Anschließend wendet er sich den neueren Ereignissen zu, dem unabhängigen Königreich Laos und schließlich der Machtübernahme durch die Kommunisten im Jahre 1975 und der Errichtung einer Volksdemokratie. Er sieht das Regime in Laos als eines, das dem Lande zwar einen relativen Frieden gebracht hat, wo aber der interne Widerstand gegen vietnamesische Dominanz einen wirklichen Frieden illusorisch macht.
