This essay takes a historical view on "citizen science" by exploring its socialist version via the case of a Soviet amateur seismologist Vladimir Mannar. In the wake of the 1948 Ashgabat earthquake, which coincided with Lysenko's victory in his campaign against genetics, Mannar launched an aborted campaign for a participatory "socialist seismology." Mannar co-opted Lysenkoist language of science for the people and gained professional status within professional seismology but was shut out by the experts capitalizing on a "big science" imperative of cold war. Mannar's personal experiences of navigating competing pulls of cold war seismology and his vision of "people's seismology," marginalized within increasingly technical and instrumental cold war science, shed light on oxymoronic nature of citizen science, and the clash between participatory vision of science and an increasing reliance on high-level technical expertise. This case provides a vantage point from which to examine the dual nature of citizen science with its dual loyalties, ambiguities, and the constantly renegotiated status of data—the raison d'être and the most tangible outcome of the initiatives unfolded on the outer fringes of academic science.

This article examines the nexus of ecological science and environmental politics by considering the tensions between the global circulation of the notion of "environmental monitoring" and the local production of data on environmental change. The history of the planning of the Global Network of Environmental Monitoring (GNEM) program provides a glimpse of what it takes to launch a program of environmental monitoring globally on the level of intergovernmental organizations, such as the United Nations. The first part of the paper traces the GNEM project as it moved through different international agencies and international programs in the 1960s and 1970s. The second part explores the local story of the environmental monitoring of Lake Baikal. The emergence of "environmental monitoring" as an issue of global concern, and the local story of environmental monitoring of Lake Baikal were interrelated, but only in theory: Rather than boosting the already ongoing local monitoring of Lake Baikal, the intergovernmental global monitoring program was used as a legitimation to sustain the environmental pollution of the lake. Yet, the Soviet scientists-led environmental activism, which failed to influence environmental regulation in the Soviet Union, had critically contributed to the sustaining of the environmental monitoring programs in a small way, through collecting the data detailing the environmental changes in the places most affected by disastrous Soviet environmental policies, such as those regarding Lake Baikal.

This book recounts how during the Cold War the study of science moved to the centre of academic through the creation of the new discipline of science studies. In this way the volume charts the importance of these studies for the trajectory of Cold War nations through the elaboration of new national science policies and the transnational dialogue, even across the Iron Curtain, between key scholars involved in shaping their trajectory. By examining how a new group of intellectuals was mobilized by state administrators to convincingly set up a discipline deemed to have major repercussions on the advancement of science in developed and undeveloped nations. Secondly, by putting the study of science at the centre of the dialogue (as well as the confrontation) between nations and Cold War blocs. The volume thus shows how an often considered arcane field of enquiring had in fact major implications for the understanding and fostering of Cold War science.
