Dünya nüfusunun yarısını kadınlar oluşturmasına rağmen, günümüzde yerel politikada kadın temsilinin sınırlı sayıda olduğu görülmektedir. Burada ulaşılması gereken hedef, kadının siyasete ve toplumsal hayata katılımında önüne çıkabilecek engelleri en aza indirebilmektir. Bu hedefe ulaşabilmek için de kadına, biyolojik etmenlerden kaynaklanan durumundan dolayı yalnızca eş ya da anne olarak bakan toplum zihniyetini değiştirmek yerinde olacaktır. Ayrıca bu siyasi katılım sürecinde ailenin, sivil toplum kuruluşlarının, siyasi partilerin de desteği son derece önemlidir. Bu çalışmada, Türkiye'de kadınların yerel siyasette temsilinin yeterli düzeyde olmadığını belirten hipotezin Çorum ili ve ilçelerinde geçerli olup olmadığı sınanmaktadır. Bu amaçla 2009 ve 2014 yılları yerel yönetim seçimlerine ilişkin seçmen profili, adaylar ve sonuçlar incelenmiştir. Özellikle kadın seçmen, kadın aday ve kazanan kadınların temsil oranları ilgili yıllar için ortaya konulmuştur. Araştırmada kullanılan tüm veriler Türkiye İstatistik Kurumu ve Yüksek Seçim Kurulu'nun web sitelerinden alınmıştır. Çorum ili seçmenlerinin 'inin kadın olmasına rağmen il genel seçimlerinde 2009 yılında kadın adayların % 4'ü, 2014 yılında ise kadın adayların % 23'ü kazanabilmiştir. Belediye başkanlığı seçimlerine bakıldığında ise 2009 yılında kadın adayların sadece %4'ü kazanırken; 2014 yılındaki seçimlerde ise kadın aday çıkmamıştır ; It is necessary to being effective in politics by ladies which society are need to develop Democracy comprehension. Nowadays, woman representation on local government is limited even though half of world's population is consist of woman. The targets to be achieved is remove the difficulties to replace woman position on politics and social life. Therefore, it is necessary to change society's opinion for misplaced woman's position on society like as just mother role or wife role. Besides, Non-Governmental Organizations and Political Parties will support this changing of women's role in society. In this study, it has proved hypothesis that woman representation are insufficient level on local politics all around the Turkey via applying Çorum and it's district. For this purpose, local administrative elections has been investigated as voter profile, candidates with gender and results within 2009 and 2014. Especially, woman voter, woman candidate, winning women and it's representative rate which were indicated in this study. All of data was obtained from Turkish Statistical Institute and Higher Selection Committee. According the result of this study, although 51% is the total rate of woman voter in provincial general election at 2009, only 4% of woman candidates have won in election. Besides, in 2014 just 23% of woman candidates have won in election. In mayoralty election at 2009, although only 4% of woman candidates have won, but there is no elected woman at 2014 in election.

research ; Local administration in Turkey consists of municipality, special provincial administration and villages. When their financial magnitude is taken into consideration, municipalities come first among the local administrations which spend resource expenditure. Financial statements which are prepared by the municipalities are helpful in terms of making decisions for source allocation and evaluation for widespread user groups. Financial statements which are formed with this purpose provide information about financial situations and performance of administration and cash flows. The main purpose of this study is to investigate the relationship between municipalities' expenses and incomes defined as their budget balances in Turkey and population related rates and if it makes a contribution to this field. We analysed all municipalities' consolidated financial statements which include revenues and expenses between 1980 and 2014 to explain their financial statements and National Population Growth Rate, Municipal Population/Total Population and Harmonized Gross Domestic Product (as Percentage). There are more relationships between the rates and the financial statements according to literature. We also found the same relationships between municipalities' expenditures and municipal population/total population with highly coefficient of 5% a statistically significant level. Especially Investment Expenditures have increased according to the increasing rate of the municipal population/total population during the period in Turkey. At the same time there are two important independent variables in revenues for the period which are statistically significant. Taxes and NonTax Revenues have increased in the period of analyse related to the increasing rate of the Municipal Population/Total Population. In the last model of relationships between Harmonized Gross Domestic Product and Municipalities' Financial statements, Current Expenditures variable is highly related to Harmonized Gross Domestic Product in the period. ; Türkiye'de yerel yönetim; belediye, il özel idareleri ve köylerden oluşmaktadır. Bu amaçla oluşturulmuş mali tablolar, finansal durumlar, belediyelerin yönetim ve nakit akışlarının performansı hakkında bilgi sağlamaktadır. Bu çalışmanın temel amacı, Türkiye'de bütçe dengeleri açısından belediye harcamaları ile gelirler arasındaki ilişkiyi incelemek üzere nüfusa ilişkin oranları araştırmak ve bu alana katkıda bulunmaktır. Finansal Tablolarını ve Ulusal Nüfus Büyüme Hızı, Belediye Nüfus / Toplam Nüfus ve Uyumlaştırılmış Gayri Safi Yurtiçi Hasıla (Yüzde olarak) kullanılan bağımlı değişken ile, 1980-2014 yılları arasında gelir ve giderleri içeren tüm belediyelerin konsolide finansal tabloları analiz edilmiştir. Oranlar ile finansal tablolar arasında literatüre göre ilişki olduğu tespit edilmiştir. Belediyelerin harcamaları ile belediye nüfusu / toplam nüfus arasında % 5'lik önem derecesinde istatistiksel olarak anlamlı bir ilişki bulunmuştur. Özellikle yatırım harcamaları, Türkiye'de incelenen dönem boyunca artış olduğu tespit edilmiştir. Cari giderler ile Uyumlaştırılmış Gayri Safi Yurtiçi Hasıla arasında da istatistiki açıdan anlamlı sonuçlar elde edilmiştir.

The main aim of this study is to determine the effect of municipality investment decisions on financial tables. For this purpose, we analyzed financial ratios which were used in investment decisions during 2006 to 2014 in Turkey. Financial relationships are between the municipality's financial decisions on both drinking water investment and sewerage investment and their financial ratios that were calculated from financial statements. In Turkey, there are 81 municipalities in the local government status. We analyzed all municipalities' consolidated financial statements, such as balance sheets and income statements during the aforementioned period. In this study, we used a two-step analysis. Firstly, we calculated traditional financial ratios of all municipalities and secondly, we used the Structural Equation Model (SEM). We calculated all ratios, and then we analyzed any structural relationships between the dependent variables and independent variables. We designated "Drinking Water Investments" and "Sewerage Investments" as dependent variables in the study. As for independent variables, we have chosen some financial ratios that are related to literature. In the study, we have some major findings for the variables. Drinking Water Investment results showed two important things. Firstly, signs of all variables are very important. However, when Financing Ratio and Taxes to Revenues' signs are "-" negative, it means the municipality may reduce the total liabilities to increase drinking water investment. The total tax to total revenue ratio must decrease in order to invest in and establish the drinking water system. In testing for Sewerage Investment, Quick Ratio, Grants, Aids and Special Revenues (Special Rev to T-Rev) and Administrative Cost (Admin Cost) are negative "-" signs in the SEM result. It means that if the municipality wants to invest in sewerage investments, they should take into account that these variables have a negative effect on this investing in the sewerage system.
