Since the emergence of democratic South Africa in May 1994, the European Union (EU) has been uncertain as to the appropriate shape of a long-term relationship that should be established between Europe and the Republic. This uncertainty is a reflection in part of South Africa's own ambiguous status. The EU seems to be in some confusion as to whether South Africa is to be regarded as a 'developing country' requiring preferential treatment and special assistance or as an industrialized country which must be subject to the rules of GATT and 'open to business'... Should South Africa be allowed to accede to the trade provisions of the Lome Convention or should the country be given an option of a 'qualified' or 'associated' status of Lome? On the other hand, should the EU-South Africa relations be within bilateral Free Trade Area (FTA) agreement? This article attempts a brief critical review of the Lome and the FTA options with particular reference to the implications of the latter for the long-term economic prospects for South Africa. (DSE)
