Die Autoren des Bandes zeichnen den schwierigen Weg von einem Transformationsstaat, mit der sowjetischen Vergangenheit, zum Rechtsstaat, mit demokratischer Verfassung und stärkerem Parlament, nach. Die Verfassungsreform in Georgien wurde begleitet von kritischen Aktionen seitens der Opposition, ein Gegenentwurf der zivilrechtlichen Verfassungskommission wurde ausgearbeitet.
