The United States regularly removes unaccompanied immigrant children and returns them to their countries of origin, with numbers rising rapidly in recent years. The United States has moral and legal obligations to this group of children. Rooted in deep moral underpinnings, the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 requires the government to establish policies and procedures to effectuate the safe repatriation of unaccompanied children. However, now more than a decade later, the U.S. government has failed to delineate its practices promoting safe return and, in addition to a general lack of transparency, the scant information available suggests that the United States is not compliant with its duties. This Article evaluates U.S. law and policy governing the repatriation of unaccompanied children, examines whether known policies and procedures comport with applicable law, explores the stark realities and uncertain fates facing children returned to Guatemala, and offers recommendations to bring current practice into conformity with domestic law and social mores.

In this paper, we think with Puig de la Bellacasa's 'matters of care' about how to support data care and its politics. We use the notion to reflect on participatory design activities in two recent case studies of local collective data management in ecological research. We ask "How to design for data care?" and "How to account for the politics of data care in design?" Articulation of data care together with ethically and politically significant data issues in design, reveals in these cases the invisible labors of care by local data advocates and a 'partnering designer'. With digital data work in the sciences increasing and data infrastructures for research under development at a variety of large scales, the local level is often considered merely a recipient of services rather than an active participant in design of data practices and infrastructures. We identify local collective data management as a 'neglected thing' in infrastructure planning and speculate on how things could be different in the data landscape.Full text at ACM

The article focuses on stories and storytelling practices as explanatory resources in standardization processes. It draws upon an ethnographic study of the development of a technical standard for data sharing in an ecological research community, where participants struggle to articulate the difficulties encountered in implementing the standard. Building from C. Wright Mills' classic distinction between private troubles and public issues, the authors follow the development of a story as it comes to assist in transforming individual troubles in standard implementation into an institutional issue for the ecological scientific community. The authors present the "hands-on" social science collaboration in this study as an example of a mechanism for supporting institutionalization of issues. Finally, the authors argue that narratives can serve as effective organizing principles within institutional settings, thereby providing an approach to understand the practical, substantive difficulties that occur in work with data in the sciences.

This e-zine documents the discussions and group work done at the 'Infrastructuring in Participatory Design' workshop, a full-day event that took place at the Participatory Design Conference 2018 in Hasselt and Genk, Belgium. Participants at the workshop came from a broad range of domains (e.g. Design, Science and Technology Studies, Anthropology, Social Sciences, Information Sciences, Architecture), representing interests in infrastructuring from multiple perspectives. The workshop invited the Participatory Design (PD) community to come together, with their cases or projects, questions and topics of interest in order to take stock of empirical insights and conceptual developments around the notions of infrastructure and infrastructuring, and their relevance to the revitalization of the political agenda of PD.
