Poor people living in slums are at particularly high risk from the impacts of climate change and natural hazards. They live on the most vulnerable lands within cities, typically areas that are deemed undesirable by others and are thus affordable. Residents are exposed to the impacts of landslides, sea-level rise, flooding, and other hazards. Exposure to risk is exacerbated by overcrowded living conditions, lack of adequate infrastructure and services, unsafe housing, inadequate nutrition, and poor health. These conditions can turn a natural hazard or change in climate into a disaster, and result in the loss of basic services, damage or destruction to homes, loss of livelihoods, malnutrition, disease, disability, and loss of life. This study analyzes the key challenges facing the urban poor given the risks associated with climate change and disasters, particularly with regard to the delivery of basic services, and identifies strategies and financing opportunities for addressing these risks. Several key findings emerge from the study and provide guidance for addressing risk:The urban poor are on the front line. The poor are particularly vulnerable to climate change and natural hazards due to where they live within cities, and the lack of reliable basic services.City governments are the drivers for addressing risks. Local governments play a vital role in providing basic services which are critical to improving the resilience of the urban poor. City officials build resilience by mainstreaming risk reduction into urban management. Climate change adaptation and disaster risk reduction can be best addressed and sustained over time through integration with existing urban planning and management practices.Significant financial support is needed. This study on Bangladesh Dhaka-improving living conditions for the urban poor reflects a comprehensive look at poverty in Dhaka with an aim to provide the basis for an urban poverty reduction strategy for the Government of Bangladesh, local authorities, donors, and NGOs. While the needs in Dhaka are enormous, this study focuses on analyzing those critical for the poor - understanding the characteristics and dynamics of poverty, issues of employment, land and housing, basic services, and crime and violence. This analysis will provide a platform for developing recommendations for policy reform as Dhaka endeavors to meet the growing challenges and urgent needs of the urban poor. Each chapter concludes with a set of recommended priorities for poverty reduction.

Despite the billions of dollars spent on development assistance each year, there is still very little known about the actual impact of projects on the poor. There is broad evidence on the benefits of economic growth, investments in human capital, and the provision of safety nets for the poor. But for a specific program or project in a given country, is the intervention producing the intended benefits and what was the overall impact on the population? Could the program or project be better designed to achieve the intended outcomes? Are resources being spent efficiently? These are the types of questions that can only be answered through an impact evaluation, an approach which measures the outcomes of a program intervention in isolation of other possible factors.This handbook seeks to provide project managers and policy analysts with the tools needed for evaluating project impact. It is aimed at readers with a general knowledge of statistics. For some of the more in-depth statistical methods discussed, the reader is referred to the technical literature on the topic. Chapter 1 presents an overview of concepts and methods. Chapter 2 discusses key steps and related issues to consider in implementation. Chapter 3 illustrates various analytical techniques through a case study. Chapter 4 includes a discussion of lessons learned from a rich set of 'good practice' evaluations of poverty projects which have been reviewed for this handbook.

Urbanization in East Asia and the Pacific has created enormous opportunity for many. Yet the rapid growth of cities can also create challenges as national and local governments try to keep up with the needs of their growing populations. Among these challenges is a lack of affordable housing, resulting in increasing slums, deficits in basic service provision, and widening inequality for urban dwellers. This study aims to better understand urban poverty and inequality in East Asian cities, recognizing that many countries of the region, particularly those of middle-income status, are at a critical juncture in their urbanization and growth process where potential social divisions in cities could harm prospects for future poverty reduction. The study uses a multidimensional approach to understand urban poverty and inclusion and draws on examples of programs and policies that have been successfully implemented in the East Asia region to develop a set of guiding principles for policy makers.

Simulated transfer schemes using household data for Venezuela, Mexico and Jamaica indicate that geographic targeting is a useful mechanism for transferring benefits to the poor. Poverty can be significantly reduced when compared with transfer schemes involving no targeting, such as general food subsidies. Of the various techniques used to identify priority regions for a targeting program, outcomes proved to be fairly similar. The level of the geographic unit does, however, seem to have a notable impact on targeting outcomes. (DSE/DÜI)

"Urbanization is transforming the developing world. However, understanding the pace, scale, and form of urbanization has been limited by a lack of consistent data. This book aims to address this problem by using satellite imagery and other data to measure urban expansion across the East Asia and Pacific region between 2000 and 2010. Illustrated with maps and charts, it presents trends in urban expansion and population growth in more than 850 urban areas - by country, urban area, income group, and city size categories. It discusses findings related to increasing urban population densities across the region and quantifies the administrative fragmentation of urban areas that cross local boundaries. The book discusses implications of the research and outlines potential policy options for governments that can help maximize the benefits of urban growth. These policy options include strategically acquiring land to prepare for future urban expansion; creating national urbanization policies that address the growth of the entire system of cities at once in order to support economically efficient urbanization; investing in small and medium urban areas; ensuring spatial access to the poor in order to make urban growth more inclusive; maximizing the benefits to the environment of existing urban density through location, coordination, and design of density; and creating mechanisms to support interjurisdictional cooperation across metropolitan areas. Leaders and policy makers at the national, provincial, and city levels who want to understand how trends in their cities compare with others in East Asia, as well as researchers and students interested in the transformative phenomenon of urbanization in the developing world, will find this book an invaluable resource
