O inquérito sobre Inovação territorial e territórios inteligentes permitiu identificar um conjunto de preocupações dos cidadãos sobre o território, as suas visões sobre a forma como a tecnologia pode ajudar a criar melhores condições de vida e o papel de diferentes atores na resolução dos problemas. O ponto de partida é uma reflexão sobre uma sociedade em transição, num tempo em que a tecnologia pode ajudar a resolver muitos problemas, ao mesmo tempo que cria outros. Neste pano de fundo, o relatório Eurobarómetro de 2018 vem reforçar a convicção de que a virtude está na estreita cooperação entre os diferentes níveis de poder: nacional, infranacional e supranacional na prossecução da sustentabilidade social, económica e ambiental.

O presente texto pretende mostrar como o conceito científico de "serviços dos ecossistemas" pode ser usado na fundamentação das decisões dos poderes públicos em matéria ambiental, reforçando a utilidade da participação dos cidadãos, robustecendo a legitimidade das decisões de desenvolvimento e reduzindo os conflitos sociais.

In the European Union there is solid legal support for the use of information and communication technologies associated with geographic information systems in favour of the environment. Digital technologies not only shape the way we live but they can be a lever for environmental awareness and protection. The potential of the association between information and communication technologies and geographic information systems is huge in order to deepen the European democracies and to promote sustainable development. The ultimate demonstration is the 2007 Inspire Directive. The advantages of the Inspire Directive for the citizens, the Member States and the European Union in what concerns democracy, environmental justice and sustainability in the EU will be briefly analysed.

The fight against bureaucracy has been a constitutional goal in Portugal since 1982, when the first constitutional amendments were made. In Article 267(1), the following was included on the organization and goals of the Public Administration: "the Public Administration shall be structured in such a way as to avoid bureaucratisation, bring departments and services closer to local people and ensure that interested parties take part in its effective management, particularly via public associations, residents' organisations and other forms of democratic representation". Unfortunately, the mere fact of having a constitutional article dedicated to bureaucracy does not automatically fulfil the intended goal unless there is also the political will, governmental commitment and institutional capacity to achieve the objective.
Since 2005 the conditions for serious and systematic simplification have finally been met. In this article, the legal and political context in which the first modernization initiatives occurred, firstly, is briefly explained. Then, the article moves on to a more detailed presentation and critical analysis of the recent legal changes that took place in 2015 and transformed the environmental bureaucracy landscape in Portugal.

Este artigo tem por objetivo apresentar a análise acerca do desafio da implantação de um programa de Compliance no modelo de negócio de uma startup. Foi utilizado método de abordagem dedutivo, partindo de pressupostos e conceitos já consolidados no mercado. Nesse sentido, tratou-se dos conceitos e objetivos que se relacionam às startups, assim como as implicações negociais da implantação de um programa de Compliance, e a título de exemplo o Compliance ambiental. Ao fim, será possível verificar os mecanismos do Compliance e seus desafios de implementação no modelo de negócio de uma startup assim como os efeitos da internalização, por essas empresas, destes programas de conformidade.
