The ongoing grave economic crisis beyond the huge questions, which raises regarding its reasons, it undoubtedly causes bitterness,fears and concerns everywhere in the world, given anyone's impossibility to control it effectively and efficiently.
Recent governmental interventions in Public Administration, (such as annulment of Ministry of Public Order and alteration to Sub Ministry of Interior, Public Administration and Decentralization, annulment of General Secretariats, e.t.c) bring at forefront the, always crucial, matters of modernization of the Country's Administrative Structures, crack on bureaucracy, etc.
After invitation by Representation of the European Commission in Greece which Director is Mr. Ierotheos Papadopoulos, Mrs. Dalia GRYBAUSKAITE, Commissioner, responsible for Budget and fiscal programming visited Athens last November and participated to a round table discussion with main subject.
It has been said at the past that Balkans are the other Greek hinterland. Furthermore, the possibility of approach and communication between Greece and Balkans can be talken for granted. For the above reasons. the intense interest of Greece, for this hinterland is obvious, thus, any further argument is redundant.
Greek private direct investments in Balkan countries carry a special weight because, on the one hand, the country of origin of the capital invested is a member of the European Union and, on the other, it is a neighboring country and those involved are well aware of the business ethics prevailing on both sides. Furthermore, the existing historical bonds between Greece and the other Balkan countries, combined with the large number of immigrants from the latter to the former, contribute to the better understanding and collaboration of all concerned.

One should take into account, though, that this type of Greek investment - up to now and to a considerable degree - has in its favor the lack of any great interest or of the difficulties other countries encounter when attempting to financially «infiltrate» the wider area of the Balkan Peninsula. At the same time, Greek laws and regulations concerning Greek investments abroad are considered «reasonable», although some of those involved wish that they would comprise more types of subsidized ventures, such as the acquisition of existing businesses in the host countries.

Their importance, however, is more significant during certain periods, because of special circumstances that a country might find itself. Our country is being under these special circumstances for many reasons.

Aims and Principles Article 1 The aims of the United Nations Organisation are: 2. To build friendly relations among Nations, that will be based on the respect of the principle of equal rights . 3. To seek international co-operation for resolving international problems . and for the strengthening and encouragement of respect for human rights and the basic liberties of all men, without discrimination.
