Resumo Tradicionalmente, a literatura sociológica faz uma clara distinção entre as abordagens que analisam o ensino superior e as mudanças que este vem experimentando nas últimas décadas, e as abordagens que analisam os fatos sociais relacionados à ciência, inclusive a sua institucionalidade. Entretanto, ciência e academia ocupam o mesmo espaço institucional: embora a pesquisa científica possa se organizar em outros espaços sociais, é inegável que, em todo o mundo, o ambiente acadêmico é o espaço privilegiado para a organização coletiva da ciência. A questão central do trabalho, portanto, é investigar a interação entre as mudanças experimentadas na governança universitária, as alterações recentes no modo de produção do conhecimento, e os novos modelos de governança da ciência. Em seguida, a análise se concentra nos dilemas que as dinâmicas dessas novas realidades criam para a experiência brasileira, com foco específico nos desenvolvimentos recentes do aparato institucional de coordenação da ciência e da universidade no Brasil.
Esse trabalho tem por objetivo analisar os padrões de interação que se estabelecem entre cientistas e o ambiente externo à academia, propondo uma tipologia para dar conta de posturas do cientista com relação a essa interação e explorar os desafios que essas diferenças colocam para a política de ciência, tecnologia e inovação contemporânea. O objeto empírico deste trabalho são 16 estudos de caso realizados junto a grupos que se distinguem pela relevância e importância no cenário científico de 4 países da América Latina (Argentina, Brasil, Chile e México). A análise dos casos estudados mostra que a existência de um mandato institucional forte na direção de uma colaboração estratégica, apoiado em mecanismos de avaliação que reconheçam e direcionem as atividades de cooperação com atores sociais é um fator importante para viabilizar um formato de interação que redunde em ganhos estratégicos para o cientista, na produção de conhecimento socialmente robusto. POLICIES OF SCIENCE, TECHNOLOGY AND INOVATION IN LATIN AMERICA: the answers of the scientific community Elizabeth Balbachevsky This paper has the objective to analyse the standards of interaction which are established between scientists and the environment outside the academy, proposing a typology capable of standing the posture of the scientist in relation to this interaction and to explore the challenges that those differences place upon the policy sciences, technology and contemporary innovation. The empirical objective of this paper are 16 case studies performed together with groups that are distinguished due to theirs relevance and importance in the scientific scenery of 4 Latin America's countries (Argentina, Brazil, Chile and Mexico). The analysis of the cases studied shows that the existence of a institutional mandate strong towards a strategic collaboration sporting tools of evaluation that recognise and guide activities of co-operation with social players is a important factor to enable a format of interaction that leads in a strategic gain to the scientist in the production of robust social knowledge. Este artigo investiga o grau de convergência das opiniões sustentadas pelas elites e pela população brasileira sobre as políticas de redução da desigualdade social e redução da pobreza. A literatura internacional sobre esse tema se divide entre aqueles que vêem uma divisão entre elite e massa em torno dessa questão, e aqueles supõem que as dificuldades enfrentadas pelas novas democracias para garantir o crescimento econômico e desenvolvimento social teriam favorecido a formação de um novo consenso social unindo elites e massas, onde as políticas de redução da pobreza e de desigualdade ocupam um lugar preeminente. Nossa análise comparou os resultados alcançados na pesquisa Estudo Eleitoral Brasileiro (CSES-ESEB) de 2010, com os dados coletados junto a uma amostra da elite brasileira em 2009. Os resultados da análise sustentam a hipótese de que é possível falar em um consenso amplo unindo a elite e a população em torno de uma agenda de políticas voltadas para a diminuição da desigualdade no país e para a erradicação da pobreza.
O artigo analisa os impactos da estratificação social e da identidade ideológica sobre o voto no Brasil nas eleições presidenciais de 2002 e 2006 e identifica os valores e atitudes associados ao voto em Lula nos dois pleitos. A análise baseada nos resultados do ESEB mostra o comportamento independente das duas variáveis explicativas do voto para presidente: em 2002, a estratificação social foi pouco relevante para explicar a decisão eleitoral, sobretudo o voto em Lula, que esteve significativamente associado com a auto-identidade ideológica. Em 2006, as variáveis impactam o voto para presidente de modo inverso. Não obstante essas diferenças, nos dois momentos, o voto em Lula em específico é mais fortemente explicado pela simpatia e identidade com o candidato.
Este trabalho investiga possíveis efeitos do processo de privatização de empresas estatais, levado à cabo pelo governo FHC, sobre as atitudes e opiniões do eleitorado brasileiro acerca da presença do Estado na economia. O estudo utiliza um survey pós-eleitoral realizado no final do ano de 2002, que constitui a base de dados ESEB (Estudo Eleitoral Brasileiro), patrocinada pela CAPES. A investigação está centrada na análise dos padrões de respostas dados pelos entrevistados, quando solicitados a opinar sobre qual setor - iniciativa privada ou governo - deveria ser responsável pelo provimento de diferentes serviços e produtos à população. A análise encontrou uma forte coerência nessas respostas, o que permitiu produzir uma escala de atitudes relativa à privatização. Ademais, foi possível estabelecer correlações significativas entre essas atitudes e a campanha eleitoral de 2002, particularmente o voto declarado pelo eleitor.
Com base em resultados de surveys realizados no contexto das quatro eleições presidenciais brasileiras de 1989, 1994, 1998 e 2002, bem como da eleição municipal de 1996), as autoras analisam o comportamento do eleitorado e propõem que este segue um padrão definido por uma dentre três estratégias possíveis: o voto como expressão de uma identidade com o candidato; como crença no potencial de oposição que o candidato representa ou como expressão da crença na sua capacidade administrativa. Ao longo do período, destaca-se a associação do voto dos eleitores que se orientam pela busca de uma identidade com o candidato e a candidatura Lula. This open access book assesses how the Covid-19 pandemic caught higher education systems throughout the world by surprise. It maps out the responses of higher education institutions to the challenges and strategic opportunities brought about by the pandemic, and examines the effects such responses may have. Bringing together scholars and case studies from Europe, Asia, Africa and the Americas, the book is both comparative and global in nature. It also brings together researchers from a variety of disciplinary fields, including political scientists, historians, economists, sociologist, and anthropologists. In doing so, the book fosters an inter-disciplinary dialogue and inclusive methodological approach for unpacking the complexities associated with modern higher education systems and institutions.
This chapter presents the main issues addressed by this book when analysing the experiences of cooperation between European Union and Brazil, China, Russia and South Africa. These four countries represent four continents, respectively South America, Asia, Europe and Africa. We chose them as important players in political and economic aspects in the EU's international relations. These countries are also a major student source for the European higher education market; in recent years all of them have become keen to welcome students from the EU member states and to enhance their internationalisation activities in partnership with European higher education institutions. The internationalisation of higher education receives support from different sides of society. Depending on the perspectives of participants or stakeholders, internationalisation of higher education may mean different things. In fact, one can argue that a successful initiative for university internationalisation answers the expectations of both the university's internal and external stakeholders. However, it is not unusual that efforts to build a successful international partnership go into disarray. One of the challenges to effective internationalisation is the lack of real understanding of the partners' perspective. Awareness of the differences in the rules shaping higher education around the world and of the diversity of goals and expectations each partner brings to the cooperation are the central issues that must be considered when building successful cooperation in higher education. Partners should be aware that higher education is a key factor, historically linked with the state building process and thus an integral part of any country's identity. The complexity of the higher education system in any country should not be underestimated. By systematically studying the policies for the internationalisation of higher education in both the EU and some of its major partners in other continents and reviewing some concrete experiences, this book will further the understanding of the many challenges that stand in the way of building successful international cooperation in the higher education field. ; acceptedVersion ; Peer reviewed
In this concluding chapter, we draw lessons from the higher education cooperation between the EU and the four countries of Brazil, China, Russia and South Africa. Each of the previous chapters in this book provided a variety of good practices, challenges and suggestions. We aim to bring together these insights and reflect on these experiences through building a new typology for the internationalisation of higher education from the perspective of policy logics. This article adopts an historical institutionalism perspective (Pierson, 2011; Pierson & Skocpol, 2002; Thelen, 2014). Its main goal is to understand the lasting dynamics and path dependency processes that constrain the impact of expanding access to higher education (HE) in changing the pattern of social inequalities in a given country. To do this, the article will explore two different aspects of the impact of education on social inclusion: the dynamics associated with production and distribution of portable skills and competences, and the dynamics associated with social stratification. The study follows the experience of Brazilian HE over the last 15 years. In this period, the country experienced a rapid expansion, coming from a total undergraduate enrolment of 2.7 million in 2000 up to nine million in 2016. Nevertheless, the design of this expansion assumed a very conservative pattern. Following a well-ingrained domestic pattern, most of this expansion was absorbed by the country's huge demand-driven private sector, and into less than half a dozen very traditional types of bachelor programs. Thus, the article argues that by failing to diversify, and by preserving old institutional hierarchies, expanding access to HE in Brazil has rendered less impact than one would expect on the country's social inequalities.
