The Fourth Assessment Report issued by the Intergovernmental Panel on Climate Change (IPCC) on February 2, 2007 identified more clearly then any other Assessment Report that the observed increase in global average temperatures during the last half century is due to the increase in atmospheric greenhouse gases (GHGs). To avoid global warming that goes beyond 2 degrees above preindustrial levels, besides emission reduction other mitigation strategies have to be developed. The terrestrial biosphere already absorbs approximately one third of annual anthropogenic CO2 emissions. Among others, forest management is a major contributing process. This thesis explored the impact of past and present management on the forest C stocks and fluxes and quantified the potential for climate change mitigation. The basic technical structure of the thesis splits into four issues: a) Development of a forest management model (Chapter Two), comprising the review of existing approaches of forest management carbon modeling, description of important processes that have to be considered in the design of such a model and formulation of algorithms. b) Application of the model to plot level (Chapter Three), comparing management options on a hectare basis neglecting area information and an evaluation of model uncertainty and sensitivities related to uncertain parameters (Chapter Four). c) Theoretical analysis of landscape level processes leading to carbon sinks and sources contrasted with accounting rules to incorporate them in a climate policy framework. (Chapter Five) d) Comparison of model scenarios with different assumptions on future management change and initial conditions to quantify potentials for mitigation and factor out drivers on landscape level (Chapter Four, Five and Six). The model FORMICA (FORest Management Impact on Carbon dynamics) is a dynamic inventory-based carbon tracking model. It aims to calculate carbon pool trajectories under current and changing forest management in existing forests at a regional scale. A model application on plot level focused on Thuringian conditions and included also agricultural land-use options. Another application of FORMICA at larger scale aimed at processes on landscape level. Based on forest inventory data of European countries (among them Finland, France, Germany, Italy, Poland, Slovenia and Sweden), the purpose was here to factor out effects of past practices that formed today's age-class structure of forests which influences their potential for mitigation in the future. Allocation and other parameters were kept general and were taken from the literature. Different scenarios of future management and initial conditions were simulated and compared to quantify these effects. Including additional mitigation services matters with respect to climate benefits and land-owner revenue. An ecosystem- and sector-centered view favors the conservation of carbon stored in forests while a holistic systems perspective highlights additional opportunities in long-rotation timber production and in particular for bioenergy production. Economic conditions in Thuringia have already created an almost optimum climate benefit from forestry where energy recycling of wood products is intense. The magnitude of the carbon sink potential thus varies along with the types of constraints considered and is highly sensitive to the region, time frame, management history and assumptions on future management. On average 20 Mt C could be stored in ecosystem, harvested products and substituted in Thuringia between 2010 and 2050. The potential is similar for various management options (e.g. conservation, species change or rotation lengthening, considering an implementation level of 20%) if the total forestry sector mitigation service is considered. Differences between management options emerge on lower levels of aggregation, e.g. when looking at biomass. However, also implications on stand and landscape level have to be considered in an assessment of forest management mitigation potential. The thesis looked at effects of past practices on regional carbon stocks. It was also examined how they can be differentiated computationally from carbon due to recent forest management. Presented approaches of an accounting of these effects were evaluated in terms of applicability, verifiability, and ability of providing incentives for good practice. According to the model, European countries will store around 20 Mt C, fixed in forest biomass, soil, litter and harvested wood products annually over the next decade. This uptake is only due to ecosystem aging, because other effects were not considered. The age-class induced sink in Europe is very likely to get smaller throughout the next 30 years by a rate of 1 Mt C per year. How much of this sink can be accounted for under a future climate policy framework will be matter of negotiations. ; Der Vierte Sachstandsbericht des Zwischenstaatlichen Ausschusses für Klimawandel (IPCC) der am 2 Februar 2007 vorgestellt wurde, machte mehr als je ein anderer Bericht zuvor deutlich, dass der beobachtete Anstieg der globalen mittleren Temperatur während der letzten Hälfte des letzten Jahrhunderts auf einen Anstieg von Treibhausgasen (THG) in der Atmosphäre zurückzuführen ist. Die terrestrische Biosphäre absorbiert bereits etwa ein Drittel der emittierten CO2-Menge. Neben anderen Prozessen spielt Waldbewirtschaftung hierbei eine wichtige Rolle. Das Kioto-Protokoll hat eine Reduktion von THG-Emissionen zum Ziel. Speicherung von CO2 in Form von Kohlenstoff (C) in Waldökosystemen und hervorgerufen durch Bewirtschaftungsmaßnahmen ist als Minderungsstrategie unter dem Protokoll anrechenbar und kann von Staaten gewählt werden. Aber die CO2-Minderungsleistung durch Waldbewirtschaftung geht über die Speicherung auf Ökosystemebene hinaus, wenn Festlegung in geernteten Holzprodukten und die Substitution von CO2 aus der Verbrennung fossiler Brennstoffe durch energiesparende Holzprodukte und Bioenergie berücksichtigt werden. Diese Doktorarbeit untersuchte die Auswirkungen, die Waldbewirtschaftung unter der Berücksichtigung von Maßnamen in der Gegenwart aber auch Maßnahmen in der Vergangenheit, die maßgeblich Einfluss nehmen, hat. Technisch lässt sich die Arbeit in vier Abschnitte einteilen: a) Entwicklung eines Waldbewirtschaftungsmodels, um die wissenschaftlichen Fragestellungen zu beantworten (Kapitel Zwei). Dafür wurde Literatur zu bestehenden Modellierungsansätzen und wichtigen beteiligten Prozessen analysiert und Algorithmen formuliert, die diese beschreiben. b) Anwendung des Models auf Plotebene (Kapitel Drei), welche verschiedene Optionen der Bewirtschaftung auf Hektarebene vergleicht und Untersuchung und Bewertung von Unsicherheiten und Sensitivität von Modellparametern beinhaltet (Kapitel Vier). c) Theoretische Analyse der treibenden Prozesse auf Landschaftsebene, die Quellen und Senken verursachen und eine Gegenüberstellung mit Anrechnungsregeln, wie diese in einem politischen Klimaschutzrahmen berücksichtigt werden könnten (Kapitel Fünf). d) Vergleich von Modellszenarien mit verschiedenen Annahmen über die zukünftige Entwicklung der Waldbewirtschaftung, um Minderungspotenzial zu quantifizieren und Einflussgrößen auf Landschaftsebene konkret herauszufiltern (Kapitel Vier, Fünf und Sechs). Das FORMICA-Modell (FORest Management Impact on Carbon dynamics) ist ein dynamisches Forstbewirtschaftungsmodell, das auf Inventaren basiert und Kohlenstoffvorräte und -vorratsänderungen verfolgt. Es kann angewendet werden, um die Kohlenstoffdynamik heutiger und zukünftiger Waldbewirtschaftung auf regionaler Ebene zu berechnen. Eine Berücksichtigung von Minderungsleistungen der Waldbewirtschaftung über Ökosystemgrenzen hinaus ist wichtig in Hinsicht auf die Ausschöpfung des Minderungspotenzials, aber auch auf finanzielle und ökonomische Aspekte. Die wirtschaftliche Situation in Thüringen führte bereits zu einem hohen Grad an Klimaeffektivität der Waldbewirtschaftung. Neben den Auswirkungen verschiedener Formen der Waldbewirtschaftung auf Hektarebene gibt es Effekte auf Landschaftsebene, die das zukünftige Minderungspotenzial von Wäldern nachhaltig beeinflussen. Kohlenstoffsenken und –quellen in bewirtschafteten Wäldern hängen auf Landschaftsebene eng von Altersklasseneffekten ab, die durch Bewirtschaftung und Störungen in der Vergangenheit bedingt sind. Das Potenzial, durch Waldbewirtschaftung CO2-Konzentrationen zu verringern, unterscheidet sich je nach regionalen Bedingungen, dem Zeithorizont und der zukünftigen Entwicklung der Bewirtschaftungsweise. Für Thüringen ermittelte das Modell im Mittel ein biologisch-technisches Potenzial von 20 Mt C, welches durch Speicherung in Biomasse, Boden und Streu, Holzprodukten und durch Energie- und Produktsubstitution zwischen 2010 und 2050 realisiert werden könnte. Dabei unterscheiden sich verschiedene Managementmaßnamen (z.B. Einstellung der Bewirtschaftung, Baumartenwechsel zu mehr Laubholz oder Verlängerung der Umtriebszeit, bei einer Umsetzung auf 20% der Waldfläche) weniger stark, wenn alle Pools und Leistungen summiert werden. Angewandt auf europäische Länder ermittelte FORMICA eine Senke des Gesamtsektors (Wald und Holzprodukte) für das kommende Jahrzehnt von jährlich etwa 20 Mt C. Diese Aufnahme wird allein durch die Alterung europäischer Wälder hervorgerufen. Die alterungsbedingte Senke in Europa wird über die nächsten 30 Jahre um etwa 1 Mt C pro Jahr abnehmen, sollte die momentane Bewirtschaftung beibehalten werden. Wie viel von dieser Senke letztendlich von Ländern unter dem Kioto-Protokoll und eventuellen Nachfolgeverträgen angerechtet werden kann, wird Verhandlungssache sein.

On 30 November 2022, the Commission proposed a voluntary EU carbon removal certification framework (CRCF) in order to promote carbon dioxide removal (CDR) through natural and technical approaches and spur investments into the respective technologies. This paper analyzes CDR typologies, compares them to CDR in the CRCF and identifies room for improvements. The aim is to stimulate the public debate by highlighting key aspects and implications of CDR activities that should be taken into account in implementing the framework and in future CDR policy-making.

A broad range of mitigation options have been identified and assessed in the literature that enable countries to close the existing gap between 2030 emission projections resulting from the aggregate efforts of countries to achieve their Nationally Determined Contributions to the Paris Agreement and the emissions level consistent with the Paris Agreement 1.5°C limit. This report documents the methodology chosen and the criteria applied for selecting and assessing promising options for intergovernmental cooperation in the G20 countries with relevance for closing the ambition gap in four key policy areas: 1) energy transition (from fossil to renewable energy sources), 2) synthetic e-fuels (production, trade, use of fuels from renewable energies), 3) sustainable food systems (reduction of post-harvest losses, food waste, animal products), and 4) forest protection (conservation and restoration of forests). The report presents the overall approach of the analysis by sketching its four working steps: Step 1 describes the status quo and the selection of initiatives to be reviewed. Step 2 constitutes an evaluation of selected initiatives, based on a number of criteria, including chances of success and effectiveness, efficiency and costs, transparency and institutional structures, sustainability and environmental integrity, and scope for improvements and need for additional multilateral cooperation. Step 3 aims at identifying options for closing policy gaps found in step 2. These options are further elaborated, and recommendations are formulated to support the options. Finally, step 4 provides a summary and conclusions regarding the options presented in an evaluation table.

Die Studie analysiert die nationalen Berichterstattungspflichten unter der Klimarahmenkonvention (UNFCCC) sowie inhaltlich parallele nationale Berichtspflichten unter der EU Governance-VO, um daraus Schlussfolgerungen für mögliche nationale institutionelle Vereinbarungen zu einem "Nationalen System Klimaberichterstattung" zu ziehen. Hintergrund ist die Idee, analog zum etablierten "Nationalen System Emissionsberichterstattung" auch über die Treibhausgasinventare hinausgehende Klima-Berichterstattungspflichten in Deutschland institutionell zu verankern. Für die Adressierung stehen im Wesentlichen zwei institutionelle Optionen im Raum, die in der Studie erörtert werden: Niedrigschwellig eine informelle Abstimmung zwischen den jeweils beteiligten Ressorts entlang der Strukturen der Emissionsberichterstattung oder formalisierter z. B. im Rahmen einer Staatssekretärsvereinbarung oder über eine Verankerung im gesetzlichen Regelwerk.

Achieving the Paris Agreement long-term temperature goal requires closing the ambition and action gap. G20 countries have a crucial role to play in realising increased climate policy ambition. Synthetic electro fuels (e-fuels) were identified as one of the key policy areas and promising options for intergovernmental cooperation between the G20 nations. This policy paper provides a comprehensive but condensed analysis of the current landscape of the promotion of synthetic e-fuels. It provides concrete policy recommendations to improve existing and develop future initiatives in the area of production and use of synthetic post-fossil fuels. In the context of an overall decarbonisation of the energy system, the paper focuses on aviation and maritime transport and the role of green hydrogen for indirect electrification of industry sectors in addition to direct electrification. Based on the analysis of already existing initiatives four new initiatives for the promotion of an accelerated uptake of synthetic e-fuels are suggested: a Sustainable e-Kerosene Alliance, a Sustainable e-fuel Alliance for Maritime Shipping, a Hard-to-Abate Sector Partnership and finally a Global supply-demand-partnership.

Um das Ziel der Treibhausgasneutralität bis 2045 gemäß des Bundes-Klimaschutzgesetzes (KSG) in Deutschland erreichen zu können, müssen anthropogen verursachte Emissionen drastisch reduziert werden. Nicht zu vermeidende Emissionen, z.B. aus der Landwirtschaft, müssen folglich durch natürliche Kohlenstoffsenken aufgenommen werden. Hierzu beauftragte das Umweltbundesamt das Vorhaben "Transformation zu einem vollständig treibhausgasneutralen Deutschland", kurz "CARE". Der vorliegende Bericht fasst die Ergebnisse zu einem Arbeitspaket abschließend zusammen. Konkret bietet er einen Überblick zu den möglichen Beiträgen der natürlichen Kohlenstoffsenken in Deutschland, um die Klimaschutzziele bis 2045 zu erreichen. Es werden die notwendigen Maßnahmen und entsprechenden Wirkungszeiträume wichtiger Senken- und Emissionsminderungspotenziale dargestellt. Außerdem werden die Sensitivitäten dieser Potenziale aufgezeigt, wenn z.B. zukünftig mit vermehrten Störungen, wie Dürreperioden zu rechnen ist. Maßnahmen, die im Einklang mit natürlichem Klimaschutz stehen, haben Synergien mit dem Erhalt und Schutz von Biodiversität und Ökosystemleistungen. Sie tragen zur Anpassung der Landnutzung an den Klimawandel bei, indem sie Wasserrückhalt, Kühlung in der Landschaft und die Bodenfruchtbarkeit verbessern. Die Extensivierung der Waldbewirtschaftung zugunsten von höheren Laubholzvorräten ist eine wesentliche Maßnahme, um CO2 aus der Atmosphäre in der Biomasse der Bäume zu binden. Gleichzeitig müssen Holzprodukte langfristig genutzt werden, um den darin enthaltenen Kohlenstoff zu speichern. Die Wiedervernässung von landwirtschaftlich genutzten organischen Böden, ist die effektivste Maßnahme, um Emissionen aus der Landnutzung zu reduzieren. Weitere wichtige Maßnahmen des natürlichen Klimaschutzes sind die Erhöhung des Bodenkohlenstoffs durch die Etablierung von Agroforstsystemen, der Anbau von Zwischenfrüchten und mehrjährigen Kulturen wie Kleegras. Die Pflanzung von weiteren Stadtbäumen ist ebenfalls eine Möglichkeit für zusätzliche CO2-Bindung im Siedlungsbereich.

The expansion of biofuel production can lead to an array of negative environmental impacts. Therefore, the European Union (EU) has recently imposed sustainability criteria on biofuel production in the Renewable Energy Directive (RED). In this article, we analyse the effectiveness of the sustainability criteria for climate change mitigation and biodiversity conservation. We first use a global agriculture and forestry model to investigate environmental effects of the EU member states National Renewable Energy Action Plans (NREAPs) without sustainability criteria. We conclude that these targets would drive losses of 2.2 Mha of highly biodiverse areas and generate 95 Mt CO 2 eq of additional greenhouse gas (GHG) emissions. However, in a second step, we demonstrate that the EU biofuel demand could be satisfied 'sustainably' according to RED despite its negative environmental effects. This is because the majority of global crop production is produced 'sustainably' in the sense of RED and can provide more than 10 times the total European biofuel demand in 2020 if reallocated from sectors without sustainability criteria. This finding points to a potential policy failure of applying sustainability regulation to a single sector in a single region. To be effective this policy needs to be more complete in targeting a wider scope of agricultural commodities and more comprehensive in its membership of countries.

Multilateral cooperation initiatives (or "climate clubs") can generate some of the additional action that is needed to achieve the goals agreed in the Paris Agreement. An analysis of the state of collaboration in the four policy areas energy transition, synthetic fuels, food systems and forest protection identified several possible additional themes and formats for additional initiatives. A number of these are highlighted as particularly promising following specific analyses of opportunities provided in the context of the UNFCCC, the G7 and G20 and through the pro-climate action agenda of the Biden Administration in the US. Expert consultations have further highlighted the need for a focus on access to sustainable finance as a key horizontal topic for targeted multilateral collaboration and also pointed to the strategic consideration of a sequential use of political fora to promote new initiatives. The analysis reveals diversity in the landscape of international cooperation across these policy areas. They differ in several ways: the extent to which countries are already cooperating, the scope of multilateral initiatives and what instruments are available to them vary. Those factors depend on the development of the policy area itself, but also on (perceived and real) political support for action. Thus, advancing multilateral cooperation on climate change in specific policy fields requires smartly addressing multiple channels and processes for which this report presents potential starting points.

On 30 November 2022, the Commission proposed an EU carbon removal certification framework (CRCF). The proposed framework could undermine the environmental integrity of EU climate policies. This risk is aggravated by the fact that the EU has not agreed on the role of removals for the time past the year 2030. This report assesses the Commission's proposal for the CRCF and discusses interlinkages of the CRCF with other pieces of EU climate law. The report provides an overview of the proposal's main elements and assesses them. Criteria for assessment include (1) whether the proposal strengthens EU climate policies, (2) whether it safeguards the integrity of climate policies, (3) whether it contributes to strong environmental policies and (4) whether it takes account of other aspects relevant for the uptake of carbon removals, such as energy consumption, cost saving, and innovations.

This report examines how, and under which circumstances different forms of financing are suitable for results- or transfer-based mechanisms for reducing emissions from deforestation and forest degradation as well as enhancing removals in forests (REDD+) in the context of different countries and measures. The approach of results-based payments is an important element of REDD+. Compared to unconditional finance approaches it delivers finance upon the achievement emission reductions or removals. The report provides a typology of REDD+ finance mechanisms by elaborating differences between activity-, results- and transfer-based finance. We analyse 13 specific REDD+ finance mechanisms with regard to a range of criteria (e.g. general characteristics, financial governance, monitoring and quantification provisions). The report also explores which requirements arise from Article 6 and the common practice of market-based approaches for financing REDD+. This is followed by an assessment of the potential for REDD+ financing under different assumptions. To assess how the approaches work in practice, the report discusses REDD+ financing in the context of five case countries: Indonesia, Ethiopia, Peru, Vietnam and Democratic Republic of Congo. Against this background, we assess the suitability of REDD+ financing mechanisms for specific country situations. Finally, we draw overall conclusions and formulate recommendations for actions and constraints on the use of different forms of REDD+ financing.
