The size of the informal labour force and its contribution to the national income of North Cyprus has been an issue of considerable controversy and political significance. Because of the relatively free movement of labour between Turkey and North Cyprus, a significant body of unregistered workers have accumulated in North Cyprus. The findings are that from 1996 to 2000 the informal employment is between 35 to 40 per cent of the total labour force. Because not all the informal sectors production is excluded from the official national income statistics, the understatement of the official statistics is estimated to be between 12 to 17 percent of GNP. The fiscal losses are estimated to be about 9 percent of total tax revenues and a loss of social security revenues is approximately 38 per cent of the total annual contributions.

AbstractThis article measures the extent of – and unrecorded income generated by – informal employment in a micro economy characterized by poor governance. Household survey and census data are used to estimate the number of informal workers in Northern Cyprus and analyse the characteristics of informal employment, for the period 2004–11. Informal workers are mostly comprised of citizens with no social security registration, illegally employed immigrants or second‐job holders who have not registered their second jobs. In terms of value added, the estimated size of the informal economy is 9.1 per cent and 12.2 per cent of GNP in 2006 and 2011, respectively.

RésuméLes auteurs évaluent l'emploi informel – et les revenus non déclarés qu'il engendre – dans une très petite économie à gouvernance médiocre. Les données d'une enquěte auprès des ménages et d'un recensement leur servent à estimer le nombre de travailleurs en emploi informel à Chypre‐Nord, ainsi que les caractéristiques de cet emploi, entre 2004 et 2011. Les travailleurs concernés sont essentiellement des citoyens non affiliés à la sécurité sociale, des immigrés employés illégalement ou des personnes ayant deux emplois dont un non déclaré. L'économie informelle aurait représenté 9,1 pour cent du PNB en 2006, et 12,2 en 2011.

ResumenEn este artículo se mide el alcance del empleo informal y los ingresos no registrados que genera en una microeconomía caracterizada por una gobernanza deficiente. Se utilizan datos censales y de encuestas para estimar el número de trabajadores informales en Chipre Septentrional y analizar sus características durante el periodo 2004–2011. En su mayoría son nacionales no registrados en el régimen de seguridad social, inmigrantes ilegales o pluriempleados que no han declarado su segundo empleo. En términos de valor añadido, el tamaño estimado de la economía informal era del 9,1 y del 12,2 por ciento del PIB en 2006 y 2011, respectivamente.

Vocational Education Teachers are one of the main important assets for workforce development. This study of the workforce of VET teachers in selected partner countries has two main goals. The aim of this research is to evaluate the level of teacher's development and training programs and test as well, to inform national policymakers about the situation and the needs of the VET teachers and, secondly, to help monitoring the implementation and the change of the teacher professional development. The methodology to be used is based on qualitative research methods, including interviews und surveys. A major focus of the survey is to enable policy makers to understand what is required to bring along improvements in the Continuing Professional Development (CPD) quality, effectiveness and responsiveness, as well as factors affecting teacher effectiveness in general, such as their motivation and career structure. Professional development for teachers and trainers is widely recognized as a vital tool for the educational reform (Bicaj, 2013). Research shows that the professional development can enduring improve the quality of teaching and learning, enhancing the effectiveness of education and training and providing added value to students, teachers and employers. There is no doubt about the importance of the Continuing Professional Development of VET teachers. Kosovo has for many years developed extensive policies to address this issue, and currently these policies are being implemented.
