Social Policies in Chile: an Historical Review

In many countries the government plays an important role in the provision of several basic human needs. In recent years, there has been a renewed interest in these social policies. In less developed countries, the question of income redistribution and poverty alleviation strategies has led to a 'basic needs' approach. This strategy attempts to satisfy a minimum consumption basket of the poor through government intervention. intervention. On the other hand, in some developed countries a revision of the 'welfare state' conception – at least in terms of its future growth – is under way. Alleged inefficiencies, work and savings disincentives and the high tax burden it requires are among the criticisms.

La democratisation creera au Chili des possibilites nouvelles de corriger des desequilibres et de surmonter certains conflits comme le probleme de l'inflation, comme l'ont demontre les antecedents recents du Perou, d'Argentine et du Bresil. La dette exterieure, triplee entre 1977 et 1982 et accumulee surtout pour financer le deficit de la balance commerciale, imposera cependant une lourde charge financiere, et la recession des annees 1982-1985 a fait baisser le niveau de vie de la majorite des Chiliens, ce qui, conjointement avec un taux tres eleve de chomage, constitue une enorme dette sociale qui doit etre remboursee. Un gouvernement legitime pourrait, cependant, disposer d'un appui populaire suffisant pour effectuer les ajustements necessaires
