At the empirical level there is evidence of industrialisation and economic growth in Latin America and the Caribbean in the last 30 years but there has also been an increase in poverty and inequality. The authors argue that development and underdevelopment cannot be understood solely in terms of external dependency or national autonomy. The paper highlights the inadequacy of an empirical methodology which attempts to make universal theoretical generalisations from statistical regularities and suggests it is necessary to uncover the underlying structures which determine observable surface phenomena.

Ethnic conflict between Greek & Turkish Cypriots is traced from its inception to the present, focusing on the British colonial period & the era of the Cypriot Republic. The Greek concept of nationalism (Enosis) is defined & its rise & constituents are identified. Class ideology & the growth of the Cypriot Communist Party are examined within the context of other major political parties & interest groups. The Enosis movement is seen as a catalyst in the growth of Turkish-Cypriot nationalism, & the heightening of ethnic conflict after WWII is outlined. Recent developments point to an increased desire of the still polarized ethnic communities to coexist peacefully; yet basic mistrust & differing interests hinder efforts to find an acceptable solution. Furthermore, strategic interests of Greece, Turkey, & the North Atlantic Treaty Organization constrain attempts to achieve an "internal" solution to Cypriot tensions. 16 References. J. Weber.
