Bisherige Bemühungen, den Vorgaben des Art. 23 BL durch entsprechende Gesetzesänderungen nachzukommen, sind bislang im Legislative Council, Hongkongs parlamentarischen Legislativorgan, gescheitert. -- Für Hongkong als einen der wichtigsten Medienstandorte Asiens ist die Ausgestaltung einer solchen Gesetzgebung von großer Bedeutung.
