Most governments in contemporary world are continuously intensifying efforts of creating conducive atmosphere and good governance mechanisms of ensuring quality service delivery. However, this has to do with the capacity and effectiveness of the bureaucracies for the fact that efficient bureaucracies are capable of recruiting qualified personnel with the requisite knowledge and expertise of delivering quality services. This research tests the relationship between bureaucratic capacity and educational support services and hypothesized a positive relationship. Using quantitative research approach, data was collected through administered questionnaires with a sample of 354 respondents and analyzed using PLS-SEM. The findings apart from supporting the hypothesis discovered that ineffective bureaucracies are the root cause of most of the problems faced in the education sector towards provision of quality educational support services. It is therefore, suggested that government should intensify efforts of strengthening the bureaucratic capacity with emphasis on merit recruitment. This is with a view to recruiting competent staff capable of accomplishing the educational policy goals of ensuring quality education with the aid of educational support services.

Stakeholder's participation in policy decisions and implementation was identified as an effective mechanism of ensuring educational quality and development.Through literature and document review this paper is aimed at identifying the factors that impede effective stakeholder participation in the implementation of education policies despite the fact that the National Education Policy has guaranteed their participation with a view to eliminating overlaps, sustain and achieve synergy. Among the identified issues that hinders their effective engagement include sidelining them in educational matters, politicizing education policies and delay in making decisions in cases of their involvement such as the School Based Management Committees (SBMC's) and the Parent Teacher's Association (PTA).To rectify the challenges towards achieving the goals of education, it is recommended that the government should partner with the stakeholders in education provision, involve them in all education related issues even in cases of policy revision; intensify enlightment campaigns about government policies & that the differences among the stakeholder should be accommodated as this is believed to ensure effective implementation of the policies.

Accountability in discharging official duties is very essential as it increases effectiveness and efficiency in service delivery.As public servants teachers are expected to demonstrate high level commitment in the teaching and learning process as this will lead to the attainment of quality education.The paper pointed out that where secondary education is of good quality, right students will be admitted into tertiary institutions of learning and subsequently, competent graduates will be produced who will work in different capacities.Literate workforce is however capable of implementing government's policies in a more effective and efficient manner. The research employs descriptive research analysis to analyze teacher's accountability in secondary schools of Sokoto state, Nigeria. The results showed pleasing teacher's accountability. The paper therefore recommends that the government should intensify efforts and put in place more appropriate mechanisms including motivation and constant training and re-training of the teachers in order to maintain the tempo as this will ensure the attainment of the much needed quality education and subsequently effective implementation of government policies.

Participatory policy process in Nigeria is prominently known to be elites dominating the entire process, and control every bit of its stages. In such cases, citizens participate to fulfill the requirements. Various contending views provide account of different facets of policy process with little attempts to assess actual experience. The scenario of e-voting policy process in Nigeria provides citizens with limited choice to influence the policy. Given the fact that policies produced from true sense of participatory process stand the chance for adoption, bring to the fore, the need to envisage extent of citizens' participation in e-voting decision. In view of the foregoing and the need to evaluate real life experiences concerning e-voting policy antecedent, this study adopt face-to-face qualitative interview to explore the extent of citizens' participation in the e-voting policy process as a potential challenge affecting adoption. Real experience accounts of the participants revealed bureaucratic oriented Nigerian policy process mainly dominated by elites. The accounts demonstrated the extent to which citizens are deprived and isolated from e-voting policy. Hence, the call to policy makers in Nigeria to be sensitive to the opinions of the citizens toward shaping policy direction as a requisite for e-voting adoption and socioeconomic development. In Malaysia, reducing crime is one of the efforts that had been outlined in the Government Transformation Program (GTP). Various policies and efforts have been implemented to minimize crime rate, for instance, the establishment of Malaysia Crime Prevention Foundation (MCPF) in 1993. However, reported crime rates are still high and cases of violent crimes are still escalating. Furthermore, the rate of crimes committed by youth has increased despite the decrease in the county's overall crime index. This paper seeks to assess the level of youth knowledge and awareness on crime in Malaysia. A total of 953 sets of questionnaires were distributed among youth representatives, government agencies, non-governmental organization (NGOs) and Residential Committee. Data were analyzed using SPSS and presented through descriptive statistics related to the three research objectives. Results indicated that there is very little involvement in terms of crime prevention activities among youth. Although many still do not really understand the conducts that are considered as crime or otherwise, majority of the respondents were able to identify major crime acts such as killing, robbery and rape. The findings also revealed that youth dominantly obtained information through the social media and internet. Overall, there is a high sensitivity or awareness on crime. Hence, parental supervision, school counselling and involvement of enforcement agencies, besides community participation are significantly needed in addressing this problem.
