Bu
çalışmanın amacı okul yöneticileri için yönetici yeterlikleri düzeylerini
değerlendirmeye yönelik bir ölçek geliştirmektir. Ölçek geliştirme ilkeleri
doğrultusunda literatür tarama, madde havuzu oluşturma, uzman görüşü alma ve
ölçek formu oluşturma aşamaları takip edilmiştir. Okul yöneticilerinin yöneticilik görevlerini
yürütürken sahip olması gereken yeterlikler konusunda literatür taraması
yapılmıştır. Okul yöneticileri için Katz'ın (1978) etkili yöneticilikte üç
temel yeterlik alanı olan teknik yeterlikler, insancıl yeterlikler ve kavramsal
yeterlikler ile günümüzde yaşanan değişimlerle sahip olması gereken teknolojik
yeterlikleri de kapsayan dört yeterlik alanı belirlenmiştir. Bu dört boyuta
göre madde havuzu oluşturulmuştur.
Oluşturulan madde havuzundan alan uzmanlarının incelemeleri ve 50 okul
yöneticisinin görüşleri doğrultusunda yapılan değerlendirmeler sonucunda 65
maddelik taslak ölçek formu hazırlanmıştır.
Taslak ölçek formu, 2015-2016 eğitim öğretim yılında okul yöneticisi
olarak görev yapan 256 katılımcıya uygulanarak elde edilen veriler analiz
edilmiştir. Madde analizleri, açımlayıcı faktör analizi (AFA) ve güvenirlik
analizleri yapılmıştır. Ölçeğin; KMO (Kaiser- Meyer- Olkin Measure of Sampling
Adequacy) değeri 0.914, Bartlett Testi 5,315ve Cronbach Alfa iç tutarlılık
katsayısı 0, 970 olarak bulunmuştur. Çalışma sonucunda okul yöneticilerinin
yeterliklerini değerlendirmede kullanılmak üzere, belirtilen dört boyutta 50 maddeden oluşan,
geçerli ve güvenilir bir ölçek olarak
"Okul Yöneticisinin Yeterlikleri Ölçeği" geliştirilmiştir.
Distance education systems have been developing rapidly in the field of education. Since the beginning of FATIH (Opportunities to Increase and Technology to Improve Motion) Project applications, educational softwares and the concept of e-learning have been important concerns. Besides the lack or insufficiency of softwares for tablets or smart boards, the education content websites which already exist have been struggling to take part in this field. As a result, it is inevitable that there has been a competition between government supported applications and private sector. Vitamin Teacher Portal is an application that serves as a teacher training program. It is a distance education website designed for teachers to improve their both personal and professional skills. It includes live courses, forum, shares, teachers' resources and educational videos. It is a synchronous application with Vitamin Education website which is designed for students.In this study, qualitative research method has been used. It is conducted with teachers who use Vitamin Teacher Portal to have valid results. The aim of this study is to work out the sufficiency level of this application from the point of view of teachers. By this means, it could be work out whether it is sufficient enough to meet the needs of teachers or not. We also to find out how effectively teachers, what they acquired from the portal in class.

Higher Education can be defined as all of the educations in the national education system, after secondary education, at least the last four semesters. It can be considered as a symbol of national prestige and each country wishes to ensure that higher education functions effectively and efficiently to avoid losing prestige. In Turkey, universities' efficient and effective functioning seems to be not achieved according to the many authors. So, a deeper examination of the Turkish education system and its stakeholders' interests on higher education through a systematic approach has been aimed in this study. The problems of higher education in Turkey has been analyzed from three main perspectives; purpose, process and structure. In purpose dimension, it has been found out that the purposes of higher education in Turkey are in contradiction. For the, process dimension, it has been seen that higher education institutions face to autonomy problems. Lastly for the structure dimension, the problem that university lecturers and students experience and the issues as the output of higher education system has been analyzed. According to the literature, studied and reports on the problems of Turkish higher education system, it has been found out that the higher education system in Turkey is facing many problems which need to be minimized for the system to be effective.
