The Cold War era and realist theory that focuses on a hierarchy of issues in which security was at the apex and the state was the undisputed principal actor in international relations has given way to the current proliferation of issues and actors. The success of NGOs in forming both domestic and regional networks has enabled them to successfully place human rights and environmental issues on the agenda of the Association of Southeast Asian Nations (ASEAN). Options chosen by both governments and NGOs in dealing with these issues are examined. Initially, placing the issue on the agenda has often represented an effort by ASEAN to coopt the issue by simply agreeing to discuss it but there have been increasing efforts especially in the environmental area to implement real policy changes. The increasing concern of both NGOs and governments with human rights and environmental issues both reflects increasing regional integration and contributes to it. (Asian J Pol Sci/DÜI)
