It is often claimed that pollution reductions can be achieved at lower cost in Central and Eastern Europe and the former Soviet Union, because more possibilities exist to update production processes and reduce waste. To date, however, there has been little or no systematic evaluation of what the costs actually are in these countries. The main purpose of this paper is to partially fill this research gap using firm-level data from Lithuania. Abatement cost estimates for key air pollutants are presented based on investments made in Lithuania during 1993–4. The paper also attempts to estimate the demand for pollution directly using data on pollution charges from 1994. Using both methods, it is shown that for at least some key pollutants marginal and average abatement costs are probably substantially lower in Lithuania than in western countries.

This paper evaluates policies for addressing forest degradation in developing country hill areas, where agriculture is the major activity and villagers depend on forests for important economic inputs. Population growth, poverty, and open access probably explain most 'overuse' in such areas, but these are very difficult, long-term problems. The paper argues that under such conditions interim demand-side policies should be seriously considered, but the case is also made that the set of feasible instruments is quite small. Focusing on the case of Nepal, two instruments for reducing fuelwood demand – promotion of more efficient, wood-burning cookstoves and policies that reduce the prices of alternative fuels (e.g., through subsidies) – are evaluated. Using a simple analytical model and results from two household surveys conducted in Nepal, it is concluded that promoting improved stoves is a much more efficient and equitable instrument than, for example, subsidizing the major alternative fuel, which is kerosene. The cost of fuelwood saved using improved stoves is predicted to be a very low $2.77 per metric ton.

The eastern Inland Empire of Southern California has experienced dramatic growth of the logistics industry since 2000. This paper analyzes the air pollution implications of that expansion. It is found that truck traffic will generate significant air pollution, especially PM2.5. The estimated excess mortality associated is 32–64 cases per year, with a combined excess mortality and morbidity value of $247–$455 million per year. This represents 44%–81% of the estimated wages generated by industry growth and $5 million–$9 million per distribution facility. These estimates suggest that policies should be developed to internalize those costs.

Lithuania is one of ten countries in Central and Eastern Europe that is aligning its environmental policies with those of the European Union (EU). The costs of harmonizing environmental policies are expected to be extremely high and to fall disproportionately on local governments. One policy option for financing these service upgrades is to use increased tariffs. We evaluate the feasibility of this strategy by estimating household willingness to pay for upgraded landfill, sewerage, and recycling programs. We then compare estimated benefits with costs from the literature. We find that household willingness to pay is substantial for upgraded landfill management and expanded sewerage service, but virtually zero for the two recycling programs considered. Relative to costs, households are willing to pay approximately 80–90 per cent of costs for landfill improvement, but less than 10 per cent for upgraded sewerage service and recycling programs. These results suggest that targeted subsidies will be critical to fund the municipal environmental expenditures required for Lithuania to join the EU.

ABSTRACTThis paper analyzes behavioral change spurred by better common property forest management (CPFM), with a focus on on-farm tree planting. Results from our theoretical household model suggest that on-farm trees, which provide products that can substitute for those from common forests, should be stimulated by better CPFM systems. We test this finding using data from a household survey conducted in the Bolivian Andes in 2000. We find that better CPFM at its highest level of aggregation is positively correlated with more and higher quality on-farm trees. In terms of less aggregated indices, relatively few variables are significant, though two particularly important aspects of forest property rights – access clarity and the existence of formal penalties for overuse – actually reduce on-farm tree planting. We therefore conclude that in general synergies between individual CPFM components are most critical for behavioral change, but improvement of property rights aspects of CPFM may give counter-intuitive results.

Economic instruments offer the potential to reach pre-determined environmental goals at a lower aggregate cost than less incentive-based measures, but administrative underpinnings crucial to the effective functioning of economic instruments may be lacking in developing countries. For this reason, pragmatic analysts and policymakers often advocate the use of so-called 'mixed' instruments that combine incentive mechanisms with improved administrative arrangements. This paper explores such possibilities with reference to intensive shrimp aquaculture, which dominates shrimp farming and is an important economic sector in Thailand. This activity has been cited as a major contributor to environmental degradation in Thailand and several other countries through destruction of mangrove forests, salinization of land, sludge disposal, and, in particular, water pollution. An analytical model is presented that highlights some of the key opportunities and limitations of mixed instruments applied to shrimp aquaculture. Mixed instruments are then proposed and evaluated.
