Globalization is widely seen as a powerful engine that has the potential to promote growth and development. For many years, however, concerns have also been raised about the effects of globalization on jobs and wages. This has led to questions about the social sustainability of globalization. This publication consists of contributions by leading academic experts who analyse the various channels through which globalization affects jobs and wages. Together, the nine chapters in this volume summarize state-of-the art knowledge on themes related to the social dimension of globalization.
One of the goals of the multilateral trading system is to enhance the stability and predictability of the environment in which traders operate.Binding tariffs at the WTO reduces the scope for their discretionary use. But, countries have bound tariffs at ceiling levels often substantially above the level of applied tariffs. Therefore, whether the ceiling rate at which countries have committed at the WTO is sufficient to diminish trade policy volatility is an empirical question. Using a recently built database on applied tariffs covering over 100 countries for the period 1996 to 2009, we find evidence that countries do vary tariffs. Most importantly, we find evidence that applied tariffs of tariff lines that are bound are more likely to be decreased and less likely to be increased, and that this taming effect of the binding decreases with the level of the water (i.e. the gap between bound and applied tariff). This finding is robust to controlling for political economy determinants of tariffs and to factors related to the economic cycle.
Adjusting to Trade Liberalization - The Role of Policy, Institutions and WTO Disciplines seeks to identify tools at the disposal of governments to smooth adjustment, to minimize an economy's adjustment costs and to alleviate the burden of those who suffer most.
The purpose of the paper is to discuss the effects of WTO accession on policy-making and institutional reforms in transition countries. This is done by looking at the experience of those transition countries which are already Members of the WTO. We start by examining the effect of accession on trade policy and distinguish between the effects of accession negotiations and those of autonomous policy initiatives. Other areas of domestic policy-making considered in the analysis include market access, governance, government budget, structural reforms, trade and investment arrangements with regional partners and macroeconomic management. We find that no precise blueprint of accession conditions can be ascertained, that WTO played a role, albeit not an exclusive one in the process of liberalization, that the costs of WTO Membership are not negligible, that the benefits of WTO Membership are also significant in terms of a better market access, improved governance and a recourse to better economic policies.
Le propos de cet article est d'analyser les effets de l'adhésion à l'OMC sur les changements politiques et institutionnels des pays en transition. Pour ce faire, nous observerons l'expérience de ceux de ces pays qui sont déjà membres de l'OMC et/ou qui y ont adhéré récemment. Nous commençons par examiner les effets de l'adhésion sur la politique commerciale et distinguons les effets découlant des négociations d'adhésion et ceux résultant d'initiatives politiques autonomes. Les autres domaines de politique économique abordés dans cette étude sont l'accès au marché, la gouvernance, le budget de l'État, les réformes structurelles, les accords conclus avec des partenaires régionaux en matière de commerce et d'investissement et la gestion macroéconomique. Nous en concluons que les conditions d'adhésion ne font pas l'objet d'un schéma directeur précis, que l'OMC a joué un rôle certain mais non exclusif dans le processus de libéralisation, que les coûts de l'adhésion ne sont pas négligeables mais que ses avantages sont néanmoins appréciables dans le sens d'un accès plus facile au marché, d'une meilleure gouvernance et d'un recours à des politiques économiques plus efficientes.
Cette contribution s'inscrit, du point de vue méthodologique, dans une approche intermédiaire entre la description et la construction d'une théorie générale. En l'occurrence, il s'agit d'élaborer une grille de lecture qui permette, dans un premier temps, de saisir la situation actuelle du marché du travail en Europe de l'Est et d'identifier ses incidences sur l'état de ces économies, et, dans un second temps, d'analyser du point de vue de leur efficacité et de leur faisabilité systémique l'ensemble des politiques envisageables en matière d'emploi. L'excédent de demande est une constante des marchés du travail en Europe de l'Est, ce qui s'explique par la recherche incessante de croissance. Mais aujourd'hui, plus que par le passé, le contenu de cette croissance est important : elle doit être qualitative pour que les économies centralement planifiées puissent faire face efficacement aux défis social, militaire et commercial. Dans cette situation, quatre types de politiques en matière d'emploi peuvent être envisagés : l'accroissement du volume du travail, l'accroissement de la productivité par la sanction, par la récompense et finalement par la persuasion. L'article confronte les quatre types de politiques avec sept critères d'efficacité et de faisabilité économiques, il en résulte une typologie. Au terme de l'analyse, il s'avère que des quatre types de politiques seul un est efficace, mais il n'est pas praticable, pour des raisons systémiques. Dans l'impossibilité de relever le défi de l'emploi, les économies centralement planifiées doivent recourir à des expédients, qui ne sauraient apporter de solution durable aux déficiences de leur croissance : accroissement de la part de l'accumulation dans le produit matériel net, importation de biens de production à plus haute productivité, etc.

Since the outbreak of the COVID-19 pandemic there has been a discussion among researchers and policy makers about changes to global value chains, both about expected changes and changes that should be promoted by government policies. In this paper we conduct an in-depth analysis of the reasons for changes in global value chains as a result of COVID-19 both from a positive angle, analysing expected changes in the behaviour of firms, and from a normative angle, assessing the different arguments for policy interventions by governments. After this analysis international cooperation of trade policies and the role of WTO in crises like the COVID -19 pandemic is explored. The analysis generates three main conclusions. First, the COVID-19 pandemic could contribute to diversification of sources of supply whose extent will vary by sector depending on the costs of value chain reorganization. The pandemic, by contrast, is not likely to contribute much to re-shoring, the return of manufacturing activities to industrialized countries, which is more likely to be driven by pre-existing trends such as rising factor costs in emerging countries, increasing uncertainty about trade policy, and robotization and automation of production. Second, the pandemic has led to increased attention to the provision of essential goods in situations of crisis and our analysis concludes that to achieve this objective, global cooperation should be preferred to national policies such as domestic production and export restrictions. Third, the largest risk for the global economy in the aftermath of the pandemic is a move away from open, non-discriminatory trade policies, which would jeopardize the large benefits of open trade regimes in the current global economy characterized by scale economies, innovation spillovers, and a global division of labour.
