Transición en Chile: ¿Hacia que democracia?
RESUMEN: En este artículo se analiza el proceso chileno de transición política, a partir de la crítica a las posiciones sostenidas al respecto en el texto de Paulo Hidalgo -"Perfil y evolución del sistema de partidos en Chile"- aparecido en esta misma revista. Para ello, el autor plantea otra interpretación tanto de la quiebra de la democracia como de la significación y alcance de la transición en la forma en que, de hecho, está teniendo lugar. Finalmente, concluye con lo que entiende supone el verdadero tema de fondo de la cuestión objeto de debate.ABSTRACT: In this article is analysed the chilean process of political transition, from the critique to the positions maintained about it in the Paulo Hidalgo's text -"Outline and evolution of the party system in Chile"- published in this very review. In order to do it, the author states another interpretation about the breakdown of democracy and also about the signification and reach of the transition in the way in which, in fact, is taking place. Finally, he concludes with the thing that he means it supposes the real capital subject of the question object of discussion.

RESUMEN: El artículo analiza la relación entre la estructura social y el modelo de desarrollo, específicamente para el caso chileno, durante la dictadura de Pinochet (1973-1990). Las políticas económicas puestas en marcha por el régimen militar, y continuadas en buen grado por el gobierno de la Concertación, responden a un enfoque neoliberal que apoya el fortalecimiento del capitalismo, a expensas de más desempleo y condiciones de vida más precarias para los trabajadores y los pobres.ABSTRACT: The article analyzes the relationship among social structure and strategy of development, specifically for the Chilean case, during Pinochet's dictatorship (1973-1990). The Political Economies implemented by the military regime, and continued in many grades for the Concertation government, respond to a neoliberal approach which support the improvement of the capitalism but at the expense of more unemployment and more precarious conditions of life for the workers and the poor.

Es el feroz proceso de endeudamiento que, en los ochenta, a partir de la constatacion de la imposibilidad de afrontar su pago, da lugar a la llamada "crisis de la deuda". Esta etapa se sintetiza, de forma muy resumida, en la secuencia deuda externa - politicas de ajuste - deuda social. Se conocen multitud de estudios que abordan esta relacion desde distintas perspectivas. Sin embargo existe escasa discusion respecto al significado estructural del cambio de logica que lleva aparejada la aplicacion de estas politicas. Justamente a este fin se dedica el presente trabajo, donde prima una reflexion de caracter mas interpretativo que descriptivo, particularizandola para America Latina. (Cuad Afr Am Lat/DÜI)

The Debate on Pension Systems: The Paradigmatic Cases of Chile and Spain

AbstractThis article is focused on pension systems in the light of two case studies that are antagonistic within the capitalist economy. On the one hand, the Spanish pension scheme, based on the principle of intergenerational solidarity, was achieved by the working‐class after decades of struggle. It constitutes the backbone of the Spanish social security system, thanks to the creation and development of indirect and deferred wages. On the other hand, the Chilean pension scheme, first imposed by the Pinochet dictatorship, is based on a funded system and private management. It rejects the principle of solidarity and, therefore, it makes impossible the construction of a decent pension structure. The comparison of the Spanish and the Chilean pension systems can be expressed in just one revealing fact: while the average pension in Spain is 79 percent of the last salary earned, benefits in Chile barely reach 33 percent for male workers and 25 percent for female workers. The analysis of both cases is framed in terms of the critique of political economy, in direct opposition to the current mainstream in economics. Instead of assuming methodological individualism and a harmonious view of human societies, as orthodoxy does, the critical paradigm conceives of capitalist economy as a dialectical process determined by the existence of social classes with different and opposed interests.
