Conceptualizing and Simulating the Impact of the Asian Crisis on Filipinos' Employment Opportunities Abroad

In the absence of hard registration or survey data on return migrants, this paper first seeks to identify the factors that reduce Filipinos' employment opportunities in countries affected by the current crisis and then carries out two rounds of simulation to estimate the orders of magnitude involved. The first round consists of a simple employment elasticity exercise. The second takes account of anticipated sectoral, occupational or other impacts. Finally, the paper briefly lists the measures available to the Government to deal with return migration.

The relatively new but growing phenomenon of international migration pressure is documented and explained by reference to the widening income and trade gap between middle-income emigration and high-income immigration countries as well as by reference to the crucial role of networks. The three main international instruments for helping emigration countries to generate employment and income faster than in the past are then reviewed—trade expansion, foreign direct investment, and official development assistance. Trade is shown to have bypassed most emigration countries; growing protectionism does not augur well for the future. Foreign direct investment, similarly, has mostly taken the form of an exchange between rich countries or of inflows into Pacific Rim countries. Official development assistance is increasingly looked at as an option to be exploited for the purpose of reducing migration pressure. There are problems, of course, and little besides lip-service to date. An International Labour Office initiative to have emigration countries, immigration countries, and multilateral organizations collaborate is a promising approach to mobilizing increasingly scarce aid funds.

Der Bericht über die internationalen Wanderungen in Westeuropa - vornehmlich in den letzten fünf Jahren - befaßt sich mit den jüngsten Entwicklungen in diesem Bereich: 1. Zunahme der Zahl der Rückwanderungen. Dies muß im Zusammenhang mit der wirtschaftlichen Entwicklung in den Aufnahmeländern in den 70er Jahren gesehen werden. 2. Einführung einer neuen ILO (International Labour Office) - Konvention und -Empfehlung zu diesem Thema. Sie beschäftigt sich in erster Linie mit illegaler oder heimlicher Einwanderung, die - auch zum Schutz vor Mißbrauch des Einzelnen - verhindert werden muß, und der Situation des Gastarbeiters im allgemeinen, wobei gleiche Rechte und Möglichkeiten das Ziel sind. 3. Entwicklung einer Neuen Internationalen Wirtschaftsordnung. Wanderungen, die hier relevant sind, haben meist ökonomische Gründe; sie sind meist eine Reaktion auf die Armut im Heimatland. 4. Die World Employment Conference 1976. Sie mißt den Interessen der Herkunfts- und Zielländer gleiches Gewicht bei und bezieht soziale neben ökonomischen Überlegungen mit ein. 5. Zunehmende Unterstützung der Ansicht, daß die Herkunftsländer für die Auswanderung ihrer Bürger entschädigt werden sollten. Die Auswanderung stellt für diese Länder - sowohl bei hochqualifizierten Arbeitskräften als auch bei einfachen Arbeitern - einen ökonomischen Ressourcenverlust dar und erweitert damit den Abstand zwischen armen und reichen Ländern - dies macht eine Kompensation erforderlich. Der Autor stellt einen "human resources"-Ansatz zur Analyse der wirtschaftlichen Folgen einer "laissez-faire"-Auswanderung dar. Dieser Ansatz wird angewandt indem die direkten und indirekten wirtschaftlichen Auswirkungen der Aus- und Rückwanderung anhand eines Beispiels diskutiert werden, das auf Daten über jugoslawische Arbeitnehmer in der BRD basiert. Ferner geht der Autor auf Vorschläge zur Wanderungspolitik in Entwicklungsländern ein.
