In the context of the rapid growth of mobile phone penetration in developing countries, mobile telephony is currently considered to be particularly important for development as it may provide an opportunity to address the informational challenges. The research objective is to develop and examine a framework for assessing the impact of mobile phone towards the development of fsocio-economic stipulation in a remote area of Bangladesh as an innovative and effective way. To conduct this research, the authors have promoted an interpretive qualitative research style within a case study context. This research grounded on Communications for Development (C4D) approach for enquiry, analysis and testing. In this research, one of the mobile phone services named Krishi Jigyasha 7676 (agri-solutions service) has been used as ICT intervention in rural areas of Bangladesh. Furthermore, data was collected through personal interview, participant observation, group discussion and questionnaires from the rural community involving in agricultural activities and received information from Krishi Jigyasha 7676 services about their farming. The field results have been analyzed according to Communications for Development (C4D) approaches. Therefore, the field data reflected that how information diffusion improve and resolve the rural communities' agricultural queries and problems to enhance their livelihood.

In this article, the authors attempted to evaluate the contribution of Information Communication Technology (ICT) for development (ICT4D) project in a context of developing country: Bangladesh. Though ICT4D is a general term referring to the application of ICT within the fields of development of a country, there are many cases where the potential benefits of ICT linked with the individual, group/community and organizational level. Considering two case studies, the authors have attempted to understand how ICT can be linked with the lives of community in rural areas of Bangladesh. They have adopted Amartya Sen's five freedoms as conceptual framework for this study. Through a quantitative perspective the authors argue that ICT projects can lead to development in general and five freedoms at particular.

Information and communication technologies (ICTs) have become an element of strategic importance to all countries. Researchers argue that ICTs may open up new avenues for economic growth, competitiveness and human development. It is widely recognised that ICTs have the potential of overcoming many of the barriers faced by people with visual impairment (VI). Based on an interpretive study using the narrative interview method, this article contributes to this literature by presenting perceptions and understandings of how the use of ICTs can be used to promote the 'development' of people with VI in Bangladesh. We approached this study through the economist and Nobel Laureate Amartya Sen's work on 'development as freedom' that focuses on, among other themes, five dimensions of freedom — social, economic, protective, political and transparency. We collected stories from 18 people with VI who had received ICTs training and support from resource centres, and from some disability rights activists and leaders who use ICTs. Our findings suggest that ICTs can be used as tools for improving the wellbeing of people with VI by enhancing different aspects of freedom suggested by Sen. ICTs tools assist people with VI by providing them with educational and work opportunities, and thus increase the potential for social inclusion and economic development. We conclude that governments, nongovernment organisations and development partners in countries such as Bangladesh may use ICTs to expand different types of 'freedom' for marginalised groups such as people with VI and persons with disabilities in general.

Purpose
Information and communication technologies (ICTs) have received much attention as a tool for development for several decades. One way in which ICTs were introduced in developing countries, particularly prior to the advent of smartphones, was through shared access and information centres. Many of these were established as pilots, but were unable to operate without external funding and were often declared failures. And some of them probably were, particularly those that focussed exclusively on ICT as a technology, rather than on how the centres could contribute to improving livelihoods. The purpose of this paper is to explore how some centres, namely "Bangladesh Rural Advancement Committee (BRAC) Gonokendra" in three villages of Bangladesh, influenced socio-economic development.


Design/methodology/approach
This study was informed by the Heeks and Molla's extended information chain model and Sen's "development as freedom". The field study was undertaken in three BRAC Gonokendras located in different villages in rural Bangladesh.


Findings
While the authors found that the centres contributed to socio-economic development, this contribution was limited by social constraints, hindering the well-being of individuals and families. Addressing social constraints thus remains a challenge in order for ICTs to contribute to development.


Originality/value
The extended framework to investigate ICT-led socio-economic development implies that ICT as a catalyst can promote development at micro/community level only by simultaneously addressing social constraints.

Course Management System (CMS) is now probably the most used educational technologies in higher education, behind only the Internet and common office software. It can facilitate posting content, participating in discussions, maintaining a grade book, tracking participation and managing learning activities in an online environment for instructors and learners. But question arises to what extent these systems are successful in developing countries like Bangladesh. Unfortunately there are very few reports and publication that have tried to focus on above issues. In this study, an evaluation and analysis of CMS in developing countries like Bangladesh was carried out to assess the success of the system by using "ITPOSMO' model. The study found that CMS is partially failing in higher educational institutions in Bangladesh.
