However, some data sets with substantially larger discrepancies than the typical values indicate that inappropriate implementations of profile inversion algorithms and configurations of radiative transfer models in the profile retrievals can also be an important uncertainty source. In addition, estimations of measurement uncertainties of HONO dSCDs, which can significantly impact profile retrievals using the optimal estimation method, need to consider not only DOAS fit errors, but also atmospheric variability, especially for an instrument with a DOAS fit error lower than ∼ 3×1014 molec. cm2. The MAX-DOAS results during the CINDI-2 campaign indicate that the peak HONO levels (e.g. near-surface VMRs of ∼ 0:4 ppb) often appeared in the early morning and below 0.2 km. The near-surface VMRs retrieved from the MAXDOAS observations are compared with those measured using a co-located long-path DOAS instrument. The systematic differences are smaller than 0.15 and 0.07 ppb during early morning and around noon, respectively. Since true HONO values at high altitudes are not known in the absence of real measurements, in order to evaluate the abilities of profile inversion algorithms to respond to different HONO profile shapes, we performed sensitivity studies using synthetic HONO delta SCDs simulated by a radiative transfer model with assumed HONO profiles. The tests indicate that the profile inversion algorithms based on the optimal estimation method with proper configurations can reproduce the different HONO profile shapes well. Access to our alert products is currently restricted to key users (i.e. Volcanic Ash Advisory Centres, national meteorological services, the World Meteorological Organization, governments, volcano observatories and research collaborators), as these are considered pre-decisional products. On the other hand, thanks to the EUNADICS-AV–SACS (Support to Aviation Control Service) web interface (https://sacs.aeronomie.be, last access: 5 November 2021), the main part of the satellite observations used by the EUNADICS-AV EWS is shown in NRT, with public email notification of volcanic emission and delivery of tailored images and NCAP files. All of the ATM stakeholders (e.g. pilots, airlines and passengers) can access these alert products through this free channel.
