Multicultural education is a form of education that are expected to shape the behavior of learners of character or morality. In the National Education Law No. 20, 2003, namely: national education aims to develop students' potentials to become a man of faith and devoted to God Almighty, noble, healthy, knowledgeable, skilled, creative, independent, and become citizens of a democratic and responsible. Correspondingly, reinforced in national education functions to develop the skills and character development as well as a dignified civilization in order to educate the nation. Therefore, multicultural education is expected to provide color on the behavior of learners who have an awareness of cultural diversity, human rights and the reduction or elimination of the type of prejudice to a fair public life and advanced society. Therefore, multicultural education is expected to be implemented in school education, so that it becomes a character for students who are able to appreciate and respect the diversity of cultures, races, and religions which ultimately can create a conducive atmosphere in the school

Providing quality education requires setting up a cooperative relationship to achieve the goals of the educational organisation. The coordination of supervisors and principals in academic supervision aims to improve the quality of learning with existing educational resources effectively and efficiently. This study aimed to find out: 1) the planning of the academic supervision programme of supervisors and principals; 2) strategies in implementing Academic Supervision of Supervisors and Principals; 3) obstacles to Academic Supervision of Supervisors and Principals to the Learning Quality Improvement Process at SMK Negeri 1 Al-Mubarkeya, Aceh Besar Regency.The subjects of this research are school supervisors, principals and teachers at SMK Negeri 1 Al-Mubarkeya Aceh Besar District - data analysis using descriptive qualitative, which includes data reduction, data presentation, and conclusion drawing. The study results are 1) The planning of the academic supervision programme by the principal is carried out at the beginning of the school year through a meeting with the teachers' council. The programme supervises learning devices, monitoring, learning process and learning outcomes assessment. 2) The strategy for implementing the academic supervision programme by the principal is carried out in four stages, namely: initial survey before conducting academic supervision, classroom visits, interviews outside the classroom and evaluation of the results of classroom visits and. 3) Obstacles in academic supervision, namely: limited time in supervising teachers, lack of personal, leadership and professional qualities, incentives from the government that are still lacking and, the motivation that is still lacking.

Principal leadership is also required to create an excellent organisational climate so that all components of the school can play a role together to achieve the goals and objectives of the school organisation. The research objective was to determine the principal's leadership in developing a religious school culture at the basic education level in Jagong Jeget District, Central Aceh District. This research uses a qualitative approach with descriptive methods. Data collection techniques are carried out through observation, interviews, and documentation. The research subjects were school principals, teachers, staff, students, and parents in Jagong Jeget District. The results of the study found: 1) the principal's program in developing school culture consists of the vision, mission, goals and program targets; making plans for program activities; creating religious school culture programs in the form of reading asmaul husna, reading blessings, reading daily prayers, reading short surahs, dhuha prayers, reading yasin together, extracurricular tahfizh and so on. Second, the principal's strategy in developing a religious school culture is power, persuasion, and normative strategies. 3) Factors supporting the school principal's leadership in developing a religious school culture are adequate facilities and infrastructure and support from various parties that can support the creation of a religious school culture. At the same time, the inhibiting factors for developing religious school culture are inadequate water availability and limited places for ablution. The solution to these obstacles can be minimised.

Leadership is an essential component in running an organisation. A leader needs a strategy where educators are willing and able to develop skills in the current era. This study aims to find out what strategies are used by a leader in improving teacher performance in the Revolutionary Era 4.0 at MIN Banda Aceh, Indonesia. The method used is a descriptive analysis method with a qualitative approach – data collection techniques through observation, interviews, and documentation. The subjects are Principals, Curriculum Assistants and Teachers of MIN 6 Model Banda Aceh and MIN 9 Banda Aceh. This study had eight research subjects: two school principals, two deputy heads of curriculum and four teachers. The results showed that: 1) MIN 9 Banda Aceh programs implemented to improve teacher performance in the 4.0 revolution era were the mini KKG program and the Digital Class Program programmed by the Ministry of Religion to support changes and developments in increasingly advanced technology. 2) School Principals have several strategies for improving teacher performance in Revolutionary Age 4.0. The initial strategy was to provide training to educators, and the second strategy was to provide opportunities for teachers by attending webinars and private lessons on the operational use of IT. The 3rd strategy is Disciplining the teachers. The discipline of using is composed of several indicators, namely, the field of attendance, the punishment of dress, the discipline of entering class, the sentence of sharing a sense (social) and the penalty of responsibility. 3) The evaluation is carried out by supervising teaching staff starting from the initial, core, and closing activities and looking at administrative completeness such as syllabus, lesson plans, modules, ppt, teaching materials and materials according to the students. 4) The obstacles to implementing the mini KKG and Digital Class programs are insignificant. These obstacles can be overcome properly.

The school supervisor has the main task of monitoring, supervising and evaluating the implementation of education. This research aims to describe high schools in Banda Aceh City: 1) Supervisor coaching program for teacher pedagogic competence; 2) Supervision strategies for improving teacher pedagogy; 3) Evaluating the Superintendent training program; 4) The supporting and inhibiting factors found by the supervisors in increasing the pedagogical competence of teachers.This research uses a type of descriptive qualitative research method. The subjects in this study consisted of supervisors, principals and teachers. The research was conducted at the driving schools of Negeri 3 and Negeri 7 Kota Banda Aceh. Collecting data with the method of interviews, observation and documentation. The results of the study can be concluded: 1) the preparation of the supervisory program is carried out at the beginning of the school year, consisting of a Managerial Program Plan (known as RPM) and an Academic Program Plan ( known as RPA); 2) the implementation of the academic supervision program has stages and a structured schedule; 3) program evaluation is about evaluating the results of academic supervision, especially on the educational competencies carried out by school principals and supervisors for teachers; 4) follow-up and solutions to these obstacles are coaching from school supervisors and principals, attending training, sharing in the MGMP and increasing the intensity of class visits to regular and continuous academic supervision.

Abstract: The purpose of this study was: to find out: the programs, strategies, and constraints faced by school principals in improving the quality of education in the Elementary School in Cluster VI of Geumpang Geumpang Pidie Regency. This study uses a descriptive method with a qualitative approach. Data collection techniques used are: interviews, observation, and documentation studies. The research subjects were: school principals, vice principals, and teachers. The results showed that: (1) The planning of the principal's program in improving the quality of education has been prepared, but is not well detailed, (2) Implementation of education quality improvement programs by implementing democratic leadership strategies. In facing teachers, principals often exchange ideas with teachers, so find an effective way to improve their performance in the development of the learning process, and (3) The obstacles encountered by principals in improving the quality of education include: lack of available funds for teacher training outside official hours, there are still teachers who are less active, and the results of upgrading have not been able to be socialized to their friends.Keywords: principal leadership, educational quality, elementary school.Abstrak: Tujuan penelitian ini adalah: untuk mengetahui: program, strategi, dan kendala yang dihadapi kepala sekolah dalam meningkatkan mutu pendidikan di SD Gugus VI Geumpang Geumpang Kabupaten Pidie. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah: wawancara, observasi, dan studi dokumentasi. Subjek penelitian adalah: kepala sekolah, wakil kepala sekolah, dan guru. Hasil penelitian menunjukkan bahwa: (1) Perencanaan program kepala sekolah dalam peningkatan mutu pendidikan telah disusun, namun belum terinci dengan baik, (2) Pelaksanaan program peningkatan mutu pendidikan dengan menerapkan strategi kepemimpinan demokratis. Dalam menghadapi guru, kepala sekolah sering bertukar pikiran dengan guru, sehingga menemukan cara yang efektif untuk meningkatkan kinerjanya dalam pengembangan proses pembelajaran, dan (3) Kendala yang dihadapi kepala sekolah dalam meningkatkan mutu pendidikan antara lain: kurangnya dana yang tersedia untuk pelatihan guru di luar jam dinas, masih ada guru yang kurang aktif, dan hasil penataran belum dapat disosialisasikan kepada teman mereka.Kata kunci: kepemimpinan kepala sekolah, kualitas pendidikan, sekolah dasar.DOI: http://dx.doi.org/10.23960/jpp.v11.i3.202108

Education is one of the long-term investments that has the ultimate goal of producing reliable, and competitive human resources at both the local and global levels. Educational development will be difficult to achieve if it is not supported by adequate funding. This study aims to analyze the planning, implementation and supervision of education costs from the APBN and APBD. This study uses a descriptive method with a qualitative approach. Data collection techniques in the form of interviews, observation and documentation. The subject of this research is the Head of the Planning and Information System Administration Bureau, the Head of the Planning Section, the Head of the Finance Section, the Head of the Program Planning and Budgeting/SP4 Preparation System Team, the Head of the Information System Section and the Head of the Quality Assurance Agency. The results of the study indicate that planning uses a bottom up pattern with SP4 from the lowest work unit to the university level, the implementation of the budget is used to finance expenditures sourced from the APBN and APBD. Control is carried out as the implementation of the controlling function in the preparation of the Performance Accountability Report for Government Agencies to assess financial performance, the Quality Assurance Agency for performance achievements from the quality aspect. Meanwhile, the supervision is carried out by the BPKP, Bawasda and the Inspectorate General of the Ministry of National Education. Financing management is an evaluation in improving the quality of education.

This study aimed to determine: Student management planning and implementation in improving cadets' discipline at the Malahayati Aceh Shipping Polytechnic and the Obstacles faced in managing students in improving cadets' discipline. Data collection techniques through observation, interviews, and documentation studies. The subjects of this study were directors, heads of academic administration and cadets, instructors/lecturers/teachers, and cadets and cadets. The results of the study are: 1) Planning for cadet and cadet management at the Malahayati Aceh Shipping Polytechnic is carried out based on vision and mission and consists of a) planning for the acceptance of cadets and cadets; b) planning for character development for cadets and cadets; c) planning the implementation of cadets and cadets' learning; and d) planning for the implementation of cadet and cadet learning evaluations. 2) The implementation of cadet and cadet management is by carrying out all regulations such as the cadet and cadet regulations as well as procedures that have been previously arranged and the implementation of all planned programs, namely the implementation of cadet and cadet admissions new, implementation of character training, implementation of learning, and implementation of learning evaluation; 3) The obstacles faced in carrying out student management to improve the discipline of cadets and cadets are not too heavy. The obstacles encountered are only internal, namely between caregivers, instructors and cadets and cadets.
