Türkiye'de politik konjonktür dalgalanmaları kapsamında seçmen davranışlarının analizi (1987-2004)
TÜRKİYE'DE POLİTİK KONJONKTÜR DALGALANMALARI KAPSAMINDA SEÇMEN DAVRANIŞLARININ ANALİZİ (1987-2004) Seçmen davranışlarını pek çok politik, ekonomik, sosyolojik ve psikolojik faktörden etkilenmektedir. Seçmen davranışları yeni politik iktisat teorisinin en önemli konularındandır. 1980'li yıllarda seçmenlerin ekonomik motivasyonu ile ilgili bir literatür gelişmeye başlamıştır. Bu literatür seçmenlerin politik iktidarların makroekonomik performanslarına ne şekilde tepki vereceğini analiz etmektedir. Türkiye'de seçmenlerin hangi unsurlar doğrultusunda oy verdiği büyük önem taşımaktadır. Türkiye'de politik iktidarlar partizan olmaktan öte fırsatçı bir yapıya sahiptirler. Farklı ideolojik görüşe sahip olan politik partiler birbirini etkilemektedirler. Bu nedenle tüm politik partiler birbirine benzemektedirler. Seçmenler irrasyonel ve geçmişe dönük oylama yaptıkları için bu politik partilere oy vermeye devam edeceklerdir. Bu anlamda seçmen tercihleri dalgalı bir yapıya sahiptir. Seçmenlerin oylamalarını bu şekilde yapmalarının nedeni bilgilenme maliyetlerinin yüksekliğidir. Ancak yapılan ampirik çalışmalarda seçmenlerin ekonomik motivasyonu ile ilgili güçlü ekonometrik kanıtlara ulaşılamamıştır. Bu anlamda seçmenlerin davranışlarını etkileyen ekonomi dışı pek çok etken vardır. Seçmen davranışları ile ilgili modellere ekonomi dışı etkenlerin dahil edilmesi ile birlikte daha güçlü sonuçlara ulaşılabilecektir.ANALYSIS OF VOTERS' BEHAVIOURS WITHIN THE SCOPE OF THE POLITICAL BUSINESS CYCLE İN TURKEY(1987-2004) The voters' behaviours are affected by numerous political, economical, sociological and psychological factors. The voters' behaviours are one of the most important subjects of the new political economics theory. Literature regarding the subject of voters' economic motivation has begun to evolve in the 1980's. This literature, aims to analyze the voters' responses to the macroeconomic performance of the political incumbent . In Turkey, it is of utmost importance to assess the matters that lead the voters to reach decisions on who to vote for. The politicians initiate policies to manipulate the economy prior to elections thereby causing political business cycle fluctuations. The political governments in Turkey tend to be opportunistic rather than partisan. Political parties with differing ideaologies tend to effect each other. As a result, all political parties are very similar. The voters will continue voting for these political parties because they vote irrationally and with a backward looking voting. Due to these reasons, the voters' choices are fundamentally oscillating. The reason that voters tend to vote this way is because of the high costs involved in informing them. However, empirical studies have not resulted in strong econometric evidence regarding the voters' economic motivation. There are numerous factors that influence the voters' decisions in this respect. Stronger result will be achieved with the inclusion of non-economic factors to the related voter behavior models.
