"How do we take stock of the state and direction of the world's environment, and what can we learn from the experience? Among the myriad detailed narratives about the condition of the planet, the Global Environment Outlook (GEO) reports-issued by the United Nations Environment Programme-stand out as the most ambitious. For nearly three decades the GEO project has not only delivered iconic global assessment reports, but through its multitude of contributors has inspired hundreds of similar processes worldwide from the regional to the local level. This book provides an inside account of the evolution of the GEO project from its earliest days. Building on meticulous research, including interviews with former heads of the United Nations Environment Programme, diplomats, leading contributing scientists, and senior leaders of collaborating organizations, the story is told from the perspective of five GEO veterans who all played a pivotal role in shaping the periodic assessments. The GEO's history provides striking insights and will save valuable time to those who commission, design and conduct, as well as critique and improve, assessments of environmental development in the next decade"--

This study explores the relevance and implications of resource efficiency for five distinct, vitally important resource themes: energy, land, phosphorus, fresh water and fish stocks. Natural resources underpin the functioning of both the European and the global economy. They critically shape prospects for current and future quality of life over the coming decades. Key questions addressed in this study are: What are the impacts of current and projected resource use up to 2050 and in which parts of the world will they be felt most? What are the potential effects of boosting resource efficiency in different world regions? Is policy intervention conceivable? How would such interventions interact with other resources not targeted; and how does resource efficiency relate to efforts to mitigate climate change?

Global environmental assessments are widely considered to play a prominent role in environmental governance. However, they are also criticised for a lack of effectiveness in informing policy and decision-making. In response, GEAs have adopted a number of strategies to bolster their effectiveness, including by orienting themselves towards solutions (solution-orientation), increasing the diversity of included experts (participation), and producing more targeted assessments (contextualisation). In this article, we analyse these strategies as attempts to be effective for multiple audiences while also identifying the limitations of these strategies. Based on this analysis, we propose to conceive of GEAs as processes that are able to empower diverse actors – ranging from diplomats in international negotiations to civil society activists, or indigenous and local knowledge holders – to act towards socio-environmental objectives. Seen in this light, the effectiveness of GEAs can be improved by reflecting on which actors can benefit from assessments and how assessments can contribute to their empowerment. This strategy goes beyond current proposals that aim to strengthen the authority of assessments by boosting the scientific quality and credibility of the reports. Indeed, it complements them with an explicitly political perspective. Using examples of empowerment in different phases of GEA production and use, we argue that this reconceptualisation of effectiveness requires assessments to reflect a diversity of problem and solution frames, thereby creating entry points for the empowerment of a broad range of actors. We conclude by providing three illustrative ideas to improve effectiveness for the design and execution of assessments.
